all jurisdictions in california are currently required to plan for their share of new housing. governor newsom has actually threatened consequences for cities that failed to submit plans that comply help keep formerly homeless residents off the streets, too. with the countdown and a ribbon cutting 10 64 mission street, the city's largest permanent, supportive housing apartment building was officially opened. the project is the product of a combined effort of federal, state and local governments, as well as the private sector, all working together to create housing where there was once a parking lot. my name is michael jackson and aisles. yes, the first resident and the building here. jackson is formerly homeless himself, and he says he's on the path to recovery and is working to counsel, others facing the same kinds of challenges he faced. this has been a pretty good experience, um, living here, and i plan to use this as a hand up as opposed to a handout. i'm going to get back into doing what i love to do is open people. but first i gotta help this person. 10 64 mission project includes more than 250 studio apartments for residents , as well as on site nursing counseling and medical care in home supportive services and a 6000 square foot commercial kitchen, part of a job training program aimed at giving residents the tools they need to start a career in culinary services. 10 64 mission acts as a kind of one stop shop to help residents stay on the path to permanent housing. what all of us in this field are trying to do is make it as easy as possible for folks that are exiting homelessness to get the resources that they need. with few barriers as possible, and i think that's especially true here. those who built and are maintaining services here at 10 64 missions say they hope this is a project that's replicated throughout the city, and even throughout the state in san francisco, christien kafton ktvu fox two news marine housing authority has approved the program to give housing vouchers to people living on boats in richardson bay. as part of the agreement, landlords will receive up to $3 million in subsidies to create new, affordable housing opportunities. for up to 17 households per year during a three year period. the county estimates there are roughly 60 people living illegally in vessels or houseboats in richardson bay. at 11 tonight, ari. i workers in berkeley say the company retaliated against workers over the weekend by firing 10 employees as contract negotiations continue with the company. two of the 10 fired workers heather waldman shows us experts say this is exactly what california needs to break away from several years of drought. over the past month, nine storms combined to double the statewide snowpack. today snow water content is at 128% of the april 1st average. that's the date when water managers anticipate the greatest amount of water in the snow in a given year. we're cautiously optimistic knowing how much now we actually have here today. um but you know, it is only february. 1st, um i like to think of it as we're basically at halftime at this point, and dwr believes that anything can happen during the second half of winter, referencing last year's record snow drought as a reason to remain conservative in water predictions. during that time, the state lost 12% of the snow packed early melting, but today's snowpack is already more than double with the state had last year. dr andrew schwartz, with the central sierra snow lab says we can expect this year to finish in good shape, even without more big storms. if we don't get much more snow and our temperatures stay relatively low we should be able to finish at or above average because of the wonderful snowpack that we already have. but of course, more is always better. do we need more? absolutely you know, we dug a big hole over the last three years with not that much snow and rain, so every little drop counts at this point. that's especially true for the central valley, which heavily relies on groundwater rather than reservoirs. it is going to be really important to do everything we can to recharge the groundwater basins. especially when we have these significant access conditions, but it's likely going to take years of similarly active weather to build that storage back up. so while some regions of california could soon see an end to the drought emergency, others may lag behind for some time, regardless of this year's snow melt. and again that was heather waldman reporting up until this point. the current snowpack has not been taken into account when it comes to forecasting water supply going through the rest of this year. the state scientists say they are going to use today's data to try to re evaluate some of those numbers and allocations. they should have that ready by the end of the month. and since the end of the month was yesterday for january, we thought today the first day of february would look back in january and see how much rain we had here since there was so much snow and tahoe check out south san jose nearly 10 inches of rain look at ben loman in the santa cruz
