However, it has come to light that Mr Museveni put in place a team to prepare for transition in 2002 only to change his mind. Barely after the 2001 election, the President sent his surrogates to foreign lands to study the blueprint of orderly successions, which would be transplanted into the country as he planned his exit in 2006. Why fight for speaker is a do-or die affair

Also indicating their intention to run are Democratic Party s Richard Ssebamala and MP-elect for Bukoto Central and Rakai Woman MP Juliet Kinyamatama (NRM). According to the order of precedence, the vice president is the second most important person in Uganda after the president. The speaker is the head of the second arm of government; the legislature is number three in Uganda s pecking order.  But Kadaga who has occupied the seat for now 10 years, says being number two, one has to work under someone else while being number three; you are a boss of the second arm of government. You also risk being sacked any time of the president’s choosing.
