comfortable today as yesterday. >> we have the humidity to thank for that rosemary. humidity back today. muggy conditions today and for your labor day unfortunately. outside we're dry. this is a live look at center city from one of our sky cams. this showing cloudy skies this hour. for many, dry across the area. one thing for sure, we're hot r hotter, warmer than yesterday at this time. we're 20 degrees warmer in allen town, 18 degrees warmer in mount holly, 13 degrees warmer in dover. going to be a warm day today for sure. add the humidity, it's hot by the afternoon. koetsville 70, wilmington 74, mid 70s atlantic city, 73 wildwood. he's the forecast for the day. mainly dry in the morning. north and west suburbs mainly near allen town could get a stray shower. otherwise muggy today. by 4:00 p.m. could see a chance of showers and thunderstorms. 88 will be our high. it will feel like the 90s with humidity we're going to see. not too much sun for the day today. some of those thunderstorms could also bring us downpours too. we'll give you a better time frame of when to expect those coming up in your first alert forecast in a couple minutes. >> thank you ted. new from over night, four are hurt after someone intentionally ran them over as they left a bar. officers are looking for the driver. this happened at the penny pack shopping center. police believe it started inside the redz bar and grill. it's unclear how bad they were hurt. investigators are looking into what caused a fire at a dell county restaurant in. the general manager tells us a worker noticed the wall buckling and called the fire department. turns out the fire was inside the wall. no customers were inside at the time and no workers were hurt. today one of the atlantic city's oldest casinos is shutting its doors in less than 12 hours. show boat will close leaving more than 2,000 without a job. matt delucia is live in atlantic city this morning. matt, many are calling this the end of the era. >> reporter: yeah, rosemary, after 27 years, show boat will close down today at 4:00. more than 2,000 people work here. many of them are leaving without a job. the company ceo thanked workers friday for their service adding that about half who applied for other jobs in the company will be able to stay and work at other cesar properties. that amounts to 470 employees. this is labor day weekend, usually a big time for the jersey shore. this weekend, the mood as you mentioned is different. this is the first of three casino closings planned in the next three weeks. long time gamblers and guests say it's a shame. >> going to be a shame all these workers being out of work. what they going to do? been working there how many years and tomorrow got no job. shame. >> reporter: now atlantic city's mayor was out here a couple days ago talking about his hope for the future. as we look at show boat, this casino is closing at 4:00. cesar is still looking for potential buyers. over here across the street next door really is rebel. this casino opened two years ago. it's owners could not find a suitable buyer. this resort is closing tomorrow. the hotel at least. the casino closes tuesday. jump plaza down the street is set to close september 16th all told more than 6,000 people stand to lose jobs over the next # few weeks in atlantic city. nbc 10 news. a chain reaction car crash in atlantic county has a 14-year-old fighting for her life this morning. she was in a car with four teens from the same school going to a charity soccer game. ash wilynn cook is in critical condition on life support. four others have been released from the hospital. police say a pickup truck crossed the isn'ter line and set off the three vehicle wreck. hours after hearing about the crash, students, parents, teachers gathered to pray for ash lynn. >> kids wanted to gather today. we had over 200 kids, entire football team arrived in uniform. >> the pickup truck driver was not hurt. the driver of the other vehicle, a box truck, went to the hospital for treatment no. charges have been filed. this is the second major accident in three years involving students from mainland regional high school. back in 2011 four football players were killed in a crash on their way home from practice. it was a deadly scene in south philadelphia when a man crashed into a utility pole. the 47-year-old was killed after the wreck at oregon avenue and columbus boulevard yesterday morning. no other cars were involved. nobody else was hurt. police are investigating. another deadly crash, this in cape may county along route 49 in upper township yesterday morning. police tell us a limousine bus cross into oncoming traffic and slammed into another car. the driver of the car died. the limo driver suffered minor injuries. no charges are filed in this case. it was a busy night for peco crews that spent the evening trying to find the source of a gas owe cdoodor. they did not find any gas leaks. thousands crowded center city for day one of the made in america festival. this is time lapse video of the main stage on the ben franklin parkway yesterday. here's a live look now. today's headliners kings of leon. concert goers will see others perform including williams and congo. dj steve and kanye west were last night's acts. the screens were set up along the parkway in los angeles. real. that's what john mccain told at a meeting. mccain says isis has the money and equipment to do it. >> they have to be destroyed. not stopped, not humanitarian effort, but destroyed. they are out to solve the problem. this weekend protestors in ohio are calling for a federal investigation after a young man with a bb gun was shot and killed at a wal-mart. hundreds of demonstrators gathered. police say 21-year-old john craw ford iii with you waving a gun inside the store. when he refused to put it down, officers shot him. that's when they learned it was a bb gun. >> we want police to do rights, protect and serve. >> the ohio attorney general officer is investigating. another man was shot this week. on tuesday night, bryce deon was with police in omaha taping a robbery. the suspect shot at police. officers returned fire hitting and killing the gunman and 38-year-old deon. police later learned the suspect had a pellet gun. it's the first time a crew member has been killed during downpours and even strong winds along with it. some areas will see stronger than others. of course that will be the north and west. other area down towards cape may not so much. ben salem 74, philly now 73. a mild start to our morning. 74 atlantic city, stone harbor 75, dover 74. glassboro currently 70 this evening. it's going to be a warm to hot day today especially with the humidity that we're going to feel. right now getting severe weather through function tawny and lightning strikes with it popping up on the radar. this is going to track north and steer clear of the delaware valley. however the front in the south pulling up that tropical moisture that's going to push up and migrate toward as our region later in the day and this evening. dynamics are just right to create thunderstorms. in fact the storm prediction philadelphia points north have a slight risk of severe thunderstorms. what kind of severity? downpours along with strong gusty winds with it. we'll be watching those storms as the day progresses here. future weather shows throughout much of the day, just looking at clouds. when we get to 4:00 p.m., 3:00 p.m., some points north and west could start to see a showers and thunderstorms pop up and move through philadelphia around the 7:00 hour. made in america again, if you're out there, grab the jacket to be on the safe side. some could be downpours too. pushing towards the coast and toward starting to diminish. not so much for the shore and beaches in the morning, mainly evening hours. monday, the chance of showers pop up again. monday won't entirely be in the clear for our holiday. so it could still be wet at time across the region. the real threat of thunderstorms for the day today. tuesday we start to clear up. that's the good news. the forecast for the day today, looking at hot and humid conditions. temperatures right around 90 degrees. late day thunderstorms expected along with showers. winds breezy at times for beaches. deliver primary care to 5,000 u.s. stores. >> you don't have an appointment. >> wal-mart is focused on rural areas where there isn't much access to care. >> with walk-in visits costing patients and insurance companies $40, these clinics could be a game changer. >> these these could have ripple effects and make hospitals and doctors to consider changing their prices. there's clinics in targets, walgreens and cvs. most are open seven days and week and have evening hours. they're common for treating colds and flu, treating some infections, minor sprains. retail clinics should not be the thunderstorms in the forecast. some of those storms could bring us downpours too. live look at aqua cam from center city. we've got low clouds out there now. we're not going to say good-bye. they're around for sunday fortunately. temperatures 70s already. 73 philly, wilmington 74, 74 down the shore and dover 74 degrees. we'll warm up to upper 80s. with the humidity, it's going to feel like upper 80s. with the the humidity, heat index makes it feel low to mid-90s today. hot and sticky for sure. best relief is down the shore. it will be muggy down the shore. heat indexes will still bring muggy years showboat casino will close at 4:00. 2,000 people work here. many are leaving without a job. cesar entertainment owns showboat. the company ceo sent a letter to workers friday thanking them for their service adding that half who applied for other jobs in the company will be able to stay and work at other properties including three others in atlantic city. that amounts to 470 employees. this who struck four people leaving a bar in the ron hurst section of the city. police say it was intentional. this happened at the penny pack shopping center. office areas believer it started in redz bar and grill. the driver ran them over as they were leaving. we're working to find the extent of the victim's injuries. police are looking for a dark colored suv. new from overnight, investigators are looking into what caused a fire at a delaware county restaurant. it happened in springfield. the general manager tells nbc 10 the worker noticed the wall buckling. they decided to call the fire department. the fire was inside the wall. it was not a kitchen fire. no customers were inside at the time and no workers were hurt. a 14-year-old girl is fighting for her life, classmates are recovering. ash lynn cook is in critical condition on life support. she's one of five girls from mainland regional high school injured in the crash yesterday morning. they were all in a car struck on route 40 in hamilton township. the teens were on their way to a charity soccer game when a pickup truck crossed the center line and set off the three vehicle wreck. >> they were on a mission, three on three soccer tournament to go help raise money for some other foundation. our hearts and prayers go out to this family. >> the four other girls have been released from the. the pickup truck driver was not hurt. the driver of the other vehicle, a box truck, went to the hospital for treatment. right now no charges are fileed. this is the second major accident in three years involving accidents from along with dover and wilmington. 72 pottstown. dry now, front starting to push through getting lightning strikes in the central part of the state. moisture from the south tracks north toward us. dynamics are right to fire up thunderstorms. some of them could be severe. future weather shows most of the day it's looking cloudy, muggy conditions. by the afternoon, say about 4:00 or 5:00, notice points north and west, doylestown, pottstown, some showers could turn to thunderstorms too. that could give us good downpours. later in the day and evening, 6:00 p.m., right around philadelphia stretching up to trenton down to wilmington, we could see showers and thunderstorms with that. as it moves towards the coast, we could get showers here. that's later in the evening. most of the day atlantic city, :z should be dry. overnight showers and storms too. monday another round could reach us. this should be fairly scattered showers and storms. labor day not quite dry. not quite a sunny day. tuesday, another chance later in the day and evening. we really don't start to dry out until the mid to second half of the week. going to be a warm one though today and much of the week. look at the humidity is back and so are hot temperatures too. we're tracking the threat of thunderstorms in the forecast. a live look outside at ben franklin bridge. humidity is giving us a hazy morning across the delaware valley. where are thunderstorms now? we have a few popping up. you can see the lightning strikes along with it. this is going to dodge us and head north. moisture is going to be tracking up over our area. we'll start to see later in the day. one thing is for sure, clouds are out there and so is humidity. 74 philadelphia now. lehigh valley 74, 71 mount holly, dover 74 degrees. a warm start to our morning means we'll have a warm, hot day for sure. 11:00 a.m., 74 degrees, steamy with clouds. 90 for our high. going to feel like mid-90s. mostly thunderstorms 4:00 p.m. north and west suburbs. 7:00 p.m., 87 degrees. we see the threat of showers and thunderstorms throughout much of the delaware valley. we'll talk more on that and show you when we start to dry out. that's ahead in our forecast in a couple minutes. >> thank you ted. today one of atlantic city's oldest casinos is shutting doors after 27 years. showboat will close in nine hours leaving hundreds without a job. matt delucia is live in atlantic city. urgent news for the gaming industry there. >> reporter: yeah, rosemary. this is the first of three closures to happen in the next few weeks. showboat has been open 27 years, nearly three decades and nearly 2,000 people work at this place. showboat will close today at 4:00. many of them will be leaving without a job. cesar's entertainment own showboat. the company ceo sent out a letter to workers on friday thanking them for service adding half who applied for other jobs in the company will be able to stay and work at other cesar properties. that amounts to 470 employees according to the company. this is labor day weekend after all. usually a big time for jersey shore. this weekend the mood is different. this is the first as i mentioned of three casino closings. long time gamblers say this is a shame. >> going to be a shame all these workers being out of work. what are they going to do, been working there how many years? tomorrow they got no job. it's a shame. >> in atlantic city, the mayor was out here a couple of days ago talking about his home for the future of atlantic city. here we look at the showboat once again. this casino is closing this afternoon at 4:00 after 27 years here on the board walk. cesar says it is looking for potential buyers of this property. here next door you have rebel, this casino that open twoed two years ago. they close tomorrow. trump plaza set to close september 16th. we talk about the toll this is taking on the gaming industry and workers. you have more than 6,000 people who will be out of work. i spoke to a gentleman that worked at an atlanta club that closed earlier this year. he hasn't been able to find another job. we'll stay on top of this. nbc 10 news. new from overnight, philadelphia police are looking for the driver who struck four people leaving a bar in the ron hurst section of the city. police say it was intentional. this happened at the penny pack shopping center.rs believe it s inside redz bar and grill. it's unclear how bad the victims were injured. police are looking for a dark color suv. a chain reaction car crash has a 14-year-old girl fighting for her life. she was in a car with four other teens going to a charity soccer game. ash lynne cook, a freshman is in critical condition on life support. the four other girls with her have been released from the hospital. they were all in a car struck on route 40 in hamilton township yesterday morning. a pickup truck crossed the center line and set off the three vehicle wreck. hours after hearing about the crash, students, parents, teachers gathered at the high school to pray for ashlyn. >> we had over 200 kids, entire football team in uniform. >> the pickup truck driver involved was not hurt. the driver of the other vehicle a box truck went to the hospital for treatment. this is the second time in three years the the mainland regional community has experienced tragedy involves students. back in 2011 four football players were killed on their way home from practice. it was a deadly scene in south philadelphia when a man crashed into a pole. the man was killed yesterday morning. no other cars were involved. nobody else was hurt. police are investigating. another deadly crash along route 49 yesterday morning. police say a limousine bus crossed into oncoming traffic. the driver died. the limo driver suffered minor injuries. at this point, no charges have been filed. it was a busy night for crews who spent the night trying to find the source of a gas odor. the utility company received hundreds of phone call frsz delaware, bucks, chester country, workers investigating did not find gas leaks. in burlington county, pay volunteer firefighter is behind bars accused of setting fire to a vacant auto body shop. robert campolongo has been charged with arson. it happened two weeks ago in river side. he has been suspended by the river side fire company pending the outcome of case. the first day of the made in america festival has come and gone. this is time lapse video of the main stage in front of the philadelphia museum of art on the ben franklin parkway. thousands watched one of the city's largest concerts under dry skies. that may not be the case as we shall expecting showers. here's a live look. all is relatively quiet. we expect crews are heading out t to conducted more air strikes against its militant targets in iraq yesterday. according to the pentagon, u.s. aircraft targeted isis militants yesterday as well as air drops of humanitarian aid for the town. emmerly has been surrounded by isis militants for weeks. since august 8th, there have been 115 air strikes across iraq. the attack on our southern boarder very real. that's what john mccain told a group during a town hall meeting. he said that cabinet level agencies are on alert for a potential car bomb attack from a base in mexico. mccain says isis has the money and equipment to do it. >> they have to be destroyed. not stopped, not humanitarian effort, destroyed. they are out to destroy us. >> mccain adds the border threat makes the need for immigration reform urgent but warns shot him. then they learned it was a bb gun. >> we want police to do right, protect and serve. that's what we want them to do. >> the ohio attorney general's office is investigating the the shooting right now. another police shooting death involving a bb gun earlier this week. a crew member for the tv show " "cops" was shot and killed. deon was taping a robbery inside a wendy's restaurant. the suspect shot at police. officers returned fire hitting the gunman and the victim deon. it's the first time a crew member had been killed during the filming of "cops." >> could ask him anything. yeah. he had happiness. i'm going to end up with sadness. >> the police chief says it was an unfortunate incident and the officers act professionfully. a grand jury is investigating the the shooting. doctors