Bleach, that is right, bleach, could perhaps be injected into the body to kill the virus. The absurd comments following this statement by a senior Homeland Security official about how the virus responds to light and disinfectants in the air and on surfaces, not including the human body to be clear. Our most striking observation to date is the powerful effect that solar light appears to have on killing the virus, both surfaces and in the air. Coy tell you that bleach will kill the virus in 5 minutes and alcohol will kill it in 30 seconds with no manipulation, no rubbing. Just bringing it on and rub it and it goes away even faster. But the president made a cognitive it leap that was dangerous saying this to his medical advisers. I would like you to speak to the medical doctors to see if there is any way that you could apply light and heat to cure. I see the disinfectant knocks it out in a minute. One minute. And is there a way we can do Something Like that, by injection, inside or almost a cleaning, because it gets in the lungs. President trump has since claimed that he was being sarcastic but if you look at dr. Deborah birx, the head of the Coronavirus Task force, she didnt pick up on the sarcasm nor did any people with grasp of science or household cleaners. So how bad is this. The maker of lysol issued a statement saying they must be clear under no circumstance should our disinfectant products be administered into the human body through injection, ingestion or other route. I want to go to Kaitlan Collins live from the white house. And of all of the unreliable and whackadoodle stuff that the president has seed in these briefings, this may take the cake and now the president is claiming that he wasnt being serious. What are you hearing . Reporter yeah. So after there was criticism from the doctors and as you noted lysol had to put out a statement saying not to pursue this route. The white house put out a statement saying that reporters were taking the president out of context and he said that people should consult with doctors before pursuing treatment. What that statement did not say was that the president was being sarcastic which is now what he was arguing as he did in the oval office not long ago. I was asking sarcastically to reporters just like you to see what happens. Disinfectant on the handed would work and i was asking the question of the gentleman who was there yesterday, bill, because when they say that something will last three or four hours or six hours but in the sun is out or if they disinfectant it goes away in less than a minute. Did you hear about this yesterday . But i was asking a sarcastic and a very sarcastic question to the reporters in the room about disinfectant on the inside. Brianna, i was in the room, the president was not asking that question to reporters, he was turning to the officials to his right, dr. Birx and this official from the dhs about it works on surfaces and in the air and the president suggested that doctors should look into this noting that he himself was not a doctor so we should note that as well. And now this afternoon the cdc has put out a tweet talking about household disinfectant and the way they should be used saying it is not proper for people to use them or not use them improperly and to follow the instructions on the label. Yeah, we lock them under cabinets to kids dont get to them. Maybe well do the same for adults now. The president is backing off the plan to reopen the country on may 1st. Tell us about this. The question is what everything going to look like on may 1 because that is what theyre pushing for here at the white house, the agenda when the Coronavirus Task force has been meeting and the president is speaking with executives. Today the Vice President believed that most of the country could be opened up by memorial day, at the end of day. But one thing the white house is watching closely today is the reopenings that are happening in georgia. The president has expressed his displeasure believing they are moving too fast and theyre still arguing over testing and whether or not there is enough in the country as governors dont feel like theyre there yet. Dr. Fauci yesterday agreed with that sentiment and the president said he did not agree. Kaitlan collins, thank you so much at the white house. And joining me now is dr. Vivek murthy. I just wonder what you think of the doctor or of the president saying that doctors should look at sunlight or uv rays or bleach being injected into the human body to treat coronavirus. Well, just so everyone is clear on it, and this is been echoed by others over the course of the day, there is no indication and it is certainly not safe to inject household cleaners into your body in order to address coronavirus. That is not a proven treatment. It is likely to be extraordinarily dangerous to you. And what this episode illustrates is that youve got to be extremely careful with what you say in the white house briefk room and certainly in the middle of a pandemic. But to speculate on unproven treatments and during a time of crisis like this, is really quite dangerous. And what it has also become is a distraction. Were finding that Government Agencies and private companies are having to now put out messages clarifying to people that they should not ingest or inject detergents and chemicals. What we really need to be focused on, though, is laser focused