Now we hear reports of people being looted. Good morning. Since harvey made landfall, the coast guard have performed more than 1450 rescues. That number doesnt include volunteers out in their own personal water craft rescuing people stuck in their homes. The rain keeps coming. As the remnants of Hurricane Harvey continue to pour over houston and the texas gulf coast, another day of historic rainfall, putting much of the nations fourth largest city under water. We rode out last years and it was okay. But this was more than we could imagine. Thousands have been forced from their homes. The water was up to here. I walked out and i was just like screaming. The worst of the flooding isnt over yet. Bottom line is is that its going to continue on. We need the whole community, not only the federal government forces, but this is a whole community effort. Citizens are giving involved, joining the more than 3,000 National Guard troops and coast guard called in to help rescue those caught in the floodwaters. Rescues like this one that played out on live television. Now we can see somebody on the back end of that car. Those saved grateful to be alive. We prayed a lot. We just praise god. We were rescued. Were very thankful. Thankful for a city and region coming together in the midst of historic cantastrophe. Live on the phone, brian, what can you tell us about where you are and what you are seeing . Good morning. We have been here since yesterday, the day before we were in victoriaville. When we got here, it was just amazing to see how flooded the streets were. We were able to get to an area. Theres a bayou that goes through the neighborhood. It overflows easily. You can imagine with the amount of rain we have received here from Hurricane Harvey, from the Tropical Storm, the rains still continue. There was people being rescued on boats. There was people being rescued through helicopters. It was just astonishing to see, heartbreaking, kids crying. There was pets on the boats. There was elderly people being put placed in ambulance. Residents from the area as well. They volunteered their own cars, people who live in areas that did not flood as much, they were able to get on the freeway to Service People with their own cars to take them to shelters. It was very heartbreaking moments to see. Ive been through the Tropical Storm allison in 2001, hurricane ike in 2008. This is no comparison to those. Brian, thank you. Task force one will be arriving later today. They were deployed to san antonio, but because roads are impassable, they are headed to katy just west of houston. Governor christie says the thoughts and prayers are with the people of texas at this very difficult time. Philadelphia firefighters in pennsylvanias search and rescue task force rolled out for texas yesterday morning. They joined the first wave of firefighters from philadelphia. They left for the flood zone on friday. Now your nbc 10 first alert weather. Another live look at the radar. We continue our coverage of Tropical Storm harvey. You can see how the storm continues to linger over the already devastated houston area. Nbc 10 first alert meteorologist has a look at the impact of harvey and what harvey is doing. This is the look that you saw of radar. The bands are well to the east of the storm center, which is now trying to make its way offshore and hang over the gulf, which is not a good thing. Its that warm air, the moisture that powers Tropical Storms. Its not a good sign this is starting to clip off coast. The bands have stretched farther east of houston. Still pockets of heavy rain here. Some of the heaviest has moved into louisiana. You can see that onshore flow causing high waves and rough seas all the way along the louisiana coastline. Here is a look at our tropical threat. Were tracking harvey, right now, 40 mile per hour sustained wind. It picked up a small bit of speed from yesterday. Watch the track updated by the National Hurricane center that throws it off to sea just a bit here through overnight and into 7 00 a. M. Tomorrow morning. Still sustaining Tropical Storm force strength. In fact, there is a potential here look through wednesday it will strengthen a little before it makes back landfall just to the southeast of houston and then does start to finally by thursday track along to the north and begin to weaken. This thing still has several days behind it. In our neck of the woods, a different forecast. We are very fortunate to say, its a nice one again. We have scattered clouds this morning. We will see increasing high clouds today. Its tomorrow that were actually tracking our own possible tropical threat. Theres moisture to the south that may make its way to us. Authorities in Camden County need your help catching a vandal who slashed all the tires on more than a dozen vehicles in a Police Station parking lot. Pamela osborne is live with more on the video that investigators hope will help them solve the case. Tell us more. Reporter the task at hand today is finding 52 tires that replace the ones slashed over the weekend. This is a brandnew picture of the suspect that police are looking for. This surveillance picture came from the wawa on white horse pike, less than a mile from where the Police Parking lot is located. Police tell us the suspect showed up at wawa after he targeted their vehicles. The suspect is described at tall, thin and bald. You notice there appears to be a large stain on front of his shorts. They say this is the same man who appeared on their Surveillance Video over the weekend cutting tires in all 13 vehicles had all of their tires slashed. Nine were police cruisers, three of them were personal cars of officers that were on duty at the time. The fire marshals suv also had its tires cut. So far, they have towed away three Police Vehicles for repair. Thankfully, many of the officers take their vehicles home. There were four or five patrol cars that were not here and, therefore, not damaged. I spoke to the Deputy Police chief a short time ago. He says yesterday was a challenge. Today should be more manageable and they send the cruisers out and they come back in to retags. He tells me, tires had already been ordered. They are waiting on tires for some of the suvs. They are hoping to get everything out and repaired by the end of the day today or tomorrow. The storm center is well to the west of the main arm bands. They