say it's one of the worst cases of child abuse they've ever seen. a navy sailor is accused of assaulting his 2-month-old son leaving him with 29 bone fractures. rittenhouse confessed to squeezing the 2-month-old so hard several times over a four week span. he kept the abuse from his wife. she ended uptake ago him to the hospital after he was not eating properly. doctors are surprised north ward. all you can see in the south going to ride that front and push towards our area escapely later today. storm prediction center gives areas from philadelphia, points north of i-94 corridor in philadelphia here a slight risk of severe weather. some thunderstorms could give us downpours, strong damaging winds along with that too as we have pop up storms moving along that front. future cast shows dry throughout much of the day today. not until later in the afternoon, 4:00, 5:00 areas points north will start to see showers and isolated thunderstorms with it. same goes for 5:00 or 6:00 wilmington towards trenton. some downpours passing through for tonight. later in the afternoon and evening is when we see this. atlantic city down to cape may. you should remain dry throughout the afternoon and early evening overnight maybe later in the evening when you could get showers. that might be the best place to be for the day today even though it would be muggy down the shore and tuesday, temperatures around the 90s. less humid later in the week and dry. still going to be warm in the upper 80s. a young leopard has to be rescued after it fell in a well. it was found struggling as it was trying to float in the water at the bottom of the well. rescuers lower aid platform. they were taking a risk there. that's a dangerous animal. it's suspected it was chasing prey when it fell in the well. it vanished into the forest as soon as it got out. next, something that hasn't happened in nearly 100 years, a total solar eclipse. it's three years away, but we tell you why people are planning to watch it in kentucky of all places. later this week, the august jobs report will be released. companies hire average of 244,000 workers every month since february. that trend is expected to continue for august. the report will be out on friday. some more employment news in california. lawmakers have passed the largest expansion of employer paid sick leave in the nation. the bill requires all employers to give three sick leave every year. governor brown says this will help employees from losing jobs because they're sick and can't come to work. only workers not covered under the bill are home health workers. it is a waiting signature. the biggest increase is pork up more than 10% due to a virus that plagued pork farmers. a low cattle supply and increased national demand, reporting live, i'm matt delucia, nbc 10 news. new from overnight. investigators are looking into what caused a fire at a delaware county restaurant. it happened around 11:30 on baltimore pike in springfield. the general manager tells nbc 10 that a worker noticed the wall buckling. they called the fire department. turns out the fire was inside the wall. no customers were in the restaurant and no workers were hurt. this morning a 14-year-old girl is fighting for her life. four classmates are recovering after a chain reaction car crash. ashlyn cooke is in critical condition on life support. she's one of the five girls from mainland regional high school injured in the crash yesterday morning. they were in a car struck on route 40 in hamilton township. the teens were on their way to a wilmington. lancaster 72 degrees. there's a look at all the moisture. this is really just west of us. scattered thunderstorms that are tracking to the north steering clear of the poconos now western portions of the region. as we zoom out, a lot of moisture in the south. front is way off here in the great lakes. ahead of it, pulling this moisture from the southwest and sort of migrate through the area later in the afternoon. the dynamics are just right. we could have thunderstorms fire along with those too. future weather shows dry for the most part for sunday. in the afternoon we start to see showers encroaching the area around 4:00 or 5:00. 6:00 through philadelphia and trenton. some could give us heavy rain at times if you're going to the made in america concert. some downpours will worried there's no strategy yet against isis in syria? >> there's criticism from republicans and some democrats. i've talked to diane feinstein, chair of senate and intelligence committee. she has concerns feeling he's too cautious in approaching a sichl sis. as for the threat level, there's no immediate threat according to intelligence officials we have been talking to and senator feinste feinstein. there is need to be alert. there's a lot of concern. we have experts talking about what is the threat to the american homeland? we're not as close as great britain to iraq and syria. we don't have the likelihood of the fighters returns as easily to the united states as they can to european area, but there is a lot of traffic back and forth. we'll talk about that on "meet the press." >> andrea, i also want to talk about what's happening in ukraine. ukraine and russia say u.s. is sending troops and heavy armor in to help. is there a military option in all of this? >> there is no military option against russia in ukraine. nato does feel the need to strengthen its own message and military defenses because of what's happening in russia. at least symbolically, the nato meeting is going to be sending a military force that the europeans are organizing not involving americans. european british led force to the eastern borders of nato. reassuring nato countries they don't have to worry about russia. vladimir putin is not backing down. he's now thinking of a state hood for eastern ukraine, potential break away area. it could be he's going to try to annex it like he did with atlantic city as the showboat hotel and casino prepares to close doors after near nearly three decades. matt delucia is live on the board walk. i imagine loyal patrons are there to say good-bye today. >> reporter: in fact rosemary, an hour ago i saw a man that went many to keep a couple of casino chips to hold as momen memento mementoes. that's a lot of memories and a lot of money during 27 years. today at 4:00, showboat will shut do you think. >> it's ridiculous. >> reporter: from sadness to anger, residents feel as though a dark cloud has been hanging over their casinos. >> they'll all be gone. that's a shame. >> bill is turning 70. he's live ad and worked in atlantic city his whole life. >> i was let go when they closed the atlantic club. i understand what these people are feeling. >> reporter: 6,000 workers stand to lose their jobs as three casinos prepare to close. first showboat, then tomorrow rebel closes followed by trump plaza september 16th. >> it's a little scary, but i want to believe atlantic city will survive this. i think they need the right people in here to make the right decisions. >> reporter: some analysts point to lack of supply and demand. jane drove here people work at this specific property. scesa cesar's entertainment says as of friday, many have been placed at other jobs. the man who lost his job earlier in the year has not found a job. he hopes luck that made others successful over the past several decades will eventually come his way. live in atlantic city, nbc 10 news. police are investigating what was initially reported as a home invasion around 4:00 on the 200 block of edge hill road and marion station. two were hurt and taken to the hospital. the condition of their injuries has not been released yet. philadelphia police are looking for the driver of a car that hit four people leaving a car in ron hurst. investigators say it was the intentional. this happened at the penny pack shopping center. officers believe it started inside redz bar and grill. when victims were leaving the bar, the driver ran them over. it's unclear how badly the victims were injured. police are looking for a dark colored suv. in delaware country this morning, investigators are looking for the cause of a fire at a restaurant. this happened around 11:30 last night at the bertucci's in springfield. the general manager tells us a worker noticed the wall was buckling and called the fire department. tu turns out the fire was inside the wall. no workers or customers were hurt. a 14-year-old girl is fighting for her life this morning. she was in a car with four teens from the same school going to a charity soccer game. ashlyn cooke is on life support. four other girls with her have been released from the hospital. they were all in a car that was struck yesterday morning. hours after hearing about the crash, students, parents, teachers gathered at the high school to pray for ashlyn. >> kids wanted to gather here today. we had over 200 kids. the entire football team arrived in uniform. >> the pickup truck driver was not hurt. the driver of the other vehicle, a box truck, went to the hospital for treatment. no charges have been filed. this is the second major accident in three years involving students from mainland regional high school. in 2011 four football players were killed in a crash on their way home from practice. in poconospoconos, three te can dead and three others hurt. two were teens from bucks county. this happened yesterday morning in wayne county the. right now it's unclear how badly the other victims are hurt. police are continuing to investigate. now to news in burlington county. a volunteer firefighter is behind bars accused of sit fire to a vacant auto body shop. robert campolongo has been charged with arson. it happened two weeks ago in river side. he has been suspended by the riverside fire company pending the outcome of the case. they are getting ready for day two of the made in america festival in center city. here's a live look at the philadelphia museum of art and main stage of the concert. tonight's headliner kings of leon. concert goers will see a dozens other performers including williams and congo. dj steve oke and kanye west were last night's headliners. the crowd was pumped, thrilled to be there. the fans in philly could see what was happening in los angeles. organizers set up big screens along the parkway. meantime, officials say made in america is also going strong in downtown los angeles. kanye west is leaving philly to headline there tonight along with humanitarian aid. since august 8, there have been 115 air strikes across iraq. australia will soon fly guns and ammunition to erbil. the first mission could happen within days and the mission will include rocket propelled grenades, morters and assault ammuniti ammunition. tony abbott is joining the united states to send arms to fight isis. now to crisis in ukraine. russia is given ultimatum, scale back or face more economic sanctions. the european union wants sanctions to be adopted within a week. eu leader did say not immediately impose the sanctions. it's a difficult situation as russia is the eu's number three trading partner and one of the biggest oil and gas psuppliers. this will be a key a general daf item at the nato summit president obama will attend later this week. unrest in pack kistapakista. thousands of antigovernment protestors tried to raid the prime minister's home. they want the prime minister to step down over allegations of vote per fraud in the election that brought him to office last year in the first democratic transfer of power. the prime minister says he will not resign. now to news out of central america. relatives of miners missing after the gold mine collapse in ni nicaragua are still hopeful. now to latest on the ebola outbreak. director of cdc and other experts will visit the ebola station in guinea. they met with staff a yesterday. they say the key to eliminating ebola is increase support for the disease and encourage people to seek care. the ebola outbreak began last year in guinea and recently spread to other countries in west africa. more than 3,000 have been infected. in mexico, thousands gathered for a protest this weekend calling on leaders to bring back their missing loved ones. it's called the international day of the disappeared. the government launched the war against drug traffickers in 2006. since many kidnappings were not reported, the number of missing people may be more like 100,000. a professional clown morning. that tells us today is going to be a hot day as we get back in the upper 80s. you factor in humidity again. heat indexes will make it feel like the 90s for our afternoon. right now 80 degrees in philly. cherry hill 81 degrees. trenton checking in now 77 degrees. up in the lehigh valley. reading now at currently 79. already in the 80s beach haven, atlantic city 79, avalon good morning to you. 80 cape may, dover 83, middle town 83 also. there's where we are. we are dry now with showers moving to williams port now. this is going to track to the north. again we have tropical moisture in the south we've been watching the past few days. this eventually will move towards us. we'll get the showers and instability with pop up thunderstorms too. the storm prediction center. they actually took us out of the severe weather risk they had earlier. although we don't have the risk of severe weather, i'm not ruling out the chance of downpours and thunderstorms. the severe risk is out of there. still showers in the lehigh valley around 2:00, 3:00 hour. mainly showers as the day progresses. 5:00 to 6:00 could see a pop up thunderstorm with that. as we start to head down the shore, notice atlantic city still staying dry. some of these showers could move in later in the evening. we're seeing the beaches and shores should be dry throughout much of the day today. this evening is when we could see showers move through and then for monday, labor day unfortunately scattered showers around. still a little muggy. looks like it could be wet for your monday, unfortunately. hot and humid today, thunderstorms possible in the afternoon with showers. right around 90 heat indexes. 81 is also tomorrow with storms in the poconos as well. seven-day forecast shows hot conditions first half of the week. less humid wednesday. we will stay warm in the upper 80s. >> thank you ted. this weekend the protests continued in ferguson, missouri. yesterday, hundreds of demonstrators came together for a rally following the police shooting death of michael brown. organizers called it a national march on ferguson. a thousand protestors marched ending at the police station. they there read their demands of the firing for the police officer that pulled the trigger in the deadly shooting. the group is called justice for michael brown coalition. this weekend protestors in ohio are calling for a federal investigation after a young man with a bb gun was shot and killed by police at a wal-mart. hundreds of demonstrators gathered outside the wal-mart yesterday. they want police to releases surveillance video showing the shooting that happened earlier this month. 21-year-old john crawford iii was waving a gun inside the store. when he refused to put it down, they shot him. they learned it was a bb gun. now the ohio attorney's office is investigating this shooting. doctors say it's one of the worst child after abuse cases they've seen. a navy sailor is accused of assaulting his 2-month-old son le leaving him with 29 bone fractures. he admitted to squeezing the baby hard enough to make him stop crying. doctors are surprised the baby is still alive. he's held on half a million bail. rescue crews are looking for a pilot that crashed a small plane in the ocean. the single engine plane took off from wisconsin heading to virginia. two f-16s scrambled to the plane when it flew over restricted air space in washington d.c. the pilots saw the pilot in the plane slumped over the controls. the plane ran out of fuel and went down in the ocean a short time later. the investigation is underway. a former police chief is cashing in on the new market for edible marijuana products. his business is thc brownies. his brownies do not contain drug, just a sugar high. the former chief wanted to have fun with colorado's industry. he said it was hard to get a loan for the brownie business because he had to convince the bankers the same was just a joke. he said thc stands it's already wet out there. good morning, you're watching nbc 10 news today. i'm christine maddela. >> this nor'easter is a slow mover and all-day event here. let's check in with meteorologist bill henley to2 what conditions are like out there right now. >> chris, it is raining and the heavy rainfall is in new jersey, but farther north and west, the temperatures are colder and we're looking at icy conditions this morning making for haza hazardous travel pretty much all around this morning with only delaware being the exception where the rain has tapered off. look at the strong, gusty winds. center city that is a live view and first alert weather day at nbc 10 with the strong nor'easter with the potential for flooding rain and a wintry mix to start with north and west. it will not last the morning. the temperature has already started to climb. that's good news, as well. light rain falling in philadelphia. feels heavier with the strong, gusty winds and it is heavier at the shore falling at 0.70 and into burlington county. north and west, that is where the cold air is lingering in the allentown area. portions of berks county and even upper bucks county could see icing to start with as the temperatures are cold enough for some slipping and sliding this morning north and west. now, in philadelphia, 38 degrees and stay well above freezing but right at the freezing mark for reading and quakertown. meantime, in delaware and south jersey, upper 30s and 40s at the shore. 45 right now in avalon. stand by for your rainy day for philadelphia with strong, gusty winds. just 39 degrees at 7:00. by 9:00, one degree warmer and add another degree by lunchtime today. there will be changes during the day. i'll show you what to expect for the first alert hour-by-hour forecast when i come back. but right now first alert traffic reporter jillian mele is standing by. >> an update on this accident 95 southbound. we can still see that police activity, but that delay we saw just a few'z minutes ago has sie cleared. you'll see drivers putting on their brake lights as they pass that accident scene. we're no longer dealing with a delay on 95. northeast extension near leshig valley. 