She may as well have been talking today to Mitchell Joseph of the M.J. Joseph Development Corp. of California, owner of the much-ballyhooed Chill-Can Beverage and Technology Complex for which construction began five years ago on Youngstown’s East Side. After all, Joseph has been sky-high on promises, rock-bottom low on performance in recent years.
About five years ago amid much fanfare, Joseph announced grand plans for a sprawling $20 million research and manufacturing complex in Youngstown for his company’s self-chilling beverage can technology. He vowed to create several hundred jobs and rejuvenate a decaying neighborhood. To a city thirsting for cool and promising economic catalysts, Mitchell’s pitch struck a nerve. He even sweetened his deals with emotional accounts of his great-grandfather who had started the Star Beverage Co. on the East Side site a century earlier.

YOUNGSTOWN — Mitchell Joseph, developer of the stalled Chill-Can project, said he plans to complete the work and open a plant on the city’s East Side.
“Time is needed to complete the construction phase of the Youngstown complex and hire Valley residents so that we may begin to manufacture and distribute product,” Joseph said in a prepared statement issued by his attorney today.
Joseph didn’t say how much time is needed.
City officials on March 31 said Joseph, CEO of M.J. Joseph Development Corp., which owns the Chill-Can plant, had 60 days to construct a number of buildings and hire about 150 workers or the city would file a lawsuit. That lawsuit could seek to get back $1.5 million in water and wastewater funds given to the company, as well as repeal a 10-year tax abatement and about $400,000 the city paid to purchase properties for the project. The city could also seek to take ownership of the site.

The Chill-Can property on Youngstownâs East Side was supposed to be developed by now. City officials said Wednesday they want the site developed in fewer than 60 days or theyâll sue the owners.
YOUNGSTOWN — City officials said they are tired of the empty promises by the dormant Chill-Can project’s developer and are giving him fewer than 60 days to fulfill his obligations or they’ll see him in court.
Mayor Jamael Tito Brown and Law Director Jeff Limbian said at a Wednesday news conference that a letter was sent Friday to Mitchell Joseph, CEO of M.J. Joseph Development Corp., which owns the Chill-Can plant site, telling him to construct a number of buildings and hire about 150 workers within 60 days or the city will file a lawsuit. Limbian said someone at M.J. Joseph signed Monday for the certified letter.
