WATERBURY — Vermont State Police have arrested a Stowe man for his third DUI-Drug offense. Troopers from the Berlin Barracks were conducting a saturation patrol in the Waterbury area when they observed a minor motor vehicle infraction and stopped 65-year-old Aart Nugteren.
