She becomes addicted to drugs and gets arrested for breaking into a home and stealing a car. She subsequently is involved in a drug buy and ends up killing an innocent bystander. The city will be using this hypothetical case study as it convenes a series of meetings with law enforcement and community partners to address what authorities call a broken criminal justice system. “I think all of us partners in the criminal justice system are tired and frustrated,” said Chief Administrative Officer Sarita Nair in a meeting with Journal editors and reporters on Thursday. “At the same time, we ve all been tired and frustrated long enough that we re ready to do things a little differently.