42 at creek road not looking too bad, but getting reports of a lot of ponding on the roads and some flooding here right near high street. the jersey shore is getting hit with rain from this nor'easter and we're getting reports of flooding in some spots. jesse gary is live in north wildwood. jesse, are you seeing any flooding where you are? >> we're seeing inflooding on the roadways. we're standing on the gazebo on jfk right near east second. we're taking refuge underneath this gazebo because of the condition. fierce wind blowing, which is probably the biggest impact along with the flooding on the roadways. so, if you're out driving early this morning, go extra slow on the drive down from philadelphia area wheres we hit large pools of water on the roadway along with straight flooding of the roadway, both the expressway and the garden state parkway to get down here to north wildwood. coming up in the next 30 minutes, we'll give you a better look at the roadway here at jfk. this is so you can see how the wind is just blowing across broadway along with a lot of sand. we'll show you all that coming up in the next 30 minutes, live in north wildwood, new jersey. jesse gary, nbc 10 news. from the shore to the suburbs, we're staying on top of this storm to show you the effects across the region. katy zachary is monitoring the roads this morning, which jillian told us, katy, could be pretty tricky in parts. what are you seeing from storm force 10? >> hi, chris. we're inside storm force 10 and on the northeast extension headed southbound. we just reentered montgomery county. over the last 20 minutes or so we were in bucks county in the quakertown area. the rain has lightened a bit which is a good thing for drivers on the road in bucks county, but when we got out of the truck, we could just feel the temperature drop and the windier conditions up in the quakertown area. so, drivers are definitely going to deal with different conditions near freezing, if not freezing conditions as the day goes on up in bucks county. up here in montgomery county, i can tell you over the last hour, the rain has lightened up a bit. (t&háhp &hc& we're not seeing as much ponding on this part southbound as we did a half hour ago. we are going, as most cars are going under the speed limit. that is your best bet. as long as you go a few miles under the speed limit and keep enough room in between the vehicles in front of you. you'll be okay. if you get too close to the vehicles, especially some of the semi trucks the mist they kick into your view is really dangerous. we're going to be out here southbound on the northeast extension and when i see you in a bit, we'll have conditions from montgomery county. chris? >> remember, of a fire earlier this morning where two firefighters were trapped as we zoom in on this row of houses. this is on middletown street. two firefighters were trapped fighting this fire and we're working to find out their conditions. we saw several more firefighters gather here at the scene. continue to follow this story and bring you new information along with the condition of the firefighters as soon as we get it. a man who ran into the middle of the street was hit by a car in the ron hurst section of philadelphia. police on the scene told us the man is in critical conditionzú d both his legs are broken. the driver did stay on the scene to talk with police. the delaware county man accused of killing his case worker and shooting his psychiatrist is due in court today. 49-year-old richard plotts will appear by video. charged in the july shooting death. psychologist was hit and returned fire with his own gun and he wounded plotts. more about the raid that failed to rescue in yemen. storm force 10 is keeping an eye on the roads and we'll check back in with our crew out in the elements. you can see storm force 10 driving down the northeast extension right now. that's coming up in may. the rain is not only in cape may, but well inland in new jersey and that's where we're seeing the heaviest rainfall right now. move inland and that's where you get the colder air. the first alert weather radar showing the rain in philadelphia, but north and west, that is where the cold air is. as the drenching rain moves through new jersey it encounters the colder air in the lehigh valley. portions of berks county and even upper bucks!í county seeina mix of rain and sleet and some freezing rain this morning. it is a windy one, too. winds gusting to more than 20 miles an hour in the area. steady at 18 miles per hour in philadelphia. this wet weather is going to be with us for much of the morning. the heaviest rainfall will be this morning. we'll taper off some this afternoon, but not leave us the futurecast at 9:00 showing a drenching rain in philadelphia and at this time at 9:00, it is just rain falling in the allentown area. it is snow in the pocono mountains. but even the mountains will see a mix of snow and rain as the day goes on. at noon today in delaware and south jersey the heavier rainfall north and west and portions of upper montgomery and bucks county and into the pocono mountains. at 4:41 a.m. we are already seeing problems on the road whenever there is heavy precipitation, that means slippery conditions. >> possible icing. let's check in with first alert morning. this is happening northbound side of 47 right near high street. we're dealing with an accident on the boulevard and just got word of this in the last few minutes. right in the inner drive and finally a live look at 95. this accident still out there as you can see southbound right near the betsy ross bridge,9d at least it's not tying up any traffic any more. christine? >> we are continuing radar. you can see that heavy band hitting our area right now at 4:45. that's moving through our area. the storm is packing the potential for heavy rain, winds, coastal flooding and even a chance of snow in the north and west. take a look right now live down the shore. nbc jesse gary is here in north wildwood and you can see how heavy that rain is coming down and you can see the strong winds and see the camera shaking a bit there as this nor'easter hits the shore. that's where we're seeing the chance of coastal flooding. we'll check back in with meteorologist bill henley in just a minute. at go4:46. we have new information about that failed rescue attempt of an american hostage being held by al qaeda in yemen. luke somers and south african man were being hild in a compound as navy s.e.a.l.s approach the compound, dogs started barking. they alerted the militants and opened fire on the s.e.a.l.s. and the hostages, the hostages were killed. this mission was risky because it was a second attempt at freeing the men. >> rescue operations like this succeed far less than 50% of the time and i would say particularly in this circumstance when we already tried it once, the chances of bill henley. >> it's a raw morning. strong, gusty winds and look at the wind, this is center city wind gusting to more than 20 miles per hour. the problem spot right now, north and west where the temperature, 32 degrees. right at the freezing mark and that's rain coming down. so, why have a freezing rain situation that can lead to icing to start with. but this temperature will be climbing as the morning goes on. the worst of it, i'm expecting it right now. 38 degrees in philadelphia. that's just rain. temperatures will stay above freezing in philadelphia today and even tonight. and 35 in trenton, the rain is coming down there. we're watching the pocono mountains just quiet so far. this is camelback and you can see to put the picnic tables on edge and expecting four to eight inches of snow in the mountains and so far nothing coming down. a little fog and a little mist. that is it. we're watching that wet weather and the light precipitation move into the pocono mountains and not reaching the ground just yet. but this is all making it to the ground. that is icing north and west for allentown, into reading area and even upper lancaster county. and portions of bucks county, as well. and the drenching rain, you can see that at the shore, this is part of the flooding issue today. not only the rain, but also strong, gusty winds blowing that water inland. so, flooding happening right now. and expected to continue this morning. in fact, high tide is between 8:00 and 10:00 this morning along the coastline. that's the most likely time to see flooding, coastal flooding and moderate flooding expected today. winds gusting to 29 miles per hour right now in wilmington they're up to 35-mile-per-hour winds. in wildwood, no wonder jesse gary is taking cover this morning. the future weather shows this storm system at 7:00 this morning that is drenching us is going to be very slow to move out. this afternoon, still to the north, rain is still falling in the philadelphia area, but much lighter rainfz this afternoon. and then the snow will linger this evening north and west. we could see the northern and western suburbs get a few scattered snow showers and accumulating snow showers with snow will be limited to the pocono mountains. this wednesday, wednesday morning at 11:00, we'll linger into the afternoon wednesday and even on thursday we'll fast forward and this storm wraps around and thursday afternoon, we could see some snow showers entering the picture, once again. but no snow today, just heavy rainfall for the philadelphia area and strong, gusty winds they're bringing in air bags. that's what they're looking at under the "f" of the frontier on the plane. you see that orange bag? that's been inflated under the right wing to nudge it up. passengers have arrived safely at orlando. i'm told once this airplane is out of the mud they're going to reel it -- roll it down this part of the runway to another hangar and inspectors will go with it. they'll make sure it's out of the way and make sure it's safe before it goes up into the air. as soon as they start pulling this thing we'll call you back on tv and let you know so can you see it for have died in a scaffolding action. according to officials at the scene, portion of scaffolding fell from an 11-story building. one person survived and is in the hospital. investigators don't know why it happened. a wild attack on a subway platform is caught on camera. now philadelphia police want your help finding those responsible. you can see a group of teenagers attack the victim as he sat on the bench at the walnut locust station. this all happened around 4:15 last thursday. the victim suffered minor injuries. a barn fire at bishop farm in burlington county reached two alarms today before firefighters brought it under control. skyforce10 over the scene at mt. pleasant and island roads in mansfield. fire officials say no animals are kept inside the barn and no one was hurt. the report is in on the philadelphia police and their use of deadly force on the streets. >> the police commissioner was the one who asked the feds to look into this. investigators with the justice department found serious deficiencies in police policies and training in philadelphia. and they've made 91 recommendations for changes. nbc10 investigative reporter harry hairston have been studying the federal report. >> what are the biggest criticisms and concerns? >> reporter: it comes down to one word -- training training training. that's the biggest issue the report sets which is among the rank and file and supervisors. >> the truth hurts but i think we all recognize selective ignorance is fatal. >> reporter: department of department of justice's community orienting policing organization released a critical report of the philadelphia police department. it has 91 recommendations for philly police. >> as you'll see in the report we've identified 48 findings that do identify what we would call serious deficiencies in some key areas with regard to the use of force. >> reporter: davis tells us the department of justice report finds officers in the academy or on the streets are not properly trained when it comes to the use of deadly force. >> we're making definitely strong representations there be an established field training program, which does not exist at this moment. >> our officers qualify once a year. >> reporter: commissioner charles ramsey, who asked for the justice department to conduct the report does point out there is already some deadly force training. >> the recommendation is we do it twice a year. and include within that reality-based training which puts officers in scenarios where they have to make decisions, not just about deadly force but any use of force. >> reporter: the report also calls for better training of supervisors who handle officer-involved shootings. >> just for an example, the one that stands out the most would be that the department is still taking typed statements -- interviews from officers versus audio or videotapes. we believe that makes it more of a summary statement than an exact statement from the officer. >> reporter: also among those 91 recommendations, the report also calls for the department to share data including data that comes from deadly -- use of deadly force by a group of citizens who also investigate police complaints. reporting live in center centre, harry hairston, "nbc10 news." sunshine greeted people in pottstown today. they needed that burst of sun to warm up from the unseasonably cold temperatures. >> chief meteorologist glenn "hurricane" schwartz is here to tell us how low the mercury will dip and if we need the heat on tonight, glenn. >> yes, you'll need the heat again. and a lot of what melted today with that warm sun will refreeze tonight as temperatures go into the 20s. and wilgts out there making it feel even colder than it actually is. and it's cold enough. 41 degrees, the average for this time of the year would be 55. it's only 35 in pottstown and ail allentown. 37 in wildwood. that is pretty amazing. now, we have clouds coming in from the west. if those clouds weren't there, we would be getting down into the teens tonight. as it is we'll get down to the freezing mark near 10:00 tonight. that's in the city. the suburbs will already be below freezing. we'll see when it warms up big time. and also when to expect the rain again with the seven-day in a few minutes. a former delaware deputy attorney general was in court today but on the other side of the law. 35-year-old daniel simmons pleaded guilty to raping a teenage boy. simmons worked for the jult department justice department's misdemeanor unit. they say simmons and an unnamed college student met the 16-year-old through social media. simmons now faces up to 15 years in prison. the college student is awaiting trial. after simmons' plead, the victim's family released a statement saying we want him held account aktable and don't want him to hurt anyone else. the pennsylvania state troopers association is asking tom wolf to rethink his nomination. colonel brown is under investigation for misdemeanor theft for removing roadside signs that criticized him. brown was head of maryland state police before becoming the governor's nominee. the president of the pspa said in part the actions and circumstances surrounding mr. brown have garnered embarrassing national attention. 20 minutes of nonstop news continues with this. swiped right out of the steering wheel. somebody broke into local cars and stole the air bags inside. five cars were hit overnight and the suspects had very specific targets. the latest smash and grab crimes involved air bags in hondas on hartel avenue. this isn't the first time something like this happened. on march 1st nine hondas were targeted not far from there. nbc10's deanna durante has been looking at recent threats. tell us about the demand for air bags and where the stolen merchandise ends up. >> reporter: police and the national insurance crime bureau suspects they're ending up in karsz just like this one. this is the piece we're talking about here, the center of your steering wheel. what's happening, police say, is that thieves are hitting the streets. they are looking for parked cars unsuspects owners and leaving their handiwork, breaking into cars in the middle of the night and pulling those items out for resale. >> i'm upset, you know. what can i do? it happened you know. you've got take care of it. >> reporter: taking care of it could cost edward anywhere from $500 to $1,000. before the sun came up he and his neighbors found out they had fallen prey to a thief or thieves targeting air bags from honda. >> i heard two weeks ago they took about nine up by sally avenue. you know, that's the first i heard, you know. >> reporter: he knew the thieves struck not far from his house earlier this month. he hopes he wouldn't become a victim. >> they steal them for -- probably for another car that was in an accident and they were deployed. that's the only reason somebody would need to have a used air bag. >> reporter: mike thompson says no two air bags are alike and you can't put a chevy air bag in a honda. he says the thieves are targeting one type of vehicle, there must be a demand for that type on the black market. less than reputable car shops are passing them off as new. can you make sure they're new by asking for a receipt or part number. if they don't give it up -- >> if they don't tell you where they got them from, then they are probably hot parts. >> reporter: and here's another problem. if you can't tell where it's come from then you can't tell what you're buying. the national insurance crime bureau says that one thing that can also happen is these parts may not be reliable but are being installed into your cars. again, auto repair places say you can ask for a receipt as to where they bought their parts from. reporting live, deanna durante, "nbc10 news." we have new information about a teacher's sex scandal in montgomery county. jessica streeper pleaded guilty to having sex with a 14-year-old student last year. she was a teacher at eisenhower science and technology leadership academy in the norris norristown area school district. a judge postponed sentencing until she undergoes a sex offender evaluation. a man working on his truck was hurt when the pickup fell on top of him. skyforce10 was over the scene this morning in northeast philadelphia. authorities say the truck slipped out of gear and landed on the man. he was rushed to the hospital where he is listed in stable condition. authorities say the stabbing of a man and woman in camden late last night was not a random attack. it happened before midnight at sixth and cherry streets. the man is in stable condition. the woman in critical. police haven't made any arrests in the case. we have some new information now on the car crash that killed an off-duty new jersey police officer last week. police say two other officers injured in the crash, including the driver remain in critical but stable condition. the three officers and a friend were going the wrong way on a new york highway when their car hit a tractor-trailer head-on. the men had just left an exotic dance club. 28-year-old linden officer will be buried on thursday. >> flags in new jersey are in half-staff honor willing a marine killed in last week's helicopter crash. governor christie ordered lowering of the flags on government buildings. one of the seven marines who died in the florida training mission was from basking ridge. shaw graduated from ridge high school attended the u.s. naval academy and was based in north carolina. the blackhawk helicopter crashed in heavy fog during a nighttime training mission. in addition to the seven marines, four army national guard members died in the accident. right now investigators aren't sure why the helicopter went down. right now repairs are under way to brink oyster creek nuclear power plant back on line. an electrical problem forced it to shut down yesterday afternoon. it happened in the steam pressure control system. plant officials insist nothing unusual happened during the automatic shutdown. you'll soon be seeing a lot more coast guard helicopters in the air starting wednesday and continuing through april. the coast guard begins helicopter training. the pilots are practicing coverage of the secure air space over washington. you can expect to see and hear the choppers at least twice every day during the special training. those flights will be between ocean city to stone harbor. news out of delaware where governor sooind a new liquor law, allowing smaller eateries the opportunity to apply for a liquor license. those restaurants must seat at least a dozen people and serve complete meals to be granted a license. senator bob casey of pennsylvania is pushing for universal pre-kindergarten for all kids. today philadelphia educators joined him in the fight. senator casey recently introduced a bill called