on testing. Because if we want to open up the country safely, which is an objective i think all of us share, were not going to be able to do that if we dont get beyond the testing plateau that were at now and dramatically increase the number of tests available, the distribution of those tests and shorten the turn around time to get real results. Do you see that happening any time soon . Well, we are making progress bit by bit on testing but it is incremental and it is too slow. And what were finding is that it is not just the testing machines that you need, and this is been obviously to people on the ground for a long time, but you need the chemical reagents to go with it. You need the swabs that are used to do the tests. You need to have the cartridges that many of the machines require, and you need to have the protective equipment that you can wear to ensure that it is safe to actually administer a test. All of these are really important. And what weve been hearing is some arguments that okay the machines exist in states, they should just use them. But states are saying we dont have the other materials. And to encourage people to keep using the machine without the materials is like telling somebody to wash their clothes because they have a washing machine even though they have no detergent and it is not hooked up to water. That just doesnt work. You have to pull all of the pieces together. That is why what we need to do now is we need the federal government to step in and take over the supply chain and ensure we can produce the testing, materials and machines that are required and distribute them to a place that has need. Lets listen to what the Vice President said about timing on coronavirus. I think by memorial day weekend we will largely have this coronavirus epidemic behind us. From your lips to gods ears. State and local officials will begin to reopen activities, youre going to see see states in the days ahead here begin to do that. By memorial day, largely coronavirus epidemic behind us. Do you agree . I think there is some parts of the country where you may see a slight and gradual relaxation of restrictions but those are in places where you had a sustained decrease in the number of new cases and where the ability to both test and trace and quarantine contacts is in place. To do so ahead of time would be irresponsible and to indicate that the entire country will be there when we still dont have a Clear Pathway to achieving the levels of testing that we need is simply not realistic. If one wants to accelerate the timeline to when we could safely open up, you have to have a clear plan for how to reach the goals on testing that we need to reach where it is available to everyone who needs it. But right now people who need to be tested who have symptoms, many of them still cant get tested. So were nowhere near to where we need to be in order to open things up safely. But the governor there cautioned strongly against reopening any time soon, at least in his state. That is right. Hes been asked about it. Obviously people across new york state dealing with different situations, depending on where they live. Whether in new york city or whether in some upstate areas and the governor has acknowledged that saying this week that when it was time, new york state would likely open on a regional basis. But he said, again, today, now is not the time to reoech and woe revisit new york pause, which is what his measure is known as here in the state, next week. But certainly not opening up any time soon and not like weve seen in georgia or oklahoma today, brianna. And the states are looking to congress now for financial aid. The governor there, Governor Cuomo is again calling out mitch mcconnell, the Senate Majority leader who suggests that states file for bankruptcy to get help. Cuomo is piling on here, right, erica. He certainly is. Hes not mincing words. Hes a direct guy. Lets be honest. It is best to let him say it. Here is his latest response to what were hearing from senate mcconnell. Take a listen. Your suggestion, senator mcconnell, pass the law, i dare you and then go to the president and say sign this bill allowing states to declare bankruptcy. You want to send a signal to the markets, that this nation is in real trouble. The governor called the coronavirus an economic tsunami. As you heard there, literally daring the Senate Majority leader to put forward this bill. Well see what happens with that. Well be watching with you, erica, thank you. As the death toll rised in georgia the governor is reopening a slew of nonessential businesses. You could go to the gym and get your hair done and hop on a massage table and even go bowling. The mayor said it is like were living in the Twilight Zone and warns that cases will rise because of the governors decision. Martin savidge is joining us now from atlanta. And what is open now, martin, and are people saying, yeah im going in there . Reporter yeah, right, brianna. Just because the governor said you can open doesnt mean that everybody is open. He essentially left it up to the individual owners to make the final decision. And it seems that a lot of owners are waiting and seeing. For instance, the Shopping Center behind us, there is about a handful of businesses that could technically open under the guidelines the governor set forward but actually only one business did. It is a hair salon. Theyve had