In the buffalo, new york, area, theyre now dreading the rain and flooding expected this weekend and rushing to clear roofs before the water weighs them down further. Dozens have already collapsed, 1200 workers and more than 650 pieces of heavy equipment frb sent from around state to clear the streets. At least 13 people have died in the record snowfall, 79. 5 inches in hamburg, new york. 88 in calvville. Jericka duncan has our report. After this roof collapsed next door to costanzas bakery, peter bloom hired men to clean the snow off the building. How much snow do you think was up there on that roof . There was probably four feet, four to five feet. Reporter cheektoewaga, new york, got 75 inches of snow and a lot of that is sitting on rooftops. You have to get somewhere safe. Reporter so far, there have been at least 30 caveins. Gabriel cardarella has been working on this home for three hours. With the snow blower its only taking off the top two, three feet. The rest you have to almost pry off. Its like rock. Reporter with temperatures expected to be in the 60s this weekend, crews are racing to clear the the streets. Officials turned this parking lot into a dumping ground for the snow. On one trip, truck driver john milleteleon can carry one ton. This is a lot of snow. It is. Reporter how many trips have you made . Between 10 and 20. Reporter within with this huge removal effort, major flooding is expected. Some areas will see up to six feet of water. Governor quo. We have planning now for more flooding than we have seen in a long, long time. Reporter Fire Departments have been called in from across the state, jim, to help local officials respond to calls for damage. Louis area after the grand jury decision is announced in the Fatal Police Shooting of Michael Brown. The panel has been considering whether to indict ferguson officer Darren Wilson. We learned today the f. B. I. Has sent about 100 agents to the area. Mark strassman is at the courthouse. Reporter police in riot gear cleared protesters blocking the street in front of Ferguson Police headquarters last night. There have been eight arrests here over the last two days. Everybodys on edge. The tensions high. Reporter Sergeant Brian schullman is with the st. Louis county police department. The biggest concern as we head into the weekend . The biggest concern would just be that, you know, regardless of the decision, that we see the violence that we saw in august. Somebody, whether thats a policeman, whether thats somebody protesting and exercising their rights, that is seriously injured or killed. Reporter 18yearold Michael Brown was shot and killed by Ferguson Police officer Darren Wilson on august 9. Michael brown sr, the teenagers fathers day, released this video statement pleading for peaceful protests in the the days ahead. Hurting other or destroying property is not the answer. No matter what the grand jury decides, i do not want my sons death to be in vain. Reporter 1,000 ploal Police Officers have received extra training in how to handle protesters. The grand jury was expected to hear from one more witness, and then begin deliberations. Prosecutors will not recommend a specific criminal charge against wilson, so, jim, the jurors will have to figure out what, if anything the officer should be charged with. Just as the death of Michael Brown enflamed racial tensions, some want to turn the tragedy into an opportunity to calm them and improve relations between blacks and whites heres Michelle Miller. If these were our white sons being stopped like this, that that would not be tolerated. Reporter Sheila Merrill is part of witnessing whiteness, a group of white residents hoping to better understand the blackwhite divide in the st. Louis area. Its like a rosa parks moment. This cannot continue. This cannot be whitewashed. Were not going to talk about what your opinion is. Reporter Mary Ferguson is their facilitator. I think by having a group thats just white, we can ask what people may consider the dumb questions. We can say things that were not sure how it would sound to someone. It could sound racist. Reporter the group has been meeting for the last four years, but their questions have become more important as racial tensions exploded in the wake of the Michael Brown shooting. When you the mayor of ferguson say, we dont have a race problem here, what was your first thought . Hes crazy. I mean, the whole region has a race problem. Reporter bill gilbert has been here from the beginning. You understand why blacks are so angry, why why people are so engaged, why protesters are no, i dont. I dont think i really understand. Understand. I cant walk in their shoes, so i dont know that i totally understand it. I hear it, and im learning more and more. Reporter members of this group have joined the protests. Their goal to keep the peace through candid dialogue. Theyve attracted newcomers, like mary densmore. Things are ready to change. Things are ready to moveed for and i think this is a part of it, by us getting together as white people and talking about this, this is our just small step. Reporter since Michael Browns death in august, membership in the witnessing Whiteness Group has quadrupled. And, jim, were on the campus of the harris stonehenge state university, where residents of all races will be protesting tonight. Axelrod Michelle Miller covering for us tonight in st. Louis. One day after announcing his decision to defy Congressional Republicans and impose his own Immigration Reform plan, president obama took his campaign for public support on the road. Majoplague isMajor Garrett is th the president. President obama signed two