the prepare all kids act. legislation is meant to strengthen coordination between early childhood programs and elementary schools. in a statement, casey said universal pre-k will lay down a foundation for a long-term economic growth that will ensure our nation's children can compete with any throughout the world for the jobs of the future. here's a look at some of the things the bill will do. support states to provide at least one year of voluntary pre-kindergarten to all children. it also limits class size to a maximum of 20 students and provides funding to full-day year-round program. pennsylvania's first lady visited bucks county today to discuss how her husband's budget will improve public education. francis wolf held a roundtable with teachers and administrators at lafayette elementary school in bristol. the stop was part of her schools that teach tour. after hosting the roundtable the first lady read to a classroom of students. robert kennedy jr. is calling for parents to be able to choose for themselves when it comes to vaccinating their children. kennedy, who was the nephew of president john kennedy, spoke at a news conference in trenton today. standing with groups that oppose mandatory vaccinations. he believes the pharmaceutical industry profits from government requirements that mandate vaccines. kennedy did admit all six of his children have been vaccinated. now to breaking news. skyforce10 is live over breaking news in prospect park delaware county. you can see this vehicle through the trees. it crashed into a house on summit avenue. there are no reports of any injuries. count on "nbc10 news" for new information on this breaking news story. in other news today the bodies of seven siblings who died in a fire in new york over the weekend were flown overnight to israel. the children ranged in age from 5 to 16 years old. the three girls and four boys were members of an ultraorthodox jewish family. when they arrived in israel today, their bodies were taken to a jerusalem cemetery and a convoy with police escort. the mother and one daughter survived and remain in critical condition. the family lived in brooklyn. investigators believe that a hot plate left on for the sabbath malfunctioned and set off flames that trapped the children in their second-story bedrooms as they slept. new information about a developing story in virginia. police say they could not substantiate the claim of a gang rape at the university of virginia fraternity house. you can remember the accusation was made by a student in the explosive "rolling stone" story last fall. >> nine of the 11 residents were interviewed, who were present -- or who were in the house in 2012. were interviewed and had no knowledge regarding a sexual assault. >> police say this doesn't mean something bad did not happen to the victim. this just means they don't have the evidence to prove it. and the investigation is not over. it's just suspended. the pentagon now says all 100 of the u.s. service members on the so-called isis kill list have been contacted. those service members are being advised to be aware, exercise caution and stay off of or limit activity on social media. a group called the islamic state hacking division published the names and some of the pictures of military members and called for isis sympathizers to go after them. we had snow just a few days ago. it still feels like winter out there. but things are going to be changing a bit this week. we do have a refreeze tonight. some of the snow we got that melted is going to refreeze tonight. we'll be warming up this week. one day especially. we're also tracking showers, maybe a thunderstorm before the week is over. you see the flags blowing, the cold air still in there. and it is not feeling like it's a week from april. 41 degrees and a 12-mile-an-hour wind. the relative humidity is very low. so as this moisture to the west, these clouds move in we're not expecting any precipitation out of it, but it will come across the sky and prevent the temperature from dropping into the teens like it would if it was clear tonight. it's 41 in philly. 39 in pottstown and allentown. 43 in atlantic city. way below average for this time of the year. now, take a look although what could be coming our way. 73 degrees in nashville. 72 in little rock. 67 in st. louis. there's plenty of warm air. not that far away. it's pretty cold up in canada. and we're still going to get little blasts from there before this month is over. but it's going to warm up first. we're kind of dry right now. and there are the clouds coming in as we go through the night tonight. this first little area of moisture with snow is going to fall apart. we're waiting for the bigger system to come in. that's going to take a while. we could see a couple showers on wednesday, but the main threat comes on thursday along with a surge of really warm air. we could get showers and even thunderstorms. some places could hit 70 degrees on thursday. but it's just a one-day thing. not a change in the overall pattern. mostly cloudy and cold. 28 for the low in philadelphia. 21 north and west. during the day tomorrow we start off with the clouds and then it gives way to sunshine. temperature still 10 degrees below average. the seven-day forecast it's chilly on wednesday as well. and 48 degrees with just a chance of a shower. thursday is the day where shootings in the city. a case of stolen air bags. someone broke into five cars overnight in philadelphia's ron hurst neighborhood and made off with the air bags inside. all of the vehicles were hondas. this isn't the first time this has happened. just weeks ago, nine hondas were targeted nearby. we are learning that a worker at a group home is accused of sex crimes involving two teenage girls in south jersey. 48-year-old larry holliday is accused of sexually assaulting one teen girl and he's accused of inappropriate contact with another teen girl. holliday works at a group home in be in the 20s again tomorrow morning. it's only two weeks away from the home opener at citizens bank park. looking real nice with that blue sky. but, you know, you don't want this weather pattern when you're playing baseball. temperatures now 39 in allentown. barely 40 in reading. poconos, 29 degrees. with sunshine all day. here come some clouds. that will help us a little bit overnight tonight because it will create a little blanket there blocking some of that cold from leaving into space and that's why the temperatures don't go as low at night when you have cloud cover. so, the temperature does go down below the freezing mark in the city towards midnight. and, of course in the suburbs before that. i'll tell you, though about a really major warm-up. plus showers in the seven-day in a few minutes. in newark new castle county, police are looking for suspects involved in a violent robery. investigators say two men robbed a 61-year-old woman at knife point in the parking lot of an apartment building on oe daniel avenue. the suspects held a knife to the woman's neck. she suffered a minor scratch. the suspects then took off with her wallet. delaware state police want to know if you've seen these guys. investigators say the two men are responsible for a string of four armed robberies at gas stations. the incidents happened at locations around new castle county earlier this month. if you know anything about these men, police want to hear from you. police arrested a trio of men for swiping pricey power tools from cars in three counties. whitemarsh township police say they received complaints of multiple thefts from work trucks. police arrested the three men with 197 counts of theft. police announced today they will issue body cameras similar to these to members of the department in willingboro. officers say it's because of improvement in camera technology. they believe the cameras will reduce frivolous lawsuits and officer complaints. all uniformed sfrsz will wear them. detectives will have to wear them on assignments. and cameras will be replaced with new ones every 30 to 60 months. texas tea party conservative ted cruz announced his candidacy for president today. >> cruz is not the best known or the best financed candidate for 2016, but is he the first. "nbc10 news" national correspondent steve handelsman reports from washington. >> reporter: held close by conservative christian, texas senator ted cruz launched his campaign in virginia. at jerry falwell's liberty university pledging to return americans' freedoms. >> our rights they don't come from man. they come from god almighty. >> reporter: cruz is aiming at iowa, the first primary contest next february. >> about 40% of the iowa caucus vote among republicans is conservative christians. a lot of competition in that space. >> reporter: before pastor mike huckabee or scott walker or jeb bush or anybody else announced, cruz did today on twitter. >> i hope i can earn your support. >> reporter: conservative activists love the 44-year-old freshman tea party senator, but the republican establishment does not. to kill obamacare, cruz talked nonstop. >> i would not eat green eggs and ham. i do not like this. >> reporter: he blocked senate business for 21 hours and helped shut down government. obamacare will be a key to cruz's campaign. >> imagine in 2017 a new president, signing legislation, repealing every word of obamacare. >> reporter: imagine so many republicans running. >> i think there's eight or nine who could be the nominee. there are eight or nine more who's going to run. we've never seen a race like this. >> reporter: but only one went first. the big question is if finland, adults who were exposed to parents smoking were 1 1/2 times more likely to have arteries clogged with plaque. the study tested children in the 1980s and then again as late as 2007. getting high on pot packs a stronger punch than it used to. researchers say the levels of thc in marijuana sold in colorado turns out to be three times higher than it was 30 years ago. thc is a compound that actually gets people high. scientists say they also discovered today's marijuana has more con tanments in it. today a medical breakthrough involving a health problem that's been around for decades. >> formal spine is when your spine is completely straight and they said that mine was curved like an "s". >> reporter: her doctors fitted her with a brace she was supposed to wear 22 hours a day. philadelphia. the reaction from nurses when they walked in the door was life-changing. >> you all come with that ugly brace we all hate. you could see her face -- her face just -- i'm sorry. her face just lit up, like oh my god they're going to listen to me. >> reporter: at shriner's there's a new treatment option for patients like jillian. it's a surgery that corrects the spine with a flexible rope inserted into her back rather than the traditional stiff rod. it's a fusionless surgery that will allow her to move and function much easier in life with a rapid recovery. >> out of all the patients we've done, we've not had to place screws and rods in any of those patients. >> reporter: these x-rays show the difference in jillian's back before and after the surgery. her alignment improved by half and she was back to normal activities in just 30 days. >> we really made advances that have pushed -- pushed the field forward and improved the care of these children. >> so happy that i got it over with and i'm able to just live like regularly. >> reporter: when you see her now playing volleyball tennis, running track, what are you thinking? >> like it never happened. >> reporter: after the minimally invasive surgery, the spine is realigned and can continue to grow with flexibility. it is expected to remain straight without any additional procedures. jillian and her family drive from long island to philadelphia every six months for routine checkup at shriner's. >> we will drive here as often as we have to for her treatment forever, as long as they'll have us. >> she is doing so well. now, since offering the treatment, more than 100 patients between the ages of 10 and 15 have undergone the surgery. they have all been able to resume their regular activities including sports after about one month. now, prior to this type of surgery being developed, it would have taken six months to a year for patients to recover. plenty of sunshine out there today, but that winter chill continues. we got a little melting of that snow again today. refreezing again tonight as temperatures drop into the 20s. we do see a significant warm-up this week. but it's only temporary. we have some showers that we're going to be tracking and possibly some thunderstorms as well. great visibility here. remember last week when the visibility was practically nothing with the snow? 41 degrees, a 12-mile-an-hour wind and 6 degrees colder than it was at this time yesterday. and we have had some pretty cold weather. friday's high of 37. yesterday, 48. today so far 41. the average high is 55 for this time of the year. and, of course enough cold weather to keep the ice and the lake is not totally ice covered but a lot of ice for this time of the year. and look how cold it was today. 16 for the low in mt. pocono. 20 in pottstown. 21 in doylestown. 24 in northeast philly. 26 in millville. 18 in toms river. that's a really cold morning for late march. and we're only in the upper 30s to the low 40s right now. even with all that sunshine. we have the clouds coming in from the west that's going to prevent the temperature from dropping much overnight. this light snow there is not going to make it as we go into the night tonight. it's just too dry on top of us. but the warm air, that's going to be moving in. it's going to take a while. maybe a couple showers on wednesday. but thursday is the day where this front comes in the warm surge comes in ahead of it and we get some showers again. maybe some thunderstorms. at least one day a bit of a tease towards spring. mostly cloudy and cold tonight. 28 for the low in philadelphia. 21 north and west. that's well below average. so is this. a high tomorrow in the mid-40s. about 10 degrees below average. starting off with clouds. giving way to sunshine. but at least the sun and the sunset are giving us a longer day. every day is a longer day. this time of the year. wednesday, still chilly. chance of a shower but the main threat of showers is thursday. that's the main warm-up. look at that. 68 degrees. it's possible we could hit 70 if everything goes right. but then it's colder on friday. and look at how cold it gets next weekend. a high of only 38 on saturday. low temperatures back in the 20s. so, that is back to winter just as we're heading toward april. >> it's cold but at least we have some unusual about that except that it has no driver. it will be the first and longest coast-to-coast drive by an automated vehicle. the car is designed to navigate roads without a human hands on the breaking news story. if you live in philadelphia and your trash isn't getting picked up on time blame it on the bad weather. the streets department says the extreme weather took a toll on their trucks. as a result, trash pickup has been impacted with scattered one-day collection delays. in a statement, the streets commissioner said there had been several occasions where sanitation trucks have benefitted with snowplows to assist in snow removal. in these instances, sanitation trucks account for over one-third of the vehicles used during snow removal. a pro athlete from our area known for hitting a baseball has put his fame behind a different cause. this one involving pit bulls. mike trout, who grew up in cumberland county, will pop up on billboards feature a new spay and neuter campaign. they will loin state roads in bridgeton and millville. it will offer low income families to have their pit bulls spayed or neutered for free. trout is now an outfielder for the los angeles angels. last year he was named the american league's most valuable player. he graduated from millville senior high school back in 2009. [ male announcer ] another reason more people stay with state farm. get to a better state. ♪ ♪ right now on "nbc10 news" at 5:00 still stuck. this frontier airlines jet was supposed to take off from delaware last night, but nearly 24 hours later, the plane remains off the taxiway and stuck in the mud. crews have been hard at work all day long. >> but this retrieval job isn't as easy as getting the plane back onto the concrete. passengers who planned to leave the airport in new castle county for florida around 10:00 last night finally took off on a replacement plane today. tim furlong has been at the airport all day so tell us how things are progressing. >> reporter: slow. that's the best word for it slow. very slow. crews have been nudging and tugging and pushing this plane all day. they really only got to to move a few inches. now they have air bags under the right wing. that's the one that's tougher to see from our perspective here. the gear on that side of the plane is deep in the mud. the engine that hangs from that wing is a few inches off the ground. they're trying to inflate the bag, lift it up so they can then drag it and twist it over to the concrete. it really is just a good thing everybody was okay. >> it felt like a tire blew. >> reporter: the tires on this orlando-bound frontier jet didn't blow. the pilot just veered off the concrete. >> the whole plane went like that and we stopped. we got deplaned and i could see the tires were half in the mud. >> reporter: frontier says the 105 passengers and 5 crew members were okay. they don't say how or why the pilot ended up in mud. we saw people who saw it happen from the parking lot. >> the engines were revving. the normal taxi engines were revving. >> reporter: everybody is glad this didn't happen at higher speeds but kids were bummed they didn't get to disney and universal on ti

