The second round of discussions between farm groups and Union government ministers ended in a deadlock. The farmer groups have decided to launch their protest in Delhi. The talks floundered over the farmers' insistence on legal guarantee for minimum support price (MSP), implementation of the Swaminathan Commission recommendations on MSP revision, and total farm debt waiver.