moments setting his unilateral immigration change changes in m. Outside Del Sol High School in las vegas, protesters accuse the president of breaking the law. Inside, campaignstyle fervor. Hello, las vegas cheers and applause reporter the president returned to the spot where nearly two years ago he urged congress to pass Immigration Reform. The senate did. The house, led by speaker john boehner, refused. And i cajoled and i called and i met. I told john boehner, you know, ill wash your car. laughter ill walk your dog. Reporter the president said he had no choice but to act. New rules will benefit about five million of the estimated 11 million undocumented adults and children in america. Those who qualify will receive three years of protection from deportation and in some cases, work permits of equal duration. This for adults and children who have lived in america for at least five years and have no criminal record. To qualify for a work permit, an adult must have a child living legally in the united states, pay a registration fee, and all future taxes. There is no path to citizenship or access to obamacare or other federal benefits. All were saying is were not going to deport and you separate you from your kids. Reporter Speaker Boehner said the president s action encourages more illegal immigration. President obama has turned a deaf ear to the people that he was elected and we were elected to serve. But we will not do that. We will not stand idle as the president undermines the rule of law in our country and places lives at risk. Reporter republican options to stop the president are limited. The agency in charge is selffund, and part of the department of homeland security. That means, jim, congress doesnt send it any money and it would remain open if a conflict over all this provoked a government shutdown. Axelrod Major Garrett with the president in las vegas. House republicans are also going after the president S Health Care law. They filed suit today, claiming he exceeded his authority by delaying parts of the law and making payouts to insurance companies. Nancy cordes tells us the suit is one of a number of new setbacks for obamacare. See wee have 7. 3 Million People paying premiums. Reporter Administration Officials have claimed for months the number of americans signing up under obamacare has surpassed their goal of 7 million. But then, House Republicans asked to see the spreadsheets. Within 20 minutes after receiving the unlocked version, we had done the tabulation and realized something was very wrong in the figures. Reporter californias darrell issa, who chairs the government oversight committee, says nearly 400,000 of those people were actually new dental subscribers who dont count. On twitter the secretary of health and Human Services called it a mistake. Its a mistake to bring false information to congress. Its a mistake to mislead the American People. Reporter why would they take the risk of deliberately padding the numbers by 5 . I think they needed to get to that 7 million. They would do anything to get to that 7 million. Reporter issa has called a hearing for december 9 where he also wants to hear from jonathan gruber, the economist who boasted in recently discovered speeches that language in the obamacare law he helped to write was deliberately mislead. Lack of transparency say huge political advantage, and basically, you know, call it the stupidity of the American Voter or whatever. I think the American People need to hear what he has to say. We dont fear his trying to say, i didnt really mean they were stupid. I didnt really mean they needed to be deceived, if thats what he has to say. Reporter in the lawsuit they filed today, republicans accused of white house of overstepping its bounds while implementing obamacare. Its a very similar case that theyre planning to make about the president s new immigration plans as well. Jill. Axelrod nancy, thank you. The state of connecticut put out a report today highlighting missed warning signs before adam lanza massacred 26 first graders and six adults at the Sandy Hook Elementary School in december of 2012. The report comes down hard on the School System and lanzas mother, his first victim. Elaine quijano takes a look. Reporter in 2007, when adam lanza was 14, the report says the Yale Child Study Center diagnosed pronownd emotional disabilities and offered him a treatment plan. But adam resisted, and his mother, nancy lanza, did not force him to go. A concerned clinician emailed his father saying, i told him hes living in a box right now, and the box will only get smaller over time if he doesnt get some treatment. In an audio webcast today, the author said this was a lost opportunity. Working with the Mental Health system in that case could have provided actually a great deal of help for the whole family and not just for adam. Reporter instead, lanza was athrowd sit in his room, playing violent video games for months. He was obsessed with mass killers, and although diagnosed with anxiety and extreme obsessive compulsive disorder, he refused to take any medication and received no Mental Health treatment at all after 2008. He was allowed to be home schooled but was rarely checked by school officials. He was really withdrawing from the world, but mrs. Lanzas approach to try to help him was to actually shelter him and protect him and pull him further away from the world, and that in turn proved to be, unfortunately, a very tragic mistake. Reporter lanza suffered from obsessive compulsive disorder and anxiety, which the report emphasizes are not associateassociated with violen. At the time of the shooting, lanza was also anorexic.
