washington. it's mid day in tripoli. i'm monita rajpal. >> and i'm zain verjee. also ahead -- >> i have a feeling my career has just piqued. >> oscar triumph for the king's speech, the small budget movie that made a worldwide slash. >> natalie portman, "the black swan." >> she wins a coughetted statuette. >> you sound like them. >> you all sound like each other and i don't like being around this much negativity. >> and the oscar presenters have a little bit of fun at the expense of the winners. we're going to take a look at that as well as the fashion. we begin this hour, though, in libya. foreign ministers are meeting in geneva where they will be discussing ways to turn up the heat on libyan leader moammar gadhafi. despite international pressure, gadhafi refuses to step down. ministers from the u.s., russia and a host of other countries are looking at ways to help with the humanitarian crisis. u.s. officials are hoping the european union will today slap sanctions on the regime. colonel gadhafi has criticized the u.n. resolution to freeze his assets. but the parts of the country he controls are dwindling as the opposition edges closer to the capital tripoli. government security forces have defected to the opposition in the town of zawiya. >> zawiya is about 50 kilometers west of the capital. cnn's nic roberts has been there and he's been reporting. if the anti-government protesters do manage to gain control, they'll be in charge of a key gateway. colonel gadhafi said most libyans are not up in arms. he says the reports the government is using force is not true. >> if a person can only maintain power by using force, legitimacy is gone. >> first, we didn't use force. second, we still have people around us. in tripoli, you have half the population of libya, half. like more than 2 million, 2.5 million living in the city. do you think because of 10,000 or 5,000 people we have demands against my father it means that the hard libyan population is against gadhafi? >> he said libyan diplomates who have turned their backs on his father are, quote, hypocrites. he was recently seen trying to rally supporters in the capital. with all the social video we've received, cnn cannot confirm the authenticity of them. >> governments whose residents are inside libya are working to get them out. a military rescue mission over the weekend was the right thing to do even though uk planes did not have permission to enter libya. over the past week, over 100,000 people have left the country. about half of them headed east to egypt. others head for tunisia. let's hear how the tunisians are coping. >> these are some of the estimated 40,000 people who have fled across the border from libya to tunisia in just the last week. most of these people are day laborers who are fleeing the bloodshed and the violence in libya. it's difficult to even call this situation a camp because the men that we've spoken with say they have spent two, three, four nights sleeping out here in the cold, out on the streets. sir, you've been here one day, two the days? >> one day. >> one day. sleeping right here? two, two, two. >> when we come from tripoli to tunisia, okay, take our -- take my laptop and mobile. >> who took your laptops and mobile inspect. >> military. >> military? >> yes. libyan soldiers. >> the tunisian military say they need more help, perhaps from the united nations, perhaps from aid organizations to help deal with this exodus. we've seen volunteers coming in, bringing in help, bringing in support, and even organizing demonstrations against moammar gadhafi where they've been waving the pre-1969 libyan three-color flag that has become a symbol against gadhafi. we are seeing a show of support against tunisia, the first arab country to launch this prodemocracy movement. but as you can see mere, the numbers of people just get bigger and bigger day after day and the fear is if the bloodshed gets worse, that these scenes could get worse, as well. if libyans join the flow of refugees escaping the violence in their country. ivan watson, cnn, near the tunisian/libyan border. >> tunisia itself is unstable and that's more than a month after its government was toppled. the prime minister he resigned on sunday after at least three people were killed in the protests. demonstrators were calling for the interim government to dismiss members who have any ties to the former president. our other big story this monday here on world one, the academy awards. "the king's speech" scooped the big surprise in this year's academy awards. the flip about britain's king james vi. few were surprised to see collin furth take the best actor award. >> i have a feeling my career has just peaked. >> tom hooper was awarded the best director prize also for the king's speech. "the social network" had earlier been seen as the front-runner for best picture. natalie portman won the best actress oscar as movie fanned had expected. portman played a deeply disturbed ballerina in the psychological thriller. she was up against other big names including annette benning and nicole kidman. >> we've been watching this and we have an area of low pressure. if you look at the satellite picture, you can see we have clouds around. this is not going to be a really strong system, we don't think. there is a chance for showers, but you can see it's going to be sparse. the main low is back here. our best chance of seeing any showers with this would be on tuesday. so you can see with the rubble around this home on the edge of a cliff and these homes on the edge of a cliff, that rain could certainly start to watch away some of this dirt and could certain cause a lot of problems. as this system