The comments here in San Francisco is pretty universal. It was put your money where your mouth is. During an interview on fox with Tucker Carlson President Trump says hes considering addressing the homelessness crisis and cities including los angeles and San Francisco. We may intercede and we may do something to get that whole thing cleaned up. The governor wrestlers wrestles with the homelessness issue. The state cannot solve the issue. Cities and counties working with the state and federal government cant. President trump did not offer any concrete plans but indicated it has been a problem the last two years even though homelessness has been persistent for more than 35 and also cast blame. The cities are run by very liberal people at the thing that nobody can figure out is due the governors or mayors, do they really think its a positive and do they think its okay because its not. The Communication Office responded saying, we are focused on running the city not responding to every tweet and ramps. The supervisor said the president can help by providing more money for Affordable Housing. If they want to start actually helping cities reduce the housing we need to brace for low and middle income folks, that would be great. Homeless advocates say the crisis began in the early 1980s when president reagan cut billions of dollars from hud. Weve tried different plans and its not working because we have not restored the funding to Affordable Housing. President trump owns a 35 share of the street. Areas that you used to think as being something very special , you take a look at whats going on with San Francisco and its terrible. He recognizes he has work to do on the issue and is committed to some intervention which is encouraging. I applaud his recognition of this as an issue. Reporter President Trump never mentioned the word homelessness but the problem has not ended on his watch. We will see where things go from here. Governor was here in the bay area this morning talking about his new bill to address housing and homelessness entering an Affordable Housing development. The governor toured the apartments near macarthur boulevard along with the mayor of emeryville and other officials behind the project. It includes everything from studios up to four bedroom apartments and qualified renters will never pay more than 30 of their income. The city gets it and its also getting it done. Meeting the demands and it is a crisis that is developing in our state. We are protecting the most vulnerable individuals and families. The apartments will start accepting applications on monday and developers expect the project to be completed by the fall. The housing bill is now headed to the state assembly where it is expected to pass. We are getting a new look this afternoon at the conditions inside Border Patrol facilities. The auditors released the report today after visiting facilities in south texas in june. They describe dangerous overcrowding and in some cases people had no access to showers, clean clothes or hot meals. At one facility adults were held in standing room only conditions for one week. The Oversight Committee has called Homeland Security officials to testify next week on the treatment of Migrant Children in particular. As Casey Steagall reports some democratic lawmakers are getting a firsthand look. The Congressional Democrats taking the immigration fight to the border to Detention Centers describing rapidly deteriorating conditions for migrants alleging that detainees do not have access to proper food, healthcare or water. This is them on their best behavior and they put them in rooms with no running water. The white house immediately pushing back claiming there is no mistreatment and while more resources are needed, lawmakers are exaggerating the conditions at the holding centers. Is not how the facilities are designed. People get regulated coming in and out. All of that stuff is regulated. Those explanations are not sitting well with immigrant rights groups. Thousands of protesters taking part in close the camps rallies and more than a dozen cities with demonstrators demanding congress order the closure of what they call inhumane detention facilities along the border and the immediate reunification of all families who have been separated by border officials. It is unamerican and illegal and we are here on a day of action to close the camps. President trump said the immigration raids that were delayed by a few weeks will now happen after the fourth of july holiday. Several of the protests that we mentioned are happening here in the bay area. Skyfox is over San Francisco earlier this afternoon where more than 1000 people gathered. You can see they were blocking the intersection there at poston market street. People also gathered in palo alto and santa rosa. Mope more protests are expected this evening. For more im joined by a member of one of the groups protesting called raging grannies. She joins us now near where one of the protest took place earlier today. Thank you for being here. Can you tell me more about why you decided to protest today . The protest was part of a National Action on the part of moveon. The raging grannies have protested the detention facilities previously and we have been appalled from the get go that children were separated from their families which knowing anything about childs ecology is right away child abuse. Tell me what you want lawmakers to do . Everyone admits that this is now crisis but it seems there are different views on how to deal with it. First and foremost, stop demonizing immigrants. They are legitimate refugees and the families are fleeing really dangerous situations. It has to be recognized as a human rights crisis and not as some kind of a dangerous invasion. And that has to dictate what measures we take and first and foremost, we must keep children with their families and we must make every effort to meet their needs. Heaven knows we are spending enough money on it and some of the centers with children are receiving their private prison for children 750 a day per child so we are spending enough money but its not being it is not getting to the people that need the help and the resources. The Deputy Commissioner of customs and Border Control says the agency has complained about the overcrowding issue which we really got to see in the new pictures that were released. He also reiterated that the facilities were never designed to hold this many people. What do you think the correct way is to solve the situation that now has so many more people in these Detention Centers . They need to make much more effort to keep the families together. Previously they were held for a maximum of 20 days and released with ankle monitors. The system was not perfect but it was certainly more humane than separating them and leaving children without proper care and often having to be tended to by unrelated older children. Children as young as two or three years old. Crying, sobbing and living in filthy clothing without adequate supplies for sanitation and with very poor food. The los angeles District Attorney has charged a suspected gang member with killing a son of an oakland city councilwoman. 