where they got a voucher for a hotel. by noon frontier had a replacement plane in from the hub in denver. mechanics and inspectors came too, and they brought extra tires. the delaware national guard lent them a steel mesh that can create a firmer trail for the tires to follow once you get pulled out of the rut. but getting it out of the rut, well, that's the tricky part. on the bright side the plane has become a bit of a novelty. >> i just want to get a close-up picture of the wheels in the mud. >> reporter: and it is pretty interesting to see. you can see for yourself right there what it looks like out here. it's pretty amazing. every time we think they'll make progress, everybody back as way from what they're doing and they don't make any progress. it's tough to tell exactly what's going on. passengers tell me a flight attendant hit the wall pretty hard when the plane left the runway butter it didn't sound like he had to go to the hospital. we didn't hear much about the pilot. that person probably not having their best day on the job. we're waiting to see what that orange air bag does see if they can lift up the right side of the plane. hopefully once it's up they can twist it over. we were talking about it in the tv truck here. that right side of the plane where the wheels are there, that's got a long path to go to sort of twist it back this way. it's got to be 30 or 40 feet to get that side of the plane over onto the concrete so they can get it down to a hangar. we'll continue to follow it for you. interesting to watch. when they start moving we'll bring you back live. tim furlong, new castle county airport. the philadelphia police department has nearly 100 ways it can improve. >> that's the recommendation from the department of justice. in a report released today analyzing philadelphia officers use of force. among proposed changes, they want the department to better embrace changes. harry hairston live at philadelphia police headquarters. >> reporter: they're saying police are doing it the old-fashioned way. they say they're not taking advantage of the technology that will help them more accurately document exactly what happened in an incident of deadly force. >> just for an example, the one that stands out the most would be that the department is still taking typed statements, interviews from officers versus audio or videotapes. we believe it makes it more of a summary statement than the exact statement from the officer. >> reporter: they also say in this report of the 91 recommendations they believe there needs to be more training better a.m. there were no animals inside this barn fire in mansfield, burlington county. skyforce10 over the scene at mt. pleasant and island roads. no word yet what started the fire. two people are hurt after a dirt bike collided with an suv in philadelphia's mayfair neighborhood. nbc10 on the scene at hawthorne and englewood streets. we're checking with police. it's still unclear what caused this accident or who exactly got hurt. we'll stay on top of it and bring you updates as soon as we have them. we're officially in a spring frame of mind. it's kind of hard to think pring when it feels like here. we're talking about freezing temperatures tonight? >> below freezing. any kind of snow that melted during the afternoon and today, it's going to refreeze tonight. the flag showing we still have wind making it feel even colder than those temperatures in the 40s. felt more like 32 degrees in afternoon than 43 we're seeing right now. 39 in allentown. 40 in pottstown. only 27 in mt. pocono. 39 degrees in wildwood. we have clouds moving in from the west. that's going to prevent the temperature from dropping into the teens. 20s is cold enough for this time of the year. so, we're in the upper 30s by 6:00. temperatures dropping close to the freezing mark by 10:00. most of the suburbs will be below freezing by 10:00. we do expect warmer weather this week. plus the showers. all the timing. i'll go through the seven-day in a few minutes. now to the race for philadelphia mayor. the campaign is off to a fast start but one candidate already faces questions about his eligibility to run and where he gets his money. >> the nbc10 investigators found that milton streit paid fines over a lack of transparency. he spoke to our investigative reporter mitch blacher. what's the explanation? >> reporter: there is no explanation why he was 25 days late in telling the public where his campaign got its money. he's been busy explaining to a judge why he should be allowed to stay in the race. in the past week mayoral candidate t. milton streit has spent more time in a courtroom than campaign trail. >> it's politics. >> reporter: he's been fighting questions about whether he lives in philadelphia which any mayoral candidate must. >> if they don't have anything on this. they have to reach for something. you know and it's -- you know i don't -- you know it's just foolish. >> reporter: the controversy started when he mistakenly filed as an independent instead of a democrat. the allegations surfaced that street lived with a girlfriend in new jersey. a judge has said street's name can be on the ballot as a democrat. his residency will be decided later this week. but the nbc10 investigators found new questions about his campaign's transparency. this campaign finance report filed by friends of t. milton street was filed 25 days late. >> and i paid the fine. >> reporter: how much did you pay? >> it was about $120. >> reporter: the nbc10 investigators found $125 fine came out of the $3200 street's campaign has raised. according to the filing, it took the campaign 25 extra days to report two campaign contributions. >> you came back here to find out about what? >> i came down -- >> absolutely i came down here to find out about the transparency of where you raise money. >> it's filed. it's on record. >> reporter: now, both those contributions in street's campaign came from private donations. at 6:00 we're taking a look at the entire mayoral field, where they get their money and how they spend it. i'm live in the digital operations center mitch blacher, "nbc10 news." from our south jersey bureau teenagers looking for summer jobs can head to camden. mayor announced today there are a number of seasonal summer employment opportunities in the city. positions pay anywhere between 8.50$8.50 and $15 an hour. so, how many jobs are available? >> we will be accepting applications to fill nearly 160 youth positions, ages 14 through 18 and close to 140 adult positions. again, ranging from age 18 and above. >> for those who are interested applications are available at the department of health and human services. one minute passengers were waiting for their trains to arrive. the next they were stunned by what unfolded right in front of them. a man jumped onto the tracks and then was tased by septa police. we talk to septa about why they say their officers had to do it. do you recognize this man? the crime police want to talk to him about. turning the other cheek. after mo'ne davis got trashed on twitter, she chose not to fight back. wait until you hear how she responded to another player's attacks. we are following developing news out of virginia. the charlottesville police says an investigation found nothing to support a gang rape happened at the fraternity at the university of virginia in 2012. as nbc's jay gray reports, it was described? a controversial "rolling stone" article last year. >> reporter: more than two years after an alleged gang rape on the university of virginia campus, almost five months after a controversial report on the accusations, sparked national outrage and debate this afternoon police released details from their investigation into the case. >> we're not able to conclude to any substantive degree that an incident that is consistent with the facts contained in that article occurred at the fraternity house or any other fraternity house, for that matter. >> reporter: questions about the validity of the accusations began just after "rolling stone" magazine published an account frommed from alleged victim using the assumed name jackie who said she was sexually assaulted by seven men as part of a pledge ritual as the fraternity on campus. but discrepancies from the story quickly emerged and "rolling stone" issued an apology, admitting they never spoke to the men and, quote, our trust in her was misplaced." while police are not ready to close the case they do point out friends of the alleged victim question her story. there was apparently no fraternity party on the night of the alleged attack and jackie has refused to cooperate with their investigation. >> we were very distinctly told she was not talk to us she would not file a report she did not want an investigation that we were not to talk to her again. >> reporter: the results of a separate independent at 6:30 for the latest on this developing story. new york real estate heir robert durst is still in a louisiana jail. a magistrate ordered him held without bond on weapons and drug charges. the magistrate said durst is both a flight risk and a danger to others. he will be back in court april 2nd. durst is accused of killing a long-time friend in 2000 in los angeles. he's also been a suspect in the disappearance of his wife, kathy. the 2016 presidential race has its first official candidate. overnight texas senator ted cruz announced he's throwing his hat into the ring. the texas tea party republican senator used twitter to help kick off his campaign. this morning he laid out his platform in virginia at jerry falwell's evangelical liberal university. he promised to return americans' freedoms and took aim at president obama's affordable health care act. >> imagine in 2017 a new president, signing legislation, repealing every word of obamacare. >> now cruz is aiming at iowa. the first primary contest next february. the big question is whether cruz can raise the money he would need to run a strong campaign after iowa. a rush of republican hopefuls are expected to make announcements over the next few weeks, including former florida governor jeb bush among others. bush won't say he's officially a candidate just yet, but in december he said he's exploring the possibility. but will the list include new jersey governor chris christie? last month his supporters launched a superpac to begin fund-raising for a possible presidential run. once consider a front-runner for the gop, christie's image took a hit after a few political scandals including closing lanes on the george washington bridge. on the democratic side former secretary of state hillary clinton is expected to announce her bid for president some time soon. clinton has recently come under fire for using a private e-mail server for government business while serving as secretary of state. the bodies in seven orthodox jewish brothers and sisters who died in a brooklyn house fire this weekend have arrived in israel. the remains of the children arrived at ben goren airport and taken to a cemetery in jerusalem with a police escort. a crowd of mourners gathered to pay their respects. yesterday hundreds of people gathered in brooklyn for a funeral service. the three girls and four boys ages 5 to 16 died when a fire engulfed their home on saturday. their mother and 14-year-old sister remain in critical condition. people cried in the streets as the children's father delivered a eulogy over a loud speaker. >> please everybody, love your students. love oregons, children. that's all that counts. understand that. >> investigators believe the fire was started by a hot plate left on in the kitchen that malfunctioned. in raleigh, north carolina three construction workers are dead after a scaffolding accident. emergency officials say the workers fell to their death during the collapse of the high-rise construction project downtown. a fourth construction worker sush vooifed and is in the hospital. a portion of scaffolding fell from an 11-story building crashing into a parking lot below. the department of labor is investigating what caused that accident. investigators with the national transportation safety board are on the scene of a deadly helicopter crash in florida. the helicopter crashed into a guest home in orlando sunday. the three people inside the chopper were killed. the helicopter took off from orlando executive airport and flew about two miles before crashing. so far, there is to indication why it went down. >> got to pick up the wreckage take it to another site probably the airport where we can dig a little deeper into the aircraft themselves. we'll look at the engine. we'll look at the flight controls. >> investigators say it appears the flight was a personal sight-seeing trip. well the calendar says it's spring, but it doesn't look that way in chicago. the snow came down hard during the morning commute. up to 5 inches fell in the chicago yair. there were hundreds of flight cancellations and significant delays at chicago's airport. similar scenes in rochester, minnesota, where folks there are dealing with 10 inches of new snow. police helped clear accidents and cars stuck on the roads while utility crews repaired downed power lines. well our weather doesn't seem quite so bad by comparison. we've got the cold air but we don't have the snow. that system that did hit chicago looks like it's going to weaken before it gets here. we'll be seeing a refreeze. we had melting of the snow we got last week. now it's going to freeze tonight as temperatures drop into the 20s. we're going to warm up as we go through the week but we'll also get rain maybe some thunderstorms before the week is over. a lot of blue in the sky. visibility is great. but the wind is picking up. 18 gusting to 25 miles an hour. the temperature, 43 degrees. relative humidity is very low. and the temperature has been very low compared to the average is 55 for this time of the year. friday it was only 37. so far today, we're only 43 so we've had quite a stretch of cold weather. and tomorrow's not going to be anywhere near average either. 29 degrees in allentown right now. 43 in philadelphia. 27 in mt. pocono. there's warmer air. not too far away. nashville, 73 degrees. even st. louis is 61. look at chicago, 30. we're going to get some of the warmer air. and then some of the colder air is coming. so it can get warm but it can't stay warm in this kind of a pattern around here. it's dry and cold. this is the remnants of the chicago snow but it's going to fall apart as it gets here as can you see on the futurecast. it just dies out. we have another weak system coming in tomorrow. possibly couple of showers on wednesday as a result of that. and then on thursday that's when we have the main threat because this cold front coming in, surge of the colder air, 73-degree weather, headed up in this direction. if the timing is right, it could get to 70. it's not that unusual. three years ago today it was 80 degrees here. that can happen. well, there's the mild air. let's see if it heads this way. there it is. for thursday, just getting in here and it leaves. now it's cold again. by friday. there's sunday. we've got cold air all over the place. next week still cold. the mild air refuses to come up and stay here. the kind of pattern. until it changes, i'll let you know. fy see any signs of that happening. so far, don't see like winter over the weekend. high on saturday of only 38 and lows back in the 20s. flags in new jersey are at half-staff today honoring a marine killed in last week's helicopter crash. governor chris christie ordered the lowering of the flags at state government buildings. one of the seven marines who died in the florida training mission crash was from basking ridge. 31-year-old captain stanford henry shawiii graduated from ridge high school. he attended the u.s. naval academy and was based in north carolina. the blackhawk kel kopter erhelicopter crashed in training during heavy fog. in addition to the seven rangers, four national guardsmen died in that accident. a former delaware deputy attorney general was in court today, but on the other side of the law. 35-year-old daniel simmons pleaded guilty to raping a teenage boy. simmons worked for the justice department's misdemeanor unit in delaware. police say simmons and an unnamed college student met the 16-year-old through social media. simmons now faces up to 15 years in prison. the college student is awaiting trial. after simmons' plea the victim's family released a statement saying we want him held accountable and don't want him to hurt anybody else. rest and relaxation when the time comes to enjoy your golden years, will you stay here or will you leave town? a new study says more people want to move away when they retire. where most of them want to go and where pennsylvania new jersey and delaware rank on the national list. and a whole lot of shaking going on just days into spring a crop of potholes remains very high. today, brand new numbers about just how many craters have been filled across philadelphia. sorry, florida. according to a new survey the sunshine state is nowhere near the top of the list when it comes to the best places to retire. today bankrate.com released its annual list of best and worst states to retire. number one on the list wyoming. arkansas ranked the lowest. nearly a quarter of those surveyed said being close to family mattered most. instead of the beach, 40% wanted access to rivers, mountains and lakes. they also look at health care and crime rates. delaware took the 19th spot. pennsylvania came in at 21. new jersey was number 45. good news at the pumps. prices are going down. the national average is at $2.42 today. that's down a penny over the weekend. philadelphia's gas prices are above the national average. a gallon of regular gasoline cost $2.54. prices are lower in parts of jersey and delaware. aa you'll pay $2.28 a gallon. in south jersey it's $2.14 a gallon. next on "nbc10 news" at 5:00 commuters watch as a man jumps off the train platform right onto the tracks. >> that's when septa police sprang right into action. what they say they had to do for the man's own safety. also ahead, smash and grab. it's not jewelry, cell phones or electronics these thieves are after. why air bags are so attractive to thieves in philadelphia. insults online. mo'ne davis is the target of a tweet attack. hear her reaction why she's doing more than just turning the other cheek. right now at 5:30 train station tasing. this is video nbc10 just obtained from septa police. showing officers tasing a man after he jumped onto the tracks at a busy center city rail station. >> nbc10 talked to septa police about why they said they had no choice but to subdue the man. >> reporter: septa police wasted no time trying to retrieve the man walking on the tracks. as you can see, he didn't cooperate and didn't stop. >> we worked very quickly. being in the track area is a dangerous area to be in. >> reporter: the man whom septa said was having a mental breakdown, jumps up on the divider between the tracks after one officer uses a taser, the man stops and teeters but keeps going. >> our police officers are trained in safety awareness in the track area and there's good communication in our system. >> reporter: he doesn't get down until it appears he has another brush with the taser. on the ground kicking his legs the man lays there while two other septa officers respond. they try to get control of the man, but once he gets up, he takes off down the tracks. eventually, though, police are able to get him to safety. the man was taken to a nearby hospital for psychiatric evaluation. septa police are conducting an internal investigation. in the meantime to ensure their officers followed proper protocol. right now, philadelphia police are looking into a second round of car break-ins. the thieves are on the hunt for air bags. >> the crimes happened overnight in the ron hurst section. nbc10's deanna durante is live at the scene of this morning's smash and grab. >> reporter: it's apparently easy prey for the thieves. you have cars parked around everywhere. in this morning's case police tell us thieves were after a very specific type of car -- hondas. they tell us it's very easy to break through the window reach in and unscrew the air bag and take it with them. >> no two air bags are the same. you can't put this one in this chevy car. you can't put this chevy one in this acura car. >> reporter: mike thompson salvaged these air bags from cars junked at his north philly lot. he can install it for half the price of new ones. that's why it's so attractive to thieves. >> there's only two bolts that hold this air bag in. this is a plug that plugs. >> reporter: they bolt easily so they must unbolt easily. >> they do. >> reporter: a problem these along this north philadelphia street learned all too well. police alerted victims they were targeted. some patched up their busted windows. others got cars to auto body shops early. any idea how much this is going to cost you? >> well i know it's going to be $500. >> reporter: he says he knew thieves hit a few blocks away earlier this month and he knew the thieves preferred hondaings. philadelphia police are looking into the thefts. investigators say hondas are the number one targets by thieves. high demand for all parts, including air bags. a new one will cost a repair shop $1,000 but used -- >> i have not seen an air bag for a couple hundred dollars. >> reporter: the problem for unsuspecting car owners, the serial number is not visible and once taken out, they don't know where it came from. they say it's okay for you as a consumer to ask where the parts are coming from that places are getting from your cars. if they get it from a dealer, it will have the parts number. you can find out where it was sold. if it was from a salvage yard you can ask to see the receipt to prove they really did buy it. deanna durante, "nbc10 news." take a look. police say this man stole a woman's wallet right out of her purse. surveillance cameras catch the man red-handed last wednesday near a deli on south 23rd in south philadelphia. the woman purchased something and mistakenly left her purse behind. the man saw the purse, took the wallet and ran. if you recognize him, call police. some disturbing video out of north philadelphia. you can see a small child walking up to a counter in the middle of a market. on friday two men walked into this store pulling a gun on an employee behind the counter. police say the two men cased the store before returning and robbing it. it is the third full day of spring. yes, we're counting because we hope it's going to start feeling like spring. right now it feels like fall out there. we didn't make it out of the 40s today. >> that's right. we are colder than normal for this time of year. nbc10 first alert chief meteorologist glenn "hurricane" schwartz says it's going to drop below the freezing mark today. really, glenn? >> yeah. just about everybody will be in the 20s tonight. if we didn't have the clouds moving toward us some places would be in the teens. bright and blue out there in the poconos. of course, where it's the coldest of all. this is big bear. the ski conditions are pretty decent and will be as we head to the weekend. it's going to be a cold weekend here. 39 degrees in allentown. 