comes through, maybe a few showers, probably some sun on tuesday, as well. the winds will be kicking up as the low comes through and that will be on wednesday and thursday it should calm down considerably. we'll keep an eye on it, but it does not look like a strong system coming through. across asia, we've been watching this area of low pressure come across the philippines. the joint typhoon weather center had the possibility of this of developing and they say now no longer will this be developing into a tropical system. but boy, did it produce rain. all of these cities, in fact, are showing sunshine now. cleared out. and it has cleared out across eastern china after another round of snow in beijing, which was good news, because the air quality was so poor a few days ago that residents took to wearing masks. but now with the snow coming through and melting now, of course, we're back into the moderate zone. so much, much better. while we had it, it was a pretty sight and folks were smiling because of better quality, had their pictures taken. this week's storm system heads east and it looks like there could be 10, maybe 15 inches of snow as the storm system exists off to the east. thanks, jill. zain, what is it like to be a woman who seems to have it all? to meet in geneva on monday and try to stop him from using violence on demonstrators. >> reports say demonstrators are back on the streets of oman for a third straight day. oman's health minister says at least one protester has been killed following demonstrators. protesters are calling for more jobs. >> the story of a king overcoming a speech impediment to lead the british people during world war ii has taken best honors at the academy a ward withes on sunday. the united nations is accusing belaruse of violating the embargo. they say the first delivery arrived in the capital on sunday and another is due today. it is thought that the weapons will be used by forces loyal to lauren who is clinging to the presidency despite his competitor being declared the winner during the last election. three royal air force cargo planes landed in the desert south of benghazi bringing out around 150 people of different nash naturalties. the planes had not gotten permission to land in libya, but he says it was the right thing to do. not everyone inside libya is so lucky. thousands of migrant workers have been caught in the crossfire and their governments aren't doing anything to get them out. ben leyland has more on the workers trapped in the eastern city of benghzi. >> pandaemonium as volunteers throw bags of bread and juice to migrant workers from the back of a truck. thousands of workers from south asia and africa are stranded in benghazi's port waiting for someone to take them home. >> all the -- maybe two plane, maybe one ship were sent here, but no working. >> for workers from some of the world's poorest countries, there's no guarantee of a speedy journey out to safety. construction worker anis perhan from bangladesh says pleas for help are falling on deaf ears. >> he don't care. he don't care. some of the people call to them. don't care. he is, i don't know what i do. >> the bangladesh government says it's organizing an evacuation. this room at the port is packed with workers from thailand. at least it's warm in here, but there's little to do to past the time. thai truckdriver putpong worked for a construction company called tech fenn which pulled all its turkish workers out ten days ago. >> leave me here. >> a spokesman tells cnn the turkish government will send ships. later in the day, lunch arrives. a meal of plain rice, juice and water. local businessmen are providing the food for these workers, but there is a problem. the city only has two months of reserve for food. one of those businessmen is anxious to send the workers home. >> we have the money. we can give them money for the ship. today we have food. tomorrow, we don't have food for ourselves, you know? >> millions of migrant workers are spread across libya and many are headed here. cnn, benghazi. let's take a look at what newspapers around the world are saying about all of this. in saudi arabia, arab news simply says, don't fail libya. perhaps it's a tad unfair to single out the west when the arab league and the muslim countries haven't accomplished anything significantly different to help the immensely courageous but desperately isolated people of libya. the libyans have been totally abandon by the international community. from "the washington post," obama on libya, very little and very late. obama does not seem to comprehend that when america waivers or recedes from its historic role as leader of the free world, both the world and the u.s. suffer. this is the guardian out of the u.s. like ya, neither tribal nor islamist. this new spirit is locally produced and nurtured, refuse to go be western-driven or influenced. its aim is not only to return libya to a state where transparency, democracy, pluralism, freedom and fairness prevail. france's prime minister has resigned after questions arose over her ties to the former tunisian regime. the jet belonged to a tunisian businessman with ties to who resigned as president in january. let's go to jim bitterman in paris. >> at one point earlier on, she said that french know-how could help out to contain the demonstrations in the street. it was taken as a real gap because it seemed to indicate that she was thinking they should send in french troops to the aid of the ben ali government. just one of several gafs that she made over the last few weeks. including the friendships that be had with the benalli family. as a consequence b she lost her job