23yearold Ivan Hernandez charged with murder and attempted robbery in the shooting death of 21yearold Victor Mcelhaney back in march. He is a son of Lynette Gibson mcelhaney. He was a student at usc and was out with friends when he was shot and killed in a strip mall parking lot about 1 mile away from campus new information on the hazmat situation at the facebook mail facility that prompted evacuations. Testing now shows a suspicious package did not contain the deadly nerve agent sarin. It was a team effort as a National Guard team, fbi and others wrapped up the investigation. They were on the scene for 14 hours. The good news is it ended well with no dangerous substances found after extensive testing. The buildings were clear for employees to get back to work this morning. We hear from the fbi and facebook about the hazmat scare. The fbi said the items were to thoroughly tested and determined to be nonhazardous. A spokesperson said it took time but ensured a careful and methodical testing was taking place. Well and facebook spokesperson said, our rigorous security and safety procedures worked as intended to limit exposure and keep our people safe. It started just before 11 00 a. M. Yesterday when facebook found a suspicious package during a routine mail check. Hazmat teams went into the building twice to investigate. The first time at 6 00 p. M. And the second time at 10 30 pm. Authorities who cross the bay area are preparing for a busy fourth of july holiday and they are stepping up patrols to crack down on illegal firearms fireworks. Fourth of july can be busy for Law Enforcement and firefighters and today the preparations are underway and they hope to keep the holiday safe for all. Earlier today cal fire told us they are preparing for the fourth of july holiday. The agency says they have their own Law Enforcement officers that are going out day and night doing random patrols to try to catch people setting off illegal fireworks. We do start to see as we get closer to Independence Day that we start having that kind of activity oak her. We will have resources out  doing random area checks on fireworks compliance. The Sheriffs Department is also stepping up its patrols for the fourth of july holiday to crackdown on illegal fireworks but also to keep people from gathering the popular lookout spots where no parking is allowed. As for the fire danger, that is always a concern. Firefighters say one helpful thing has been that the weather has been moderate and they will be ready for whatever comes their way. It is a very serious issue about the risks and hazards. Officials really trying to clampdown on this problem and you got to see firsthand how they are trying to enforce the law. Earlier today we went out on a ride along and they took us to the lookout areas where people go to watch some of the other illegal fireworks and they say they will be out giving citations. The Census Bureau confirms it began printing 2020 census forms today without the controversial citizenship question. This comes after the Trump Administration announce it had dropped efforts to pursue further legal action in response to the Supreme Court blocking the question from being printed on the forms. No word who has been injured, how many people have been hurt or the severity that we are learning from bart that they have received reports about the active shooter at the mall and may have shut down the san bruno station because of the Police Activity in that particular area. There are videos of people in that area that are posted on twitter showing a heavy Police Presence with officers making their way into the mall. Bart trains not stopping it the san bruno station. Again, we know that at least there was a shooting but we dont know the number of people injured or exactly how the searches going for the suspect. Hiv has the potential to be eliminated. Rechurch researcher save for the first time they have eradicated the virus in mice using a combination of already existing technology. Right now hiv treatment prevents the virus from replicating but does not actually eliminate it allowing the virus to possibly develop into a. But used together it can successfully attack the virus and stop it for mobile caving. We can control it and restrict it. They are expanding that technology. There is also the need to ensure that injections do not negatively affect other bodily functions. We can be free of these terrible and dreaded diseases. Doctors stress they are years away from offering it to humans and it will need to be tested on large primates. The Salt Lake City Community Held a vigil to honor the university of utah student Mackenzie Lueck. She was murdered and her body found 12 days after she disappeared. Originally the event was planned as a prayer vigil to bring the 23yearold back home. Instead the community is honoring her and celebrating her life. She was the prenursing student on track to graduate in may. The search ending with police arresting the man they say was the last person to communicate with her. Authority say 31yearold ayoola ajayi put him at the same place and time that she was reportedly last seen. Salt Lake City Police arrested him on suspicion of aggravated murder, kidnapping, obstruction of justice and desecration of the human body. Police did not provide a motive and the da is expected to bring formal charges as early as this morning then it will be up to prosecutors to determine whether or not to seek the death penalty. Gun stores are reporting issues with