40 in trenton and mt. holly and pottstown. lancaster as well. this is the area of clouds coming in that produced significant snow in chicago earlier today. but the whole thing is weakening. we're just going to see the clouds from that and that's going to prevent the temperature from dropping even more than it is. it's dropping low enough down near the freezing point by 10:00 in philadelphia and, of course below freezing elsewhere. that means a refreeze of whatever melted during the day today. we'll see how much warmer it gets this week and when more rain is coming. we'll have the seven-day in a few minutes. now from our jersey shore bureau, a woman is hit by a car after the driver's windshield gets covered with snow. it happened on stratford township when snow on the roof of the car slid over the windshield blocking the driver's view. the car then hit a woman walking in the parking lot of the southern ocean medical center pinning her underneath. she had to be freed by firefighters, but was seriously injured. >> it's always a good practice to have a broom or something of that sort in your vehicle to clear off the snow before you start your travels. >> new jersey law requires drivers to remove snow and ice from their car roofs before hitting the road. an important heads up for philly drivers. tonight penndot begins work on a project to improve connections on several major roads. starting tonight at 9:00 there will be lane restrictions on i-95 and aramingo avenue part of a project to rebuild ramps and improve connections on i-95 the betsy ross bridge and aramingo avenue. penndot plans on building a direct connection between the bridge and aramingo. work on the $160 million project is expected to last until the fall of 2017. you can expect lane closures and new traffic patterns during that time. an organization of some county commissioners in pennsylvania has come out against governor tom wolf's proposal to change gas well thieves. the governor wants to replace impact on shell with a $25 million annual payment. the majority of the impact fee revenue goes to local governments where the wells are drilled but the governor wants to give pennsylvania more of a stake in the industry. the public can say a final farewell to eagles legend this thursday. a viewing will be held from noon to 4:00 and again from 6 clost to 9:00 at connell funeral home in bethlehem. a private mass will be held friday for friends and family. the hall of fame linebacker died over the weekend. the man known as concrete charlie played for the eagles from 1949 to 1962 and was the last nfl starter to play regularly on both offense and defense. he was 89. it is cool and dry today. perfect weather to patch the still unstoppable crop of those potholes. next, while the battle is ongoing, the results are building. wait until you hear just how many craters the city of philadelphia has already filled. and continuing to impress, especially off the field. hear mo'ne davis react after a college player attacked her on twitter. pothole season is in full swing. and today we lerparned just how bad the problem is in philadelphia. according to the streets department they have filled more than 15,500 potholes since the beginning of this year. our cameras have captured road crews out and about, working to patch the craters. if anybody's benefitted from this, it's got to be the local auto body shops and tire shops. from our jersey shore bureau you'll soon see a lot more coast guard helicopters in the sky starting wednesday through april. the coast guard begins helicopter training. they are practicing coverage of the secure air space over washington. you can expect to see and hear the choppers at least twice every day during this special training. most flights well between ocean city to stone harbor. when most kids get insulted they fire right back. we already know little league star mo'ne davis is far from the average kid. wait until you hear how she reacted after a college player went after her on twitter. from chilly today to downright cold jersey have arrested a group homeworker for crimes against two girls. nicole: we all have different needs for our children and basing all of the childrens' needs on one test is not the right road to go down. and something's got to change. okaikor: and the ones who are taking the brunt of it are our children. all the other things that make you a great human being is not important anymore. what's more important is: can you answer a-b-c-d? gina: what am i going to learn for my child from this test that my teacher can't tell me right now? here are some of the stories making headlines on "nbc10 news" at 5:45. 15 hours and counting that's how long this plane has been stuck in the mud after it veered off the taxiway at new castle county airport. it happened around 10:00 last night. crews are still working to free the plane. no one was hurt. the justice department says poor training has left philadelphia police officers with the mistaken belief that fearing for their lives alone is justification for using deadly force. that's one of the many findings from a federal assessment team. commissioner charles ramsey requested they review his department because of the number of officer-involved shootings in the city. philadelphia police are searching for a thief or thieves who are smashing car windows and stealing air bags. someone broke into five cars overnight and made off with those air bags. all of the vehicles were hondas. just a few weeks ago nine hon das were also targeted nearby. funeral has been set for the linden police officer and his friend killed early friday morning in a wrong-way car crash in staten island. >> meanwhile, the condition of the two officers injured in that crash remains critical. nbc10's brian thompson has the latest. >> reporter: it's been 3 1/2 days since the crash on staten island's expressway and we're learning more about joseph rodriguez, the civilian in the car of linden cops. >> he's such a good person. he wanted to help his community. >> reporter: that's county dpw director talking about how rodriguez wanted to be a cop. he'd worked at the dpw for six years before quitting last summer to focus on his quest. but his death in this car full of cops added to tragedy linden is coping with this week. >> he aspired to be a police officer, so i think this is going to be kind of love and the same type of feelings are going to be felt for him as well. >> reporter: the mayor expects a huge turnout for both funerals scheduled this week. officer frank will be bury onned on thursday, and rodriguez on friday. a passenger and driver are in critical but stable condition at staten island hospitals. >> we're shocked. >> reporter: while awaiting the results of the investigation, speculation continues whether this social media account of drinking offers a clue. an earlier post said their night began at a sports bar. there doesn't seem to be a lot of blame right now. >> i don't believe anybody is trying to blame anybody for it. i think they think it's a tragic accident. >> reporter: the mayor has said they have received several calls who want to donate on behalf of the officer vigiano. because he had no wife or children, the mayor suggests maybe a scholarship fund will be established. brian thompson "nbc10 news." tonight we'll learn more about plans to breathe new life into a vacant property in atlantic city. atlantic city officials will hold a public meeting at atlantic city convention center. we told you last week when they announced plans to revamp the sprawling bader field property. they believe it should come in phases beginning with the installation of baseball and soccer fields. >> currently a vacant property. probably one of the most valuable on the whole of the east coast because it's surrounded by water. >> at tonight's meeting we'll hear from a developer who will be there to propose his ideas. well, some of the places that had a good bit of snow on friday, still have some around. and it melts during the day and now it's going to refreeze again tonight as temperatures drop into the 20s. we're going to be warming up quite a bit. later this week but it's just a temporary thing. i do not see an overall major change in this pattern. we're tracking some showers maybe with some thunderstorms with that warmer weather. well we've had some fairly gusty winds over the last couple of hours. but camera outside our station not showing much wind now. showing a lot of blue in that sky, though. it's a beautiful looking day. 43 degrees, though. gusty at 25 miles an hour at the airport. that's not so beautiful for a lot of us who would like to see spring. look at all the clouds coming in from the west. that's with a system that produced the snow in chicago. but it's all going to weaken here. what it is going to do, provide the cloud cover to prevent these temperature from dropping even more. than they will be. they would be dropping into the teens if we had clear skies tonight. 39 degrees in allentown. 40 in mt. holly and trenton. there's snow that was in chicago earlier. that part of the system's going to weaken. we have very dry air on top of us now. and so any of the snow just disappears as it moves eastward. now, that's not going to be the case by wednesday. we have a weak system coming in and we may get a few showers there. the main threat comes on thursday with the warmer surge and also a front coming in. so warm air, plus showers on thursday. just temporary, though. there's the mild air. not too far away. 70-degree weather in that. and it gets pretty close to us on thursday. some places could get to 70. but it doesn't last. not only the cold air starts coming down. arctic air trying to come back as we head into the weekend. and next week it's not super cold but it's still not spring-like. for tonight, we have mostly cloudy skies. again, that's keeping the temperature up. 28 degrees in philadelphia. 21 north and west. tomorrow we start off with those clouds. gives way to sunshine in the afternoon. that will help push temperatures into the mid-40s. that's still about 10 degrees below average. and another chilly day on wednesday with a chance of a on saturday and lows back in the 20s. >> thanks glenn. senator bob casey of pennsylvania is pushing for universal pre-kindergarten for all kids. today philadelphia educators joined him in the fight. senator casey recently introduced a bill called the prepare our kids act. the loejegislation is meant to strengthen coordination between early childhood programs and school kids. he says universal pre-k will lay down a foundation for long-term economic growth that will ensure our nation's children can compete with any throughout the world for the jobs of the future. here's a look at some of the things the bill will do. support states to provide at least one year of voluntary pre-kindergarten to all children, also limits class size to a maximum of 20 students and the bill provides funding for full-day, year-round programs. with her arm and her spirit mo'ne davis won over the hearts of kids and adults alike. >> but not everybody is a fan of the little league star. next mo'ne's response to a college player trashing her online has her in the national spotlight once again. then coming up on "nbc10 news" at 6:00 -- where police caught one driver doing this damage to a local school's athletic field. mo'ne davis is showing once again why she is no ordinary 13-year-old. >> today the star wrote a letter asking for bloomsburg university to give another athlete a second chance. that athlete sent a derogatory tweet to her over the weekend. john clark from comcast sportsnet joins us. really taking the high road. >> absolutely. showing great maturity when receiving praise. now she's handling her detractors the same way. bloomburg university joey castleberry for his tweet where he said quote, disney is making a movie about mo'ne davis. what a joke. he later apologized and his twitter account has been deactivated. now, her letter to the university mo'ne davis' letter while i was admit i was pretty hurt when i read his comments i was sad he was dismissed from the team. he made one dumb mistake. i'm sure he would go back and change it if he could. we all make mistakes -- >> we're obviously having audio difficulties here. we apologize. can you see on the screen the with a hard truth. a new report says they must make dozens of changes to the way officers use deadly force. the u.s. justice department looked at 400 officer-involved shootings since 2007. they found those shootings have led to significant strife and distrust among the community. and they have made 91 recommendations to help fix that. nbc10's harry hairston joins us live from philadelphia police headquarters. what are some of the most pressing issues? >> reporter: among the many pressing issues one deals with teaching officers how to de-escalate situations so that deadly force doesn't become an issue at all. another is getting officers to regain the trust of all communities. >> we have nothing to fear. i mean listen, we contacted doj. i knew it wasn't going to be a report to come out, you know talking about how great the philadelphia police department is. >> reporter: police commissioner charles ramsey couldn't be more right about this report. the bottom line, the department has a lot "nbc 10's" matt delucia is live in olney at what will be the starting line. matt, tell us more about what still has to get done. >> reporter: tracy, a couple more days left. come sunday morning it will not be clear. it will have 40,000 runners. a very big event out here. 40,000 people will be out here plus their families and supporters. we spoke with the blue cross broad street run race director yesterday, he said volunteers have been very busy the past few days packing food and snacks. they'll continue today. they've been setting up the tents at the navy yard at the finish line. the race starts 1/2 hour earlier this time around. if you've been doing this for the past few years, you want to keep that in mind. the race will be broadcast on "nbc 10." >> live tv coverage this year is a new feature for all of us. we're all working hand in hand to make that a success. we're looking forward to making that happen. we're going to put our best show forward. it's our 36th year doing it. we think we have it down at this point. >> reporter: again, broad street will be closed sunday morning. it's a good idea to plan another way around if you need to be in this area. if you are running, don't forget to pick up your bib and other race related gear today at the pennsylvania convention center. 5:30 students are getting ready to run. one student said this race changed his life. i'm matt delucia in olney. you can watch this live. this is the first time it's ever happened. sunday our live coverage begins at 8:00 a.m. a show of solidarity with baltimore. people in philadelphia held peace full protests in center city throughout the day yesterday. as the sun began to set the, the tensions began to rise. the crowd of protesters tried to force their way onto the vine street expressway. police did not let that happen. "nbc 10" was there as one person was taken into custody. you see that video there. now the march began at city hall where more than 600 people gathered to call attention to a racially charged debate in the wake of the death of freddie gray. >> they like to suppress what goes on in the system. we're not here for this today. >> i came out here because the tone has to change. >> the crowd marched for miles at times bringing entire city blocks to a stand still blocking traffic. despite a few clashes no one was hurt and there were two arrests. meantime there are conflicting reports about what happened leading up to freddie gray's death. >> accords to the washington post donte allen rode in the van with gray but couldn't see gray because of a solid divider between them. our nbc station in baltimore reports gray was already unresponsive by the time allen was loaded into that van but alan insists he heard the banging. >> all i heard was a little banging for four seconds, a little banging, just little -- you know what i mean? boom, boom. just little banging. >> gray's autopsy report shows no evidence that he banged his body against anything on his own. gray died from a spinal injury a week after his arrest. six officers involved are now suspended. new jersey state troopers will remain in baltimore until next week or maybe longer. yesterday governor christie extended their deployment. 