Pueblo Police Chief Chris Noeller and one of his officers are the subject of a federal lawsuit for violating department policy in connection with the tasing of an unarmed woman.
The Pueblo Police Department's Internal Affairs Investigation concluded that Villanueva's actions were unacceptable and violated not only the department's policies and procedures, but the values of the organization, the lawsuit stated.
