somewhere new to live. a raging apartment fire forced them out of their homes this morning. took more than 100 firefighters to get things under control. news4 megan fitzgerald is here with the latest on this. megan. reporter: yeah, aaron, that fired started at about the 7:00 this morning. we talked to neighbors who said they smelled smoke, went outside, and saw an apartment building completely engulfed in flames. you can t see the building, it s just beyond that one. but what you will notice is fire officials on scene many investigating trying to figure out how this started. this is the scene just before 7:00 this morning. fire engulfing entire side of a three-story apartment building. flames shooting out through the roof trapping people inside. two residents that were found in windows and firefighters took them down by ladders. reporter: with prince george fire department says dwree people rushed to the hospital to be treated for their injuries. it was kind of craz
someone tried to steal those shoes, and there was a fight, there was gunfire, and 17-year-old james anthony smith ended up dead. today i talked to his mom. she said she last saw her son alive yesterday afternoon. he said, i ll be back, ma, i love you. reporter: that s the last you saw him there? that s the last time i saw him. reporter: here at your job 4:00 yesterday afternoon? 4:00 yesterday afternoon. reporter: now he s gone. he s gone. reporter: it has to be tearing you apart. it tares tears me apart him being shot, his life taken for tennis shoes. reporter: mike lives around her lives here. he was around last night. he heard the gunshots. it more than ten. reporter: he said there is a lot of lead in the air in this neighborhood. he says cars get shot. people get shot. why, just last week, he says, he picked up all these shell casings right in front of his house. you could be sitting watching television. the next thing you know, it s 100 guns

mollet. and i m erika gonzalez. we have news from the chaotic scene. news reported kidnapping. news4 justin finch gathering details. justin, what s going on? reporter: hey there, good morning. this is the second location involving the story. we got a call from montgomery county police in the twin brooks metro station where they got report of attempted kidnapping there. also got details about a possible vehicle involved. a white suv, perhaps pulling a trailer, found that a mile from the scene, near bradley avenue where we are right now. as you can see, investigators from rockville still holding the scene this morning. in that vehicle, police were able to apprehend a couple the neighbor who said she saw all of this happen and did not know what to make of it. take a listen to that. there were four people taken out of the suv in the front yard of my neighbor s front yard there. and they were, i have no idea, i wish i could tell you. we ve been watching it for the last hour.
they are the ones that end up in our shelters ever night, they wouldn t even be able to keep a home if we got them one. reporter: now one of the organization s goals is to focus on an area where few have succeeded. the chronic homeless population not only has to have services attached to their placements. reporter: here s an example, the city wanted to expand the medical respite and sobering center but lacked the funds. tipping point added the money to add the beds. those with psychiatric needs will get specific treatment they would never get in a shelter. tipping point wants to focus on programs that would keep the most vulnerable from falling into homelessness in the first place. whether it s kids coming out of our foster care system, or people in our mental health system or our prison system. reporter: homeless advocates say spending 100 million over fiv five years on a very specific group of people may be what s needed to turn things around. just about 90 mi