a steady stream of customers going in but these were appointed immediate ahead of time and they very, very carefully, they have all sorts of safety on those that are the stylists and the customers are told they have to wear a mask, temperatures are taken and there is a strict protocol as to where people have to wait if it isnt their turn. There are other businesses that have opened. The barber shop around the corner where things were a lot more lax when it came to following the Health Guidelines of the state and that is a concern, is that if it isnt evenly adopted in so many places when you could start to see a resurgence of the coronavirus. As for customers, a lot of them seem to be worried. I have to say it is hard to know how many businesses actually open, a number that did told us that they thought they were going to get more customers than they did. Clearly fear is still driving force here. A lost people arent sure it is safe to go out and about. Do we know why, martin, the governor opened these specific businesses . And why so soon . Reporter i get asked that one just about all of the time. And ive tried to ask that. No one really knows. In fact, the businesses themselves say they are surprised. There is a Bowling Alley in douglasville and they opened up today. They said they couldnt believe it when they heard that Bowling Alleys made the top tier of businesses to open. And the same is true of a lot of salons. They didnt think they were that essential to the economy that they had to open. The governor has never explained the list. It is never clearly identified why these businesses, especially what seems so literally hands on were the first to open when youre dealing with a contagion and a pandemic like georgia and the rest of the country is. So thats never been thoroughly explained and it is quite clear a lot of the businesses, even though they could open, decided not to. Yeah, because even they dont know why they should. The explanation would be very helpful, martin. In atlanta, thank you. President trump now claiming that he never gave the okay for states to reopen businesses even after tweeting to liberate some of the states. A look at his mixed messages next. The head of the navy has recommended that captain Brett Crozier be restored to command the carrier Theodore Roosevelt. According to an administration official. And you may recall that crozier was removed from command after he sent a letter asking for help to fight the coronavirus outbreak that was on his aircraft carrier. That letter became public, which some observers said he should have known it would have happened but at the same time he was able to sound the alarm on his ship. Cnns Barbara Starr is joining us now on this breaking news. And tell us what is going on here and if this is a recommendation that the defense secretary mark esper might be inclined to accept, barbara. Reporter well, brianna, we know that admiral chief of Naval Operations uniform head, fourstar admiral made a recommendation to mark esper after an investigation of the entire incident that lasted several days. The full investigation. And admire gillday recommended that captain bres crozier be restored to the command the uss Theodore Roosevelt with a grew of nearly 5,000. Grabbing attention when he sounded the alarm that he was deeply concerned his troops were not properly being looked after as Coronavirus Spread through that ship. But what has happened here today at the pentagon is a very unusual turn of events. Admiral gillday made the recommendation to secretary esper this morning. At this hour secretary esper, were told from multiple sources, has not accepted the recommendation, not accepted the recommendation of the Navy Leadership indicating he wants more time to think about it. That is not the signal we got earlier today when the chief spokesperson forres per Jonathan Hoffman spoke on camera to reporters and said in part, he said that secretary esper is generally inclined to support Navy Leadership and their decisions but he will go into it with an open mind and once hes briefed they were supposed to come back to reporters. So it was a signal that mark esper was inclined to accept the recommendations of Navy Leadership even though he wanted to get the full briefing, think about it, all of that, of course. But at this hour, admiral gillday, the leader of the uniform u. S. Navy somewhat left hanging because he cant get an agreement at this hour to his recommendation that crozier be restored to command. So, its hard to describe this other than sort of an unending military Political Drama and we will see where it goes. Unanswered of course in all of this is whether President Trump intends to weigh in. Brianna. And you have to imagine that is something that is going to determine what happens here. Of course, barbara, i think a lot of folks remember the viral video of the sailors of the roosevelt yelling captain crozier as he left the Theodore Roosevelt. [ crowd chanting ] now, of course, he later tested positive for covid19 and went through coronavirus himself even as there were hundreds of folks on the roosevelt who continue to be suffering from covid19. I wonder how this news is being received among the rank and file. Because it seems like there on the ship they would love to have him back. Reporter i think that is fair, captain crozier at the end of the walk down to the pier and turned around