news just in to cnn. a u.s. official tells cnn that a full ground stop was issued to some pilots on the west coast monday for a short period of time, following a warning in response to the launch of a north korean missile. >> to be clear, the official says it was not a national groundstop. it may have been issued by a regional air traffic control facility. remarkable nonetheless. cnn aviation correspondent pete muntean has been following all of this. pete, do we know who issued it? i'm curious, in your many years covering the aviation sector, have you seen any precedent for something like this? >> there has never been a national groundstop in the united states since 9/11, jim, which makes this so unusual that this alert would have gone out to air traffic control facilities on the west coast. we're hearing recordings now from some airports on the west coast, burbank, california, also hillsborough, oregon, also an official in san diego, california, tells us, there was this national groundstop yesterday.

looking at how adequate the information was provided to the dispatcher and the pilots was. what alternative flights might there have been? how good was the air traffic control coordination among the indonesian air traffic controllers and between the indonesian air traffic control facility and the singaporean air traffic controllers. how much time did the piles get approval for deviation request because of weather and change altitude? >> can i ask you that because it was two minutes, i believe, between his request, the pilot's request to climb and receiving the basic denial of the request. is that too long? >> we'll have to wait and see. it isn't terribly long, but two minutes would seem like an eternity when you're facing weather threats ahead of you and you would want to deviate as rapidly as possible. that's one of the things that need to be investigated.

typicalically in a united states-built plane is involved in an accident the ntsb will go to to assist but this is a boeing 777 and this is military action and takes it to a whole different level. as for any role they would play, if they are looking for the black boxes and if the black boxes are recovered you wonder what value is there of the black boxes? we already know the plane was shot down. the black boxes will probably only tell you the speed and the heading at the time of the explosion and maybe capture cockpit discussions between the pilots in which they perhaps were talking to each other and worried about the plane coming apart. but in terms of conversations with air traffic control, that is already on tape. the air traffic control facility has that. in terms of determining what kind of a missile brought this plane down, the black boxes won't tell you that. to some extent this is really going to be dependent upon the intelligence agencies, including the united states, to say this is trajectory of that missile we spotted leaving this territory

traffic control system in southern california malfunctioned last week. a u-2 spy plane, the faa says airport computers were not able to process the spy plane's flight plan and the software became overwhelmed. hundreds of planes across the nation headed for southern california were ordered not to take off as an air traffic control facility had to be rebooted. a small plane towing an advertising banner developed engine trouble and crashed into a house north of denver. no one home at the time. although the plane caught fire, the pilot was uninjured. he found a garden hose and tried to put out the flames but had to back off when it was too hot. the pilot was aiming for a nearby field. he was unable to reach it. three base jumpers will be in a new york city court for jumping off the new world trade center building last september. they released this video clip from the helmet cam of one of them who landed in a park along the river. earlier they released a video of another jumper who landed on a highway with relatively little traffic since it was 3:00 a.m. they face burglary and other charges.