are taking this warm gulf water and feeding in the moisture, which has become the issue and has led the devastating flooding we have been seeing through houston and the heaviest rain into louisiana. This thing is not going to be stopping any time soon. Several more days spinning right over this area. In fact, it may strengthen a bit as i showed you as it starts to arch back over the gulf briefly before making its way over texas and beginning to track north. As a result, throughout your workweek, through friday morning, rain totals are still going to be very high. This is on top of the two feet plus that some locations have already seen. We could see around eight, ten more inches near houston according to this model. This is the european model. Some areas to the east of houston could see more than that. This is a wide ranging threat that continues for days more. Unfortunately, will lead to more flooding in the days to come. In our neck of the woods, its a better forecast. A nice day ahead. Temperatures in the 70s. 73 in philadelphia and 70s in the suburbs. Drop into philadelphia, its radar and satellite. We have clouds spreading across the area. Were going to stay dry today. Theres harvey pummeling Southeast Texas and louisiana. Here is tropical moisture off the coast of florida and georgia here thats trying to come together. It has not come together yet. Today its clear. We just see clouds throughout the day. No rain in the forecast. Tomorrow though, overnight, clouds spread across the board by 8 00 a. M. , a few showers along the shoreline and southern delaware. As we go from Tuesday Morning through the late morning hours, some of the rain will spread into philadelphia. In houston, the director of the National Weather Service Warns the flooding will get worse before it gets better. Houstons police chief says they rescued 2,000 people and are trying to get to another 185 before the end of the day. Those rescued from the floods are now being kept temporarily in parking lots or schools until officials can find a shelter to put them in. Since yesterday, houstons police chief has been saying the officers dont have enough high water vehicles to quickly help everyone who is stranded. Private citizens have begun to help. Tom price told today the local, state and federal response is still in the rescue phase. Secretary price supported the decision by officials not to issue mandatory evacuation orders in some areas because he said you cant evacuate 12 million people. I think its important for people to appreciate the magnitude of this storm. Remarkable. Were talking about water, rainfall in terms of feet, not in inches. Secretary price says the federal government will make sure victims have all the resources and support they need. This is houston where i just checked the latest storm total updates. The highest value just to the east of houston, 39 inches so far that has fallen with still more to come. Devastating flooding that is occurring through many of the areas as a result. Here is a look at the latest updates to Tropical Storm harveys storm track put out by the National Hurricane center. Harvey is 40 Miles Per Hour, 39 and above defines a Tropical Storm. Its just holding on. Moving to the southeast 5 Miles Per Hour. Through tomorrow morning looking at 40 mile per hour winds. Because its going over parts of the gulf, it actually may strengthen again. That warm water fires up Tropical Storms. By wednesday, the winds may crank up stronger as it makes another landfall here and starts to weaken as it tracks to the north wednesday through thursday into friday. But this thing has several more days behind it. Look at radar for us. A different picture. Scattered clouds overhead. A spreading of clouds across the area. We are dry today. Tomorrow may be a different story. Were tracking tropical moisture directly to our south. This is up against the georgia coastline that may come together enough to form Tropical Storm erma. Tell us what the situation is. You get put up in a hotel and you are stuck there. You have been there since saturday. Thats right. I left philly at 6 00 a. M. On saturday. I got into houston probably about 10 00 a. M. Local time. Ive been here since. They shuttled me to the hotel. I made a reservation. Ive been here since. They had to move people up to the second and third floor because water came in last night. It was probably six to eight inches in the hotel. What are you seeing from your room . What floor are you on . I was moved to the third floor. Right now im outside in the front of the hotel under an awning watching the water pool up in front of the cars. Everything is about halfway up the tires. All of the cars are on the parking lot. Last night it was about up to the rear view mirrors. Nobody is going anywhere . You are there. No one is going anywhere. Theres a waffle house closed down, a tiny gas station open and cleared out. I understand theres a jack in the box nearby. Im hoping food is imminent. Were told theres nothing in the hotel. The water is not drinkable. It has to be purified before the coffee maker. I stole ice from the ice machine and im letting it melt. Coffee makers. Do you have electricity . Yeah. Fortunately, thats the one thing we do have right now is electricity. Theres actually a guy here from Disaster Relief program who is supposed to go to Corpus Christi and ended up here. He said that we shouldnt lose power. Im holding on to that. Fingers crossed for you. A herd of cattle had to leave a flooded dairy farm. They searched for somewhere safe. Some of the cows got into trouble. Deputies led this cattle drive to rescue a herd from the flooding. They rounded up the cows and led them along a state highway to higher ground. A Houston Wildlife Center is working to take in more than 60 baby animals hurt. Most are squirrels blown out of their trees by wind and rain. They will nurse them back to health and return them to the wild. Harvey is expected to cause gas prices to rise. Refineries in houston and carp us christy shut down before the storm to minimize damage. How soon they will reopen depends on the amount of flooding in the area. Some believe that fallout from harvey and a surge in demand for the Labor Day Holiday could causes to price between 5 and 25 cents per gallon. The Deputy Police chief tells me they are better off today than they were yesterday and that they