and waves goodbye to the sailors. It is a very emotional moment all around. Were told captain crozier is still in guam but out of isolation, still ashore on base in guam. And of course, after that walk, it was a couple of days later that the secretary acting secretary of the navy went out there, lambasted the crew on an open mic, gave them a very unusual and somewhat profanityladen speech about everything and mr. Mogely proceeded to lose his job. So a lot to sort through here. So how will the crew react . Because this has been sensitive, because it is a headline that has careened around the world, the navy is going to want to get this ship healthy, back out to sea and stop being the object of so much of this kind of attention and get back to the regular Navy Business were told. Brianna. Because theyre not healthy at this point in time, right, barbara. You could give us an update on that. One of the sailors aboard actually died. Reporter my colleague ryan browne has been following this literally hourbyhour as to how many sailors of the crew of nearly 5,000 have tested positive and ryan is reporting today that over 800 have now tested positive. I should add very quickly, the navy and the centers for Disease Control are now jointly conducting an investigation in how this virus spread so fast across the ship and why so many of those who were asymptomatic and tested negative, so many of those sailors then turned around and tested positive. There is a lot about the roosevelt medically that is still a big mystery. Brianna. We know that you and ryan will be watching that. Barbara starr, thank you so much. As cnns jeff zeleny reports, the white house mixed messaging may have something to do with it. Reporter as states across the country inch toward reopening their economies, there is one thing governors have learned they could count on. Mixed messages from the white house. Were starting to open our country again. Reporter that much may be clear but the question is how and when. In the absence of clear and consistent correction, a patch work of state by state rules is what is open and what is closed in america. A case in point is georgia where Governor Brian Kemp is leading the way by allowing several businesses to reopen starting today. From gyms and salons to tattoo parlors and Bowling Alleys. He thought he had the president s blessing until he didnt. I wasnt at all happy because and i could have done something about it if i wanted to but im saying let the governors do it. But i wasnt happy with brian kemp. Spas, beauty parlors, tattoo parlors, no. Reporter the couldnt dictions from one state to the next, you can get a hair cut in georgia, for example, but not in south carolina. Or the culmination of weeks of confusion over just who is calling the shots. First trump said it was him. Well i have the ultimate authority. Reporter then it was not. Governors will be empowers to tailored appreciate that meets the diverse circumstances of their own states. Reporter but the president s condemnation of kemp could offer the clearest signal yet for what other governors should and shouldnt do in trying to bounce back from the coronavirus fight. I told him very distinctly, i said, mike was there, i said you do what you think is best. But if you ask me, am i happy about it, im not happy about it. Reporter but the president ial rebuke is in state capitols across the country where governors are deciding how far and fast to go. Im as eager as anybody to get our economy back open, spinning on all cylinders again, but again we have to be careful and cautious in what were doing. We want to go as quickly as we can, as safely as we can to restore our economic vigor while also restoring our personal health. Reporter it is a complicated balance of studying health models, the rate of new cases and anticipated the president s reaction. A lot of the governors have done a terrific job. But hes far from consistent. Reporter in oklahoma the governor allowing personal care businesses like barbershops to open today. A decision that did not draw the president s dire. In Florida Governor ron desantis made clear from day one that hes eager to be in trumps good graces. Make America Great again. Reporter and that loyalty could now play a role in deciding how fast to start up the florida economy. With some beaches already partially reopening in a state, the governor has made clear hes itching to move quickly in the face of public criticism. For those who try to say youre morons, i would take you over the folks criticizing you any day of the week and twice on sunday. Reporter what is less clear is what signals are coming from the president. Now, aides to several governors are telling us that they are watching and listening to the president s words very carefully hoping to avoid a rebuke that Georgia Governor Brian Kemp received. Lets bring in elizabeth cohen. And what do you make of this warning when the president has been pushing hydroxychloroquine as a potential solution here . I think we have all been concerned, brianna, about things that the president has said about hydroxychloroquine not to mention other medical issues so i take this as a good sign that at least some of his administration is listening to the science and basically defying their boss. So the food and Drug Administration saying, look, hydroxychloroquine can cause heart problems, it should only be used for Covid