last night. she's been replaced by the defense minister who is a long standing politician of note here. basically he was a former prime minister and a foreign minister. so he comes back and brings back some credibility to french foreign olz. >> speaking of the french prime minister, he had admitted that he had taken some vacation goodies from egyptians former president there, mubarak. this must be great fodder for the french opposition right now. >> well, that's certainly making a lot of this. but i think the criticism that you saw in the washington post of president obama is the same thing you see here. the french government, too, is taking its lumps because it was supposedly had a special relationship with these countries. and the idea was that they should have known that some of these things were going to happen, that they were on the wrong side of history right up to the point where the dictators mubarak and ben ali and others were deposed. so there's been a lot of opposition here about that. >> and how is this being played out there within the french public? is this something that they're looking at asset again not enough transparency within their government? >> well, that's one issue and this has been very damaging to president sarkozy's presidency. he's heading for re-election in 2012. one of the reasons i expect we saw that quick government shuffle yesterday, this was, again, another government shuffle. i think the reason we saw it is because they wanted to limit the damage from this, that perhaps president sarkozy's cabinet has something that is kind of abusing its powers, not doing anything strictly illegal, but perhaps abusing some of the powers that they had. >> jim from paris, thank you want to put more pressure on moammar gadhafi. they're sitting down in geneva to try to figure out how to get him to stop cracking down on protesters who are demanding the end of his 42 will have year rule. meanwhile, opponents are about an hour west from his tripoli strong hold. in bolivia, more than 5,000 people have been affected following a mudslide and many homes and belongses are buried under following friday's vote. kenny has promised a fight for a better deal on dublin's $85 billion bailout. >> inflation was the focus of the finance minister's latest budget proposal. there are new measures being introduced to help cushion the higher prices on poor people. it's part of a 17% increase in social spending. although the government is spending more, the minister says he expects the budget deficit to narrow this year to 4.6% from r5.1% of gdp. news figures show india's economy grew less than expected in the final quarter of 2010. gdp rose 8.2% between october and december from the same period the previous year. that's weaker than the previous quarter, partly because of slower growth in manufacturing and mining. we want to find out what it all means in one of the world's fastest growing economies. sara joins us now from new delhi. >> well, monita, basically the growth story here in india is still a very strong and promising story just because they had a few stumbles does not mean that these numbers aren't huge. we're talking about what the government says will be about an 8.6% increase in gdp for this fiscal year and that is nothing to sneeze at. but there's a tug of war going on between growth and inflation in this country. it has upset the common people here in india as well as the foreign investors. a good portion of the budget announcement went towards talking about that, talking about the root causes of that food inflation and how possibility to fix them. one of the promises and one of the headlines here is that a national food security bill will be put in place to help alleviate this food inflation for india's poor. we're talking about hundreds of millions of people guaranteeing them to have food in their homes. also a promise that the inflation numbers overall will go down this year. there was a lot of talk about infrastructure. one of the big things happening in india that causes some of this inflation are the bottlenecks in the infrastructure, things that slow down the supply of food and cause food to rot because it simply can't get to where it's going in time, not enough fridge rated trucks and not enough fridge rated warehouses. there will be a 23% increase in spending on infrastructure. that's been put into the budget. also, formers are going to get some relief. they're being given some direct cash subsidies for things such as care seen and fertilizer, important points there. also being given, a 3% interest subsidy. so you're seeing some of these things. they're putting in place an easier to understand tax whether it's 8% or more, is the fact that the majority of people living in india live below the poverty line. there is great news for the economy, but how that trickles down to the actual person who can afford to pay for the food, afford to pay for the growing infrastructure, as well, is another story. >> yes. and you're talking about 300 million people who live on $2 a day or less. and that is what the government is looking at and has talked about the fact that they have to bring those people salaries up. they have decided to increase the salaries for nonskilled workers and try to put that in line with the consumer indux price. these are things the government is looking at. they know that that is an issue and they're trying to figure out how to fix it. but it will be a long, hard road king george vi and his battle with a speech impediment took best picture. its star, colin firth took best actor. natalie portman was named best actress. her portrayal of a disturbed ballerina in "the