the california new online background check system that is now required for every ammunition sale. The law went into effect yesterday after years long legal challenge from the nra. Customers are required to pay one dollar for a background check that is supposed to take 2 minutes. Some gun stores say they have had to turn customers away because the system is complicated and prone to delays. The department of justice says they have sent vendors detailed instructions on how to use the system. The governor announced california 115 Community Colleges will now be free. The budget has allocated 42 million of additional funding to cover fees for all first time fulltime students for two years. This is an expansion of the Promise Program which waived fees for the first year of all california junior colleges. We have across the state 4 Million Students or 4 million individuals who have gone to college with no degree and unfortunately they are not eligible. But for students graduating from high school who do not have any Community College and are able to go full time meaning 12 units or more, they will be able to have two years of full tuition funded through this award. An amazing opportunity, what is the potential savings . There is a significant savings however, the other costs of college are still present including everything from books to housing to food which for Community College which is always been a really good investment four dollars for students and its a good bargain for what students get in return and those are the dominant cost of housing, food and textbooks and they are significant and will mean that there are still students who will struggle. If you have been in this area you know its off of highway there. Police are investigating the shooting. Bart is not running through that station right now, it is closed as Police Continue to investigate and we want to bring in now the San Mateo County supervisor who represents the sand bruneau area. What can you tell us about what police have told you is going on . The situation continues to remain fluid and we are encouraging everyone to remain outside of the area. State out of the mall and there is a heavy Police Presence as you can imagine. This has not been confirmed, its my understanding that there is at this time possible two suspects who have been shot and potential suspect or two victims shot and a suspect that has been apprehended but that has not been confirmed but that is what i have heard. It is your understanding that we do not have the shooter in this case still on the loose . That is my understanding. But as you imagine the police have to do their Due Diligence and as email tanforan mall is pretty big, larger mall. And indoor mall and there is a theater. One can imagine that they would have to make sure that all things are cleared and that has not been determined yet. The information im getting is pretty shortterm and im sure that they will have to clear the buildings and Department Stores. There are multiple Department Stores in tanforan and its a pretty big space. Have you been able to find out anything about where exactly the shooting took place . I have heard that it was potentially in the food court. But that has not been confirmed. As we know with these situations, there are a wide array of reports that come out. That two people injured, do we know how severely they have been injured . At this time i do not. But i am suspecting that the Police Department will have a press conference shortly to confirm that but at this time i dont know the severity of those injuries. At this point its your understanding obviously that the San Bruno Police department in the Sheriffs Office and other Law Enforcement agencies sweeping that entire mall and they believe that they may have the person they are looking for in custody but they will be going through that entire place to see if theres anybody else still outstanding . With a situation like this you leave no stone unturned. Because that mall and there are multiple stores, they will probably have to just spend a lot of time going through and you have to realize that the mall was operating so the difficulty of moving through the mall may take a lot of time. Has the mall in fact been evacuated or just in lockdown mode . Thats a good question. From my understanding is it was in lockdown mode and anyone at tanforan mall there is a Police Presence and they will discourage people from leaving. These are pictures of what is unfolding right now at the mall in san bruno where police and Law Enforcement are on the scene of a shooting and we understand it took place somewhere inside of that mall and we have reports that it may have happened in the food court and according to the supervisor, it is possible that there were two people hit by the gunfire and we dont know the conditions of those two people and we are getting word that potentially Law Enforcement agents have taken one person potentially the shooter into custody. And we are getting word from San Bruno Police that they are setting up an immediate staging area so we hope to learn more. They are doing that in the parking lot of the theater and there is in fact the theater at the mall so we expect to get in update from police relatively soon as soon as they can sort through all the information and get officials out there to give us an update on exactly what happened but as a supervisor was telling us, it appears as though two people were shot, we dont know the severity of their move their wounds and a search of the very large mall is underway. We are still working to find out a little bit more information in regards to bart as well which is located very close to the mall and a short time ago they tweeted out that service at the station has stopped and the trains were rolling through until they get the goahead from police. They wanted to shut down the bart station close to the mall because they felt or stew do feel they have an active situation and are trying to make sure that all the people involved in the shooting have been taken into custody. Obviously, developing situation and we are still waiting to learn more information about the shooting that happened inside the tanforan mall in san bruno. We are getting reports of an active shooter situation at the mall. We were just talking with the San Mateo County supervisor who was