150 troopers and police workers left mercer county for baltimore. they've been helping enforce the curfew there. pennsylvania state troopers are heading to baltimore to help. happening today, camden county is celebrating two years for its restructured police force. officials say the commitment to community policing has helped reduce violent crime in camden. there will be a public celebration at pine point park in north camden. a new safety policy borne out of a tragedy goes into effect today in gloucester county. they put a ruling in place requiring police cars that are going at least 20 miles an hour over the speed limit to use their lights and sirens. the policy comes after a franklin county police car hit and killed a 10-year-old boy as he was crossing a road. a standoff ended late last night, and when it did police found a suspect dead and a woman wounded. the standoff played out for more than three hours at a town house in north wells. they swarmed the house after neighbors heard a burst of gunfire. a woman who was shot was like in the parking lot. witnesses say they saw a person run into the house. police surrounded the house and evacuated neighbors. >> two squad cars and they came down across the street from me with their guns drawn. next thing i know all hell broke loose. the police went into the home around 10:00 p.m. and they found the suspect dead. they haven't said how he died. the woman was air lifted to the hospital. no word yet on her condition. a judge will sentence a philadelphia man for killing and dismembering another man. keith tolbert pleaded guilty. he and two prostitutes killed frank zarzicky during a robbery in 2013. police say tolbert cut up the body put the remains in a trash bag and tossed it into a schuylkill river. officials found the bag and called police. this former youth football coach facing sentencing today for child sex abuse. a philadelphia jury convicted leon watson jr. of assaulting five of his players and a developmentally disabled adult. watson used to coach the ron hurst raiders football team. police arrested him in 2013 after getting an anonymous tip he was abusing some boys on his team. 5:07 now. the eagles will enter round two with a new wide receiver in tow. here's roger goodell introducing the birds first round pick last night. >> with the 20th pick in the 2015 nfl draft the philadelphia eagles select nelson aguilar, wide receiver, usc. >> there he is. nelson aguilar, the birds' 20th pick overall in the draft. he was southern california's leading receiver last year. he can also return kicks. >> before the draft that's the eagles fans yelling, do the deal. they wanted them to trade up to get oregon quarterback marcus mariota. chip kelly did talk with the tennessee titans about trading up. it wasn't very realistic. the price was too high. the eagles have the 20th selection in the second round of the draft tonight. survivors. fire forces people out of the restaurant. this morning we're learning more about how that fire started. today bucks county cultural center is holding a fund-raiser for relief efforts following saturday's deadly earthquake in nepal. the fund-raiser will be at the cultural center in chalfont. this is new video from nepal where cleanup efforts are underway. they're clearing out rubble and debris from the buildings and homes destroyed by the quake. most of people in nepal have moved back indoors after sleeping outside for fear of after shocks, and listen to this. a 4-month-old is back with his family after rescuers pulled him from the rubble. they heard the child and they were able to get to him. he only had a few scrapes and bruises. 6,000 people have died. a u.s. ebola clinic is closed in liberia. this comes after nearly all of the u.s. troops fighting that virus were withdrawn in february. that's because there was a sharp decline in the number of victims. right now liberia is conducting a 42-day countdown to be officially ebola free. well voters in new jersey appear to have made up their minds about embattled senator robert menendez. their verdict, guilty as charged. a new poll finds that more than half of the people surveyed believe menendez is guilty of corruption. 28% say it's very likely he's guilty. last month a federal grand jury indicted menendez and a friend on corruption charges. he's accused of accepting nearly $1 million in bribes in exchange for political favors. just about 5:16. another candidate has thrown his hat into the ring officially in the decision 2016 presidential race. vermont independent senator bernie sanders announced yesterday he'll make the run for the white house as a democrat. he joins hillary clinton in a race in which she is the heavy favorite. sanders kicked off his campaign with a blast against the rich. >> we can't continue having a nation in which we have the highest rate of childhood new information at a fire at the red stone american grill in burlington county. an "nbc 10" viewer showed us this video of flames shooting out of the roof of the restaurant. it's in the promenade in east ham township. the fire started in the kitchen area we're told. there were people inside at the time. they all made it out safely. there's a lack of volunteer firefighters across the state of pennsylvania. state senator randy vilokovich says there are 50,000 volunteer firefighters in the state. 300,000 years ago. he says the state needs to come up with a strategy to boost those numbers. happening today the philadelphia streets department is warning drivers to expect some street closures and some parking restrictions through the city. now this is because of some street resurfacing projects taking place in several neighborhoods including olney, germantown university city center city in south philly. the work starts tonight and it's going to last until the end of june. definitely avenue to get on by. heading out the door in cheltenham hazardous road conditions and reports of that on east township line road in walker avenue. we'll check in with area bridges. we are counting down to the blue cross broad street run where thousands of people will hit the streets on sunday morning. matt delucia is live in olney. matt, there's a lot to get done in the next couple of days? >> reporter: that's right. as you look behind me you can see that traffic is still moving on broad street. all of that will happen come sunday morning. this will be the starting line for the 10 mile journey. by 8:00 a.m. on sunday, this place will look very different and filled with thousands of runners. 40,000 runners will be out here plus families and supporters. we spoke with the blue cross broad street run race director. he said vol lun tiers have been very busy getting everything ready to go. they've been setting up the tents at the navy yard as well. this is the 36th year for the race. a lot of work to go done ahead of time. >> there's a lot of packing getting done. the loading of equipment. the water is being delivered to storage areas. we have runner refreshments. 80,000 pieces of fruit getting delivered today. >> so a lot of work behind the scenes that is for sure. for the rest of you, broad street, as i mentioned, will be closed sunday morning. it's a good idea to plan another way around. if you are running pick up your bib and other race-real estated gear today or tomorrow. live in olney. matt delucia, "nbc 10 news." you can watch the blue cross broad street run on "nbc 10" and on our sister station telemundo 62. this sunday our coverage begins at 8:00 a.m. a show of solidarity for baltimore from the city of brotherly love. peaceful protests in philadelphia did turn a bit tense after an emotional day of demonstrations. a crowd of protesters tried to force their way onto the vine street expressway. "nbc 10" was there as one person was taken into custody mp you see that scuffle there. the march began at city hall where more than 600 people gathered to call attention to a racially charged debate in the wake of the death of freddie gray. >> this country likes to suppress the honesty about what's going on. >> i came out here because the tone has to change. >> now the crowd marched for miles yesterday, at times bringing entire city blocks to a stand still blocking traffic. despite a few clashes, no one was hurt. there were two arrests. meantime, there are conflicting reports about what exactly happened leading up to freddie gray's death in baltimore. a new police report contradicts another suspect's account that gray deliberately banged his body against the wall in a police van. according to the washington post donte allen was in the van with gray. he couldn't see him because of a solid divider. "nbc 10" reports that gray was already unresponsive by the time allen was put into the van but allen hearded banging. >> all i heard was a little banging for about four seconds, you know what i mean. i heard little banging, you know? just little -- you know what i mean? boom. boom. just little banging. >> gray's autopsy report shows no evidence that he banged his body against anything on his own. gray died from a spinal injury one week after his arrest. six officers involved in the arrest are suspended. yesterday governor christie extended the officer's deployment until tuesday at the request of maryland's governor. 150 troopers left mercer county. they've been helping enforce baltimore's curfew. pennsylvania state troopers are heading to baltimore. it's being called a triumph. >> happening today, camden county is celebrating two years of its restructured police force. officials say the commitment to community policing has helped reduce violent crime in camden. they'll hold a public celebration at pine point park in north camden. meantime, a new safety policy borne out of tragedy goes into affect for law enforcement in gloucester county. the prosecutor's office put a law in place for police cars going 20 miles an hour over the speed limit to use their lights and siren. the policy comes after a franklin county police car hit and killed a 10-year-old boy as he was crossing the road last december. a standoff montgomery county ended late last night. when it did, police found a suspect did and a woman wounded. the standoff played out for more than three hours at a town houn complex in north wales. s.w.a.t. swarmed the complex after they heard a burst of gunfire. that was around 7:00. witnesses say they saw a person running to the house. police surrounded that house and evacuated neighbors. officers went into the home later and found the suspect dead. they haven't said how he died. the woman was air lifted to the hospital but no word on her condition. all right. 6:06. time to talk eagles draft. the eagles have a new pass catcher this morning, not the pass thrower that everyone wanted them to draft. here's nfl's commissioner roger goodell announcing the birds first round choice in chicago. >> with the 20th pick in the 2015 nfl draft, the philadelphia eagles select nelson aguilar, wide receiver usc. >> there he is your newest eagle. nelson aguilar, 20th overall pick. he was southern california's leading receiver last year and he can also return kicks. this is before the draft, eagles fans yelling do the deal to coach kelly. they wanted him to trade up to get oregon quarterback marcus mariota. chip kelly did talk with the tennessee titans who had the second pick about trading up possibly for mariota, but the price was too high. the eagles have the 20th pick in the second round of the draft tonight. alleged involvement and why he should not have been behind the wheel in the first place. 6:23. the septa police is going to have the force equipped with body cameras by this summer. the septa police was wearing one yesterday during the protests at city hall. they've been testing the cameras in a pilot program. the chief says they've helped neutralize dangerous situations. >> this isn't going to solve all of the problems. it's a piece that moves us towards gaining trust. it's another step towards transparency. >> the battery life isn't very long so police have to activate the cameras in order "nbc 10" and telemundo 62 are proud to bring it to you live. first time this has ever been done broadcasting the entire race from start to finish. "nbc 10's" matt delucia is live in olney. >> reporter: 40,000 runners will be out here sunday morning. 850 will be part of a group called students run philly style. 55 different schools in the area. they'll have 200 mentors who teach them the ins and outs of running to use this ten mile run as a way of learning outside the classroom. many use this as a way of building confidence. nate moser is one of them. he started running when he was in high school. before he started running he was depressed and overweight. now he's much more fit. now he wants to trade in his landscaping tools and wants to be a health and phys ed teacher. >> i enjoy what i do but the satisfaction i get working with the kids through students run doesn't compare. i like doing that so much that i would rather be a teacher and get the satisfaction on a more consistent basis from working with young people. >> the first time they test their strength. running ten miles is not an easy thing. they have to come to that point where they prove themselves if they're going to keep going or they're going to stop and they struggle through that and, you know, they just put one foot in front of the other. they prove to themselves they can do anything that life throws at them. >> i've talked to several people over the past couple of years, very good group of them. they say these races are very tough. they do this. they do the philly marathon as well. once they cross that finish line it's very good. they get determination and confidence. they along with thousands others will be out here sunday morning at 8:00. this is where that starting line will be. you see that traffic is still open right now. come sunday morning this is all going to be shut down. you want to plan an alternate route if you're in the area if you want to be around this area. it's going to be pretty hectic out here come sunday. life live in olney, i'm matt delucia. ready. we have a live special called ready, set, run. the blue cross broad street run tonight at 7:00 on "nbc 10." more than 600 people marched through philadelphia as a show of solidarity for the maryland man who died from injuries he received while in baltimore police custody. this is the scene last night outside the prison in oln city. they marched for miles hoping their message was heard. at times protesters brought entire city blocks to a stand still. despite a few clashes with police the rally was peaceful. two arrests and no one was hurt. there were conflicting reports about what happened leading up to freddie gray's death. another prisoner says he banged his body against the van but we have information that he was already unresponsive. we have new information about this fire at the red stone american grill in burlington county. an "nbc 10" viewer sent us this video showing flames shooting from the restaurant in the promenade at stage. there was a fire in the kitchen. people inside were able to make it out safely. this morning charges are still pending against a driver in a hit and run that left a temple university student who is still clicking to life. rachel hall is still in critical condition. police say the driver is 18 years old. they said he called his parents after the accident and did tell them what happened and the parents then told police where to find the car. investigators say the teen had only a learner's permit and he confessed. >> he said he struck the girl and he panicked because he had a permit and he left. >> police are still waiting for the district attorney's office to approve charges against the driver. temple tweeted this message following the crash our thoughts and prayers go out to rachel hall and her family. the temple athletics family is with you every step of the way #templestrong. a woman from salem county faces up to ten years in prison after pleading guilty to assault charges after being caught in this video. this woman beat the other woman in front of her toddler. the little boy was trying to kick harris away from his mom. a judge will sentence harris in june. happening today a judge will sentence a philadelphia man for killing and dismembering another man. keith tolbert pleaded guilty to murder and other charges. police say tolbert cut up the body and put it into a trash bag and put it in the schuylkill river. this former youth football coach faces charges for child sex abuse. leon watson jr. was convicted of assaulting five of his players and a developmentally disabled adult. watson used to coach the ron hurst raiders football team. they arrested him in 2013 after getting an anonymous tip that he was abusing some boys on the team. a former port authority official could plead guilty today for his role in the jersey jam bridge scandal. that's according to a report by our nbc station in new york. we're waiting to see if david wildstein makes an appearance in federal court today. he was governor christie's appointment appointment. e-mails revealed that an aide for the governor christie, ordered the closures in an apparent act of political retribution. christie denied knowing about it. a police in barnegat county say they solved a case. >> the suspect is the mayor's son. we told you how vandals spray painted graffiti all over buildings and a track and bragged about it online. the mayor's son and a friend are the ones in this video seen tagging an abandoned business. we spoke to the mayor about her son's charges. >> horrified. mortified. and confused. very, very confused. did not understand how he could do those. it appears that he may have fallen into the wrong crowd. >> computer crime experts helped lead them to the suspects. the main campus of rutgers university is still having problems with the internet service. service is still down. the school says it hopes to have an update today. the network crashed at rutgers on monday morning. it is the secretaryond cyber attack this month. the fbi is already investigating the first attack. jon stewart has a new gig lined up this summer. the lawrenceville native and his wife recently bought a farm in new jersey. the location hasn't been revealed yet but the couple is said to be starting a sanctuary for farm animals that are rescued from abuse and neglect. stewart is a long-time animal rights advocate. seaworld san diego faces nearly $26,000 in fines for allegedly training workers to safely interact with the killer whales. the california division of occupational safety and health cited them because they ride and swim with orcas in the medical pool even though keepers aren't allowed in the water during shows. seaworld plans to appeal. in the coming months the philadelphia museum of art will bring its paintings to the people. here's a live look at the museum. this month it will launch a series of inside out exhibits that's what they're calling it. it will place reproductions in communities over the months. it includes delaware county government building and media and the police department in hadden field camden county. the exhibits will feature high quality copies of pieces by cezan, monet and picasso. speaking of art, we're getting to see what love park looks like after the new makeover. philadelphia parks and recreation officials unveiled the final designs at a public meeting last night. and, drumroll please here we go thank you, tracy, here's the new design. it includes a renovated welcome center, a fountain that will shoot water 35 feet in the area there will be three grassy areas, gardens, trees and shade. they used ideas from the public to come up with the design. now from our delaware bureau. kent county will be losing jobs. dover downs says it's cutting about 2 dozen positions. the casino will also stop offering table games during the early morning hours. dover downs announced the cut backs yesterday following a drop in earnings. happening this weekend, some big needs. >> now it is my pleasure to introduce ronald l. hurst the vice president of conservation of museums and the chief cura curator. it goes without saying that ron plays a significant leadership role at williamsburg directing initiatives across the foundation and importantly expanding decorative arts research. drayton hall's staff is particularly happy to have him here this evening. what began as a series of correspondence grew to collaborative research and then finally the 27 objects from drayton hall. ron has helped contexturalize the architecture of the hall. ladies and gentlemen, let's give a warm welcome to ron hurst. >> thank you, and everyone, i'm so pleased to be in charleston. i never miss an opportunity to come to the holy city, it is one of those very special places, whether you're interested in histor historic ar chitecture or not. >> for many people, the popular image stops there. while all of these elements