That's I think as a contributor as well now how many people from the Health Department are doing what you're doing going out literally door to door trying to find people who have had sexual intercourse with infected syphilis patients. A bridge or BUSY you know even in parks you know where they're hanging out anywhere and also because of you know right and meth also or any type of drug it's it's also difficult because we don't know what type of situation we're going into the person go to could be high under the influence intoxicated you know anything so and then it is very difficult you can be difficult situations and you know oftentimes you don't have very much to go on in other words if somebody is had a hookup especially if they're you know drug addled you know the person they had sex with a the only thing you may have to go on is like a description of a tattoo or some really superficial characteristic. No Yes that's actually pretty common for us they could say they hang out in downtown in a certain area and you can say they have a tattoo on their neck around their arm and they're known by a nickname you know and that's pretty much we do so we canvass the entire area ask questions if anybody knows I'm really in a certain area you know they don't know though they know they all know who is out there in that particular area that's been named so we're just going to talk to people and just do our best to track them down where they hang out time will be there and that's also part of our interview too you know one day my partner is main thing we're trying to get as much information as possible you know whether it be like you said something descriptive or the everything out the times anything we we we don't want any and little permission we'll just try to find him because we want to make sure this person is taken care of and not out there in develop symptoms or develop infection or spread the infection as well or you know we're trying to prevent And when you do find them how do you treat them and how easy is it to treat . Since well since it's treatable it's a bacteria so it is curable. The difficult part is actually locating them but once we find them we you know we transport them to one of our health centers or one of. The committee based organizations that works with us so basically any clinic in the county and then we'll pick the person up if they have a transportation and then taken to the clinic and get them tested for syphilis get a blood test so it's a blood draw and then if they've been exposed to someone that was symptomatic. That the person that exposed them was highly infectious then you know we give them a shot bicillin from penicillin to treat for anything that you know if it's I think a bit unsettling so that we prevent them from becoming becoming symptomatic Roberta Roach is our guest in l.a. County Health Department Roberta when you encounter somebody who you believe is in fact did with syphilis or any other communicable disease and they refuse treatment is do you have any options or is there nothing you can do about it if they simply refuse treatment. She well what some of the I mean this really we do is you know this is just like any of anybody in general you know it's like having a bad day so we don't just give up after one time you know we continue like Ok I'll let them go right well you know it's Ok I'll come back a little time and then you know give a day or 2 or some of that you know and then we go back and try again you know Martin and. You know that we get yelled. At and but it's maybe a 7 a bad day or because the drug lives well you know we just don't know what's going on so our concern of course is always you know getting that simple treat a glass of wine what's going on in their lives you know maybe it's their moment they're worried about housing because maybe they just will know maybe their lives in others are man or getting kicked out or something we don't know force drugs drugs so what we also do is we also offer referrals to for mental health for drug rehab anything that they missed out on housing also so we go out lots of carry out referrals for any type of services other services that they may need not just s.t.d. Testing to want to make sure whatever never worried about what they worry about this moment in my visit with maybe it's funny how the finding you know medical services for mental health are going on the meds whatever they may be. In your in your experience for Berto when you encounter somebody especially if they're in if they're living on the streets are they are they looking to get off the street or or has it gotten to the point for them where they've gone feral if I'm allowed to use that term just as a descriptive term in other words because I mean this is how the anecdotal but in my limited experience I have met people who are homeless who just didn't want to they just did not want to live within the normal confines of what most people would consider to be even minimal. Human dignity standards they had they have just gone you know feral basically they just couldn't handle the rules and regulations of living within 4 walls. The jury people we run into and I would say most of the not it's very rare that I run into someone like that say for the majority do have other issues going on if they're homeless on the street it's really mental health could be drugs so of course like I said in that case we do transport them for treatment but the entire time we're having at the clinic that's when we offer referrals and services we'll even call and set them up with a halfway house if need be housing at the moment and then once they're done with their testing we transport them you know where the 2 we have as well even even a 60 day or 90 day program and the majority of time that's what they that's what they're searching for they really want they want something else just to have to be addicted to drugs or something have in their lives that they are homeless but like I said the majority they do not see more often than not you know it's they want something else you know it's their services they want to be off the streets they don't want to be on the streets. Well are we making headway on this or do you feel like you've taken a kitchen broom down to Santa Monica and tried to sweep the Pacific Ocean back to China. Where we are expanding we heard a few trainees investigators right now I have 3 under me and then there are more non office for trying to expand it but the problem is right now it's the funding you know we're worried about funding you know especially we don't know if we're are you know are funny because we reduced We're not one of the administration as well so it's just we're just doing our best what we can right now. It requires all of the steps that every other country takes in order to maintain the security of its borders so that's point number one and at the same time then we have to deal with the the doctor situation after all these were children who are illegally brought into this country not by their own decisions but by the decisions of their occurrence to ignore our immigration laws. I think doc needs to be ended it cannot continue as an open ended system and and those who are currently registered in it if they don't have criminal convictions. Don't have affiliations with criminal past and ought to be given. Permanent legal residency but if they want to apply for citizenship they go to the back of the line adult displace all the people who are attempting legally to obtain citizenship Well you know again the issue here is can our our broken pull our dysfunctional is a broken but right now it's not functioning well political system put the interest of the country ahead of scoring cheap political points and that's a problem because obviously this president's controversial any a lot of people just loathe them and they don't want to give him anything that would be considered a victory but the bottom line is is that you know we have a chance here to fix a problem that has be deviled this country for decades and it's got a whole bunch of kids that are trapped in a no win situation that doesn't serve anybody's purpose and traditionally this is where the adults go into a back room and they strike a deal are there are there are there Republicans who will do this and are there Democrats to do business with. As long as we're spending more than we're taking in we're going to have to raise the debt limit the point of the debt limit is at the same time you are doing that you also are supposed to be reviewing your finances to find to repair the imbalance between your revenues and your expenditures. And that's what Congress is not doing we have to the budget but we haven't actually adopted that yet the House Budget Committee has it actually changes the spending trajectory of the country gets us back to balance in 10 years but so far the House hasn't taken it up. And last question how do we stop raising the debt ceiling because what's the point of having a debt ceiling if we're going to continue to raise it every time we hit it I mean how do we ever get some kind of financial reform so that we don't end up with a budget deficit that only astronomers can understand well with apologies to the Bill Clinton campaign from years ago it's the spending stupid spending is what drives all of this you know those sale we just need to raise taxes 1st of all we're at the upper edge of our ability to tax out of our current system. The more we raise rates you see more tax avoidance activity alternately more tax 'd evasion activity taxes are not a solution taxes are actually the flipside of debt. The only 2 ways that you can possibly finance spending once we've decided to spend a dollar we've already decided taxes the only question is whether we tax it now or we borrow it now and tax it to be paid in the future either way it is the spending that is driving both the tax and debt problem and that's where it has to be addressed like I said the House Budget Committee unanimously passed a budget that brings our spending slowly back in line with our revenues.