telling us he has heard and this is unconfirmed by police that at least two people were injured. We do not know the severity of the injuries. He is also hearing that the suspect, the shooter is now in custody. That is not confirmed yet by police but that is what San Mateo County supervisor who represents the san bruno area, that is what he was on the air telling us. And we obviously have seen people being cleared out of the tanforan mall. You can see a lot of police cars and a lot of people there in the parking lot of that Shopping Center. There are video circulating on social media showing Police Officers escorting some of those shoppers and other customers out of that mall following the shooting that happened this afternoon and again, the word that we got was potentially two people were shot. We are still waiting to get exact confirmation. To get a better sense of exactly what Law Enforcement is dealing with here as they tried to investigate the shooting that happened inside that large mall, i want to bring in a former fema director joining us by phone. Give us an idea, there is gunfire in the middle of this crowded Shopping Center in the middle of the afternoon. What is the response from police . What they are trying to do is they are gathering s. W. A. T. Officers from the local department or within jurisdictions around that area. They will be partnered up with paramedics either armed paramedics that come from the Fire Department and train with the s. W. A. T. Team or they may have paramedics embedded within their own Police Department that enter into the building and are trying to make an assessment on how quickly they can get in there. Also the people they are escorting out of the area, they have to make sure the perpetrator is not mixing in with the crowd and escaping. We saw that previously in some events. A very active and dangerous incidents. Its one of the most difficult thing First Responders will deal with. Especially when youre talking about such a large facility with several different entities inside, food court, theater, Department Stores. When Something Like this happens, you do have to have coordination between all of the parties. Without a doubt. Plus you have many entrance and exits. But there are also staff exits that they have to make sure they get covered and they are also trying to make sure they can get in there quick enough to do an assessment. We saw before where waiting too long created a problem so this is a dynamic incident that they are having to really think about and get in there and try to protect them selves but they also want to protect the public. Potentially there was one of the suspected shooters who has been taken into custody and we are awaiting confirmation from police there in san bruno but if that is the case, even still the officers at the scene, they cannot feel at ease because there again is the potential that there is someone else out there within the building somewhere who may have been involved in the shooting. Absolutely. Add to that secondary bombing devices. You dont know if the perpetrator has left something there and thats always a concern. From the moment they got the call they are having to build a criminal case against the perpetrator at some point so the have to be careful not only are they trying to protect lives but also trying to protect evidence for future prosecution. We have been telling the viewers as we continue to follow the breaking news, we got word not too long after we first started getting reports that bart had decided to Cancel Service and close the station there at the san bruno station which is steps away from the tamarin role tanforan mall. We learn the trains are now being turned back at south San Francisco is the situation here continues and that means the shuttle train i want to tell people who use that station as the last week the station remains closed and there will be a shuttle train that will run between sfo and mill train. They did not have the option here to do what we typically see because they were still getting reports of an active shooter and had not received an update on whether the suspect had been caught. Probably better to error in caution and that creates an inconvenience for folks and its time for people to go home for work. You want to act in an abundance of caution, just in case. He would rather inconvenience people then put them in harms way. Let me ask you from a tactical standpoint, what are the challenges in terms of trying to get medical aid to these shooting victims when you have Law Enforcement and the other First Responders entering into a situation where someone is potentially still shooting . Im sure theyve got ambulances and supervisors there and not only Fire Department the paramedic. There is Different Levels of emergency and this is the highest level and they are taking precaution and im sure theyve got resources to be able to treat victims as need be. They could always cancel and turn it around and send them back. Its better to have them there and not need them but that is where the partnership between the Police Department, Fire Department and paramedics comes into play and they could do triage and determine what resources are necessary and have them available. They definitely notify the hospitals that they make it shooting victims. San bruno police are on the scene of the shooting at the 10 for ran mall Police Received the first calls of gunshots around 4 pm this afternoon. There are unconfirmed reports two people were shot their conditions were not released. Weve also learned one person is in custody. San bruno Police Tweeted less than an hour ago asking people to stay out of the area of the tanforan mall. Part stopped running trains through the station at san bruno. The tanforan mall is off of a 380 in san bruno. Within the last 20 minutes we spoke with the San Mateo County supervisor about the shooting. When you deal with a situation like this you leave no stone unturned. Because that mall and there are multiple stores, they will probably have to really just lo through and you have to realize the mall was operating as a mall at the time. The difficulty of moving through a mall and these stores may take a lot of time. That supervisor says he thinks the mall was put on lockdown and cell phone video from the scene shows police running through the parking lot.