are in fact a part of the early south story, the full picture is so much richer and more complex. the region was also home to people of french hugano dissent and those of german extractions. as well as moravian families like of that benzian who moved to the north carolina piedmont before the revolution. there were scottish presbyterians. southerners were not the two dimensional anglo african society that's depicted in popular media. instead, this he were a surprising diverse and multi-cultural people right from the beginning. historians have known this to be the case because it is readily apparent in the documents. the objects made and used by early southerners also revealed that compelling story. from fine art to totalitarian objects the material record of the south is much more complicated and visually arresting than many observers suspect and that's what i would like to explore with you this evening. i'll begin by sampling the imported materials which are often ignored in studies of this kind. imports are important because they tell us about the buyers cultural and economic affinities. staggering quantities of european and asian goods flowed in. they usually arrived in one of two ways. several cash crops were shipped to sale for ports in britain and sometimes the west indies. >> alternatively southern consumers at all economic levels could purchase goods directly from local retailers like william pretus and still standing on the street today. its interior probably resembled the one that was recreated at a nearby store. one of the best views into the home was found in 1767 advertising broadside for tarpley thompson and company. i quote, just imported from london in bristol. it lists literally scores of different types. carpets, silk and leather shoes. glass and earth and ware. ornamental china. >> the best quote of all. at a very great variety of almost every article that can be thought of. don't miss the visuals around the outside of this piece. the text is framed by a border with coffee pots, tea boards, gloves, stockings, shoes, hats and more. lest we think such wares were only available in annapolis and charleston. i can confirm that merchants in mountains of virginia offered these. the merchant in hook in bedford county virginia provided china, feather plumes, stonewares, transfer printed teapots, you name it, he had it for sale in 1772. so much for coon skin caps and deprivation on the frontier. stylish attire topped the list for southern householders. this 1750s gown was made from silk in london but belonged to elizabeth dandridge in tidewater, virginia. and this gown made of cotton from east india belonged to a woman called ann breckinridge about 1810. martha washington in these shoes in 1759 and caroline reid carried this about 20 years after the revolutionary war. despite the international origins from which all of these things were made. all of these finished goods were imported to the south from britain. that was the law of the day. >> ceramics followed a similar source coming in huge numbers. the range included cheap ware like this dish and akin to this cup excavated from the yard of the hayward washington house here in charleston. stoneware found its place to places to as rural as the piedmont. pearlware like this teacup made it from england to tennessee's elk river rally by 180. this was all long before the advent of mechanized travel. chinese export also arrived in quantity. we see teawares like this service used by the first members of the drayton family to live at drayton hall. fwild guilding that was added in england. this service was used which the lear family in washington, d.c. table wares appeared too. the massive 1764 order in virginia, and the maycon family service which was used in the pmentd. there was ornamental china. this tall and colorful originally sat on a mantle at drayton hall. one of the most ornate examples known from the early south. silver and silver plate came from the mother country, too. far more than most people realize. as evidenced made for tidewater virginia family made in 1771. these candlesticks ordered by john park custus and his maryland wife in 1774. this london silver in the neoclassic taste was made for william and hannah bultry in 1772 and this large english cup was fashioned to commemorate a horse race in north carolina in 1754. can you see the engraved horse and jockey on the front. english silver was pouring into the south in vast amounts. perhaps the least understood is furniture. but diligent research over the last decade has turned up a wealth of well-documented pieces and we're beginning to see a pattern. most of these goods were of a straightforward design. often termed the neat and plain style by 18th century consumers like this clock made in scotland and used by the last governor in virginia. or this english side board table with its italian modern top which was owned by the family in southern maryland at their plantation called the plains. they often used terms such as good and well made of their kind. they were looking for quality, but not usually ornaments, except in some cases, these are the exceptions, perhaps none as remarkable for its expense and elegance as this book case. this object has all of the available editions from purely ornamentally carving, right down to hardware on the drawers. drayton was making a statement about his position and taste even with his imported furniture. early southerner imported everything from fine arts to furniture, to architectural stonework to wall coverings, virtually all of it came through great britain. they revealed cultural empath s empathies. they sought to follow the latest fashions that were trendy in the mother country. looking at imports is instructive. the clearest hallmarks are seen in the goods actually made by early southerners. artists and artisans that echo their own backgrounds. especially in the coastal plain of the early south. let's look a few of those. it was limited to the coastal plain. utilitarian vessels. and modeled on english forums. this chamber pot and colander. similarly this bird nesting bottle made in york town virginia about an industry later looks exact like its english counterparts. the sugar dish and tea pot of the 1770s excavated ear in charleston, they are almost certainly english imports, but a slight chance that they were made by english potter john bartland. he made goods akin to these. that's the point of course, if they are charleston made. you can scarcely detect the difference between them and english examples and that's what low country patrons wanted. english influences is also stro strong. his technique is unmistakably english. depicted here in her teens. it is likely based on engraved images of english noblewoman rather than something that this teenage girl actually wore. in furniture consider this book case, the maker very obviously lifted the design right out of thomas chippendales cabin director. the premier english pattern book of the day. english influence is even deeply reaching into the back country at an early date. as evidenced by this tall-faced clock from frankfort, kentucky. even the floral inlay on the pediament. it was used by lowery's contemporaries also imported by britain. we could make the same observations with regard to silver and needle work and architectural details. let's look at other cultural influences in the early south. england is not the only source. although fabricated on the shores of the river in the 18th century, a number of pieces of furniture including these two tea tables exhibit all of the hallmarks of furniture. the heavily shaped rails they are all identical to furniture made in dublin, lemmeric and shannon. at least two settled near one of the small towns on the river and continued to make furniture just as they had learned in ireland. how do we account for this phenomenon? there was enormous growth in chesapeake and wheat production during the third quarter of the 18th century. and surprisingly more than half was shipped not to england but to ireland. that coincided with indentured servitudes. most of those were irish immigrants. they came to the port of baltimore, but sold to planters and masters. hence, irish cabinet makers near tapphannic, virginia. the welsh were here, too. it is difficult to find but here nonetheless. look at this hearth chair. you've probably never seen another like it, but it is a dead ringer. these seats were used throughout the 18th century to facilitate cooking and other hearth oriented work. scottish influences are apparent as well. scores of scottish cabinet workers he settled in areas. one was robert walker, not to be confused with the cabinet maker here in charleston. he arrived in virginia in the 1740s having been raised and almost certainly trained in aberdeen in eastern scotland. a heavy bold and georgian field that was common in scotland but rarely seen in american furniture of his day. you find it here in the ornaments, the legs and the styles. the characteristics were abundant in the southern back country, too. we see their presence in this robustly scaled chair which descended in the gilmore family. the gilmores settled about 1750. having come from north britain by way of pennsylvania. their chairs maker is not known to us, but it resembles 18th century scottish and irish chairs in both design and construction. and colleagues at the museum of early southern decorative arts recently documented another back country group with scottish ties. looking at the bracket feed and the wide inlays on these pieces, we see that same heavy georgean scale observed earlier in the furniture of robert walker along the coast. the scots pursued other trade as well. in the 1770s, his works have a softer focus that differs pretty sharply from most of the contemporary english painters working in the south. scottish silver smith alexander petree some of the most ornate silver in the coastal south. like this ember coffee pot reveals the direct transfer of ornamental and structural details from coastal scotland to coastal south carolina. we find that transplanted german cultures also thrived in the south. the german cabinet maker worked in charleston during the 1770s and early 80s and produced handsome and sophisticated goods. you see that in the pediment on this book case. it is more important in the marketry decorating the book cates and on the inlays at the feet of the chest. it would be difficult to find another piece of pre-revolutionary american-made furniture that matches the quality of this book case that you can see today at the hayward washington house. german traditions were more pronounced and tenacious in the back country. where some communities spoke german exclusively as late as the 1840s. a ar the arched hood, the cluster on top and the the round window are all typical of dutch and german aesthetics from the middle 18th century. a strong conservative streak in many back country communities. the relationship between the earlier continental traditions is readily apparent in the case of this german clock. note the base. krause, too, was of german booth and brought his ideas with him. >> of course, painted blanket chests often signify cultures and the back country produced them in numbers. german immigrants and their off-spring moved out of pennsylvania and down the great wagon road. their progress can be traced by various schools found along the way. here are just three examples. the work of spitler is found in the northern end of the shenandoah valley. a striking group of chests was made in wisp county. we find this example from green county in tennessee. each of these groups exhibits its own combination of details, techniques and pallets. but note the continuing thread of dramatic symbolism. each of these details was fraught with meaning of those in sync with german culture. similar is seen with dramatic potters. they fabricated sugar pots, dishes, tankers and a variety of other vessel forms that clearly expressed their maker's dramatic heritage. they were interrelated and interdependent. the decorative traditions that they brought were little influenced by outside forces and remain constant over a long period of time. and that has much to do with the relatively close nature of many dramatic communities. in addition to fabricating new o object, they were also adept at putting their stamp on imported goods. covered this dish with an array of engraved ornament. the dish was utterly transformed when it was boldly decorated. >> and the french of course left their mark on the south, too. although often in different districts and at different times. the first wave came about the turn of the 18th century, with the revocation in 1685. french protestants or hugonauts. their cultural legacy is apparent. they all have back rails that are square in cross-section rather than round. this technique was unknown but common in others beginning in the 17th century. they also played a significant role in the low country. a few chairs with construction details and other elements that are quite different than those encountered on the chairs. this one was found here in coastal south carolina in the late 1920s. in addition to its square rather than turned structural elements. it features an open back frame that was designed to be used with a tied-on back cushion. another detail that we almost never see in britain before the 19th century. from the georgia piedmont, consider this chair, one of a very large group springing from a highly focused chair making tradition. these chairs closely rebemble contemporary examples. among the earliest versions of the pattern. >> it probably owes its presence to the french and german settlements. over time these cultures moved southwest in the georgia piedmont and took their craft traditions with them. >> the similar pattern appears in early louisiana chairs. >> they stored text styles in chests and drawers. this concept first arrived in louisiana when they were reported directly from france. migrating french and french caribbean cabinet makers. . pennsylvania brought mid-atlantic craft traditions to that area when they migrated down the ohio from pittsburgh. at the same time, votes still with county proceeduse were prafbling down the ohio and down the mississippi to the gulf coast and then returning from new orleans with goods and new ideas. this outstanding objects illustrate the disparate forces add work even in the back country. in the chest to the left relates a very similar examples from the mid-atlantic coast and probably came to kentucky with a family of cabinet makers from virginia. those short, square cabriole as on both of these xess are quite clearly french. the idea came to north eastern kentucky by way of the river trade with french controlled new orleans. and before leaving the subject of french influence, let's look briefly at painting. french immigration to america's atlantic coast slowed to a trickle during the last decades of a colonial period. but that changed after the revolution. with the french as our wartime allies against the british, the post war period in the nuse united states saw a modest influx of french artists and artsons. among them was one bush ai, even his first name is unknown, but his portraits in maryland and washington, d.c. are very, very french in style and execution. you see here the murray sisters of annapolis on the left and washington's an ogle taylor and her daughters on the right. so far, we've looked mainly at nationalistic groups, but religious communities also left clear physical evidence of thaur presence in the objects that they made. among the most fascinating are the so-called saumentsburgers, a group of protestant christians who were expelled from modern day austria by the catholic church. they wanted to worship in their own way so fled toert european countries. but one group landed in the new colony of georgia in 1734 having negotiated for land with james ogle thorp. they planted a town called ebnoser. two years later, they moved to a more desirable site on the bluffs of the savannah river. the community was essentially annast row german village in georgia auchlt their language, worship, and all craft traditions were strictly german and naturally skunt continued to make german goods like this table. it can be easily be taken for a piece of continental wroodworker was it not for the fact that the table was made entirely by north american woods. members of the society of friends are quakers also moved and resided in groups. as with the saltsburgers, that facilitated the movement of traditions from one place to iernth tact. the group of interrelated quaker families from the delaware valley in pennsylvania moved to the north carolina piedmont in the 1750s, landing in randolph and chatm counties. there, they continued to make the same kinds of goods they fabricated in their prior homes. this is a case in point, found in adjacent almatser about 75 years ago, it's part of a piedmont, carolina group. jessie needham, also of quaker extraction, made this high chest in northern randolph county. like the dresser, it has a very strong pennsylvania accent. and potter william dennis or his son thomas made this earthen wear dish. they came from ireland, new jersey, and then pennsylvania before moving to north carolina, the dennises were among a number of potters working in randolph county. in general, they trained their own children or present sed them to members of their own faith. that kept all this craft members packed and intact for long periods of time o. and certainly no discussion of religious communities would be complete without reference to the muraveians of north carolina piedmont. this is a subject that deserves its own lecture. the church established new communities as it branched out from its north american base in pennsylvania. the most successful was its sale in north carolina which grew from an out post in the 1760s into a thriving and commercially accessible town. in the process, transplants came without alteration from europe to the back country. for example, this desk and book case is the work ofio haun s who trained in germany from integrating to north carolina with other muraveians. it could easily pass for a beings of furniture from the man over region in germany. this chair looks exactly like contemporary beader mire furniture. that's because periodson was born and probably trained on a german danish border where similar goods were the norm. and then the muravian pottery, which is laden with meaningful and also beautiful detailing that springs directly from well preserved germanic traditions. now, less well-known is the broad array of goods made in the south by enslaved mech and women. although people of african decent are counted for a sizable portion of the southern work force, it's often impossible to document their productions with any precision. that doesn't mean the objects don't exist. in 1743, spenceman roe signed an indenture are virginia cabinet maker robert walker whose products we discussed earlier. walker promiseed to teach both monroe and his slave, a man called muddy, quote the trade and mystery of a joiner. now when looking at objects like this t3 table, we must assume that someone like muddy had a hand in the production. the same is true of goods in the shop of peatry. when peatry died in 1768ed, his estate included an enslaved silver smith called abraham who was sthen sold. again, when looking at objects like this one bearing peatry's mark, we should assume that an enslaved hand like that of abraham had something to do with its production somewhere along the way. there are thousands of enslaved citizens