shouldnt have as much trouble responding to calls. New tires have been ordered for the cruisers. We have watched as three Police Vehicles have been towed away for repair. The majority of the vehicles they expect to get back sometime today. I mentioned that they do have four or five patrol vehicles that theyre using to patrol and respond to calls right now. Thankfully, some officers take their cruisers home and that is why those were not damaged. Three officers who were on duty at the time had their tires to their personal vehicles slashed. All ten were killed after the destroyer ran into a larger merchant ship in singapore. The first body to be recovered and identified was a native of Camden County, Kenneth Smith of cherry hill. A Bank Employee may have been stealing donations from the arch diocese of philadelphia. Yesterday, the church confirmed an arrest in the alleged theft. In a letter to donors, the arch bishop warned their donations might have been stolen. They were mailed in for the annual Catholic Charities and seminary appeals. The church uses lockboxes. Matthew just moved to houston. He is riding out the storm with a 2yearold. Matthew is the storm of a former nbc so reporter. Thank you for being with us. Tell us where you are and what you see from your vantage point. Can you hear me . Thank you. Yes, i can. I live in a part of town called bell air, texas. Houston is all around it. Over the past 48 hours, we had flooding here. We have been very fortunate. I happen to live in a neighborhood that didnt get it as bad as some. A mile south of me is an area called myerland where they do a lot of the water rescues. Just a mile away this morning, we woke up and the water receded. My street is dry. Cars are driving down it. Yesterday, the water was above knee deep. Weve seen some of the trucks kind of ferrying people out of the bad areas that are around us. Theres one of the large bayous that is used to get this rain water out of here thats over bank. So the neighborhood has been terribly impacted. They are pulling people out of there. Maybe the starkest realization was yesterday evening i was out and i was trying to get the dogs to go to the bathroom in the bark yard. Im out there in the rain. My son is napping. I hear helicopters in the background. Theyre close. Theyre less than a mile away. They are airlifting people out. Im listening to the news later and they mention that they had black hawk helicopters in helping airlift people off of roofs, out of the area, all that being said, we have been very fortunate. My house didnt get any water in it. Water was up to our front steps. Our driveway was totally covered. We fear that my wifes car might be totaled. Its at the houston airport. Depending what lot, it could be flooded. Shes out of town on business. We have been safe. We have been sleheltering in place. We have plenty of water and food. Our water and power hasnt gone out. We will begin by looking at Tropical Storm harvey. Here is the radar view. You can tell the Storms Center is right around here. Its the bands of rain that are to the east, well to the east of the storm center, that have been doing all the damage for the last 24 hours plus. Houston was getting the heaviest rain yesterday. Since then, the extension has pushed east. Now the heaviest rain is over louisiana. You can see its feeding up from the gulf of mexico. Thats the problem. Gulf waters are in the mid 80s. Warm water is what fuels the storm like this. Even more worrisome is the fact the center is starting to move offshore before its expected to wrap back over land. That will likely energize the storm more and make it longer lasting as well. Unfortunately, this is not close to being done yet with rain likely right on through the rest of the workweek. From looking at Tropical Storm harveys radar, lets talk about the storm winds were dealing with. The yellow circle indicates winds that are 39 Miles Per Hour or faster. That defines a Tropical Storm. Look how long models are projecting that it holds on to its Tropical Storm force. This is now tuesday. Still clipping near houston, galveston area, starting to edge into louisiana through wednesday. The Tropical Storm force winds continue although getting smaller, the sphere thats actually under the influence of the storm force winds, through thursday. Its thursday into friday it looks this thing will fall apart more and start to track more inland into parts of the u. S. As for rain totals if we go through to friday morning, check out the projected amounts. Houston, about eight inches. Lake charles, eight inches. Lake charles ten so far. That will put 20 inches there. Beaumont, about 11 inches more. This still is a lot of rain to come. Thats the issue with areas flooded, anything else is just additional damage. In our neck of the woods, its a better picture. We have increasing cloud coverage. Temperatures are in the 70s. 73 in philadelphia. 71 in the lehigh valley. 73 in new jersey right now with mix of clouds and sun. Breezy out there. The wind speeds reporting around 10 to 20 Miles Per Hour. Breezy through our afternoon. High clouds rolling through. Pull this out very wide, there is harvey. This is more tropical moisture. Its trying to organize and come together right now. It doesnt have fast enough winds to be categorized as a Tropical Storm. It only needs to pick up a little more speed to be categorized as so. This is what we will watch potentially tracking right along and some of the moisture actually sending our way by tuesday. Here are the highs for today. Dry today. 77 in philadelphia and 76 in south jersey. High of 77 in delaware. For tomorrow though, thats when we are tracking the chance of rain. Increasing clouds tonight. Then we get into Tuesday Morning. The best chance of rain is southern delaware and along the shore. We will be far away from the tropical moisture as it tracks along the atlantic coast. Showers moving through and into philadelphia late morning into the afternoon. Those showers may continue on into about the overnight hours, 10 00 p. M. To midnight. Wednesday we will start to dry out. Today at 4 00, every angle covered on harveys impact in texas and the tropical system headed our way. Two separate things. Live reports of houston as thousands seek shelter from the storm. Some of those people stuck in houston were survivors of hurricane sandy. We will hear from them.