Patients when it is part of a clinical trial. The National Institute of health saying basically the same thing. So theyre telling doctors, look, the benefits of this are doesnt look like it is going to outweigh the risks so be very careful. And, elizabeth, i know youre tracking news on a potential step forward in the treatment of the novel coronavirus. There are chinese researchers who say they successfully cloned the antibodies of patients who have recovered from the virus. Tell us how that would work . Is that something that is promising in the near term . Its promising in the much closer term than, say, a vaccine. If this works and it is an if, it could be useful in months and not the 12 to 18 months time for a vaccine. The way it works, when someone recovers from coronavirus they develop antibodies so you take antibodies from the person who recovered and give them to someone suffering and we hope the antibodies will work. But you cant scale that or get that up to any kind of a mass scale because it is just one person. It is much more efficient to take those antibodies, particularly the really good antibodies and clone them and turn that, in effect, into a drug you give someone who is suffering and hopefully that would work. So two caveats. See if it works because it is not a sure thing and see if it is safe because you could run into some side effects when do you that. Some bad things can happen. But once they work through the Clinical Trials, the doctors that im talking to are quite excited this could be an effective treatment but we do still have to see. All right. Theyre quite excited. The Veterans Affairs department has come under fire for testing hydroxychloroquine on several hundred covid19 patients and to find they were just as likely to need ventilators but dying at a rate more than two times that of patients not on the drug. Hospitals operating under terrible conditions both for veterans and for the medical staff as they see those shortages of ppe that other hospitals are experiencing. The fda warned that hydroxychloroquine carries significant risks and it has no proven benefits for treating or preventing infection with coronavirus. Do you see the v. A. Using veterans here as a guinea pig . Yeah, i dont square it. I think that is exactly what is going on here. It is really frustrating. From the beginning of the pandemic crisis, the iva has been calling for more transparency and communication and more dial ago from the secretary on down, especially from the Veterans Health administration and we havent seen it. We didnt see it when the debate was around shortage of ppe and personnel and testing and then we really, as far as i could tell, were not well informed that the v. A. Was using hydroxychloroquine to the extent that it appears they were using it. Certainly didnt hear the negative results from it until this study came out. And then when it did come out, it seems like the v. A. Downplayed it, called it not peer reviews but passed on anecdotal evidence that it is working among younger and middle age veterans but weve seen no proof of that and it seems like the fda is walking back the views on hydroxychloroquine. So it all goes back to needing more information from the v. A. And more transparency about how theyre giving care to veterans and now i mean, look, in this time of Health Crisis there are a lot of medications being discussed that are not peerreviewed, thats unusual but maybe not unusual for covid19. This drug is still allowed to be used in hospitals and Clinical Trials despite these deadly risks, the fda has said that. A va spokesperson told us that they plan to continue using that. What do you make of that . Its terrifying. It tells me the government is comfortable using veterans as a testing frowned for this drug. Where is the evidence that its safe to continue, when weve got this study, we can see no other evidence coming out that it is beneficial. If they do have evidence, then its on the vas they should be sharing this. This is exactly when we need to be hearing more from the va about why theyre making these choices, they need to share that information so the entire country, not to mention the entire world, can react if it is potentially useful. But were not seeing that, if anything were seeing stonewalling from them about the decision process they used to determine when and if theyre going to prescribe hydroxychloroquine to veterans. Jeremy, we had you on several weeks ago to talk about burn pit exposure among young vets and post9 11 vets. We had you on with a vet that is dying of colon cancer linked to burn pit exposure. Thats something thats really important when were talking about covid because of the lung issue here. Yesterday Senators Amy Klobuchar and mike rounds sent a letter to the va about taking additional measures to help these kinds of vets who have been exposed to burn pits. Tell us about what steps you may be seeing from the administration and that you want to see. Yeah, we were really pleased to see the senators send that bipartisan letter, because this is really, in my view, a very clear opportunity for the va to step forward, admit that exposure to burn pits not only has caused but is causing damage to veterans that were deployed, especially in iraq and afghanistan, and to raise the call that those who were exposed are at greater risk of suffering very dire effect, if theyre exposed to covid19.
