Building. Several people who live there believe it was started by a mentally ill man who lived there. He was taken to an institution and returned home yesterday. Suddenly overnight they heard a small explosion coming from his second floor apartment. Many saw smoke coming into their apartments. That is when the one woman i spoke with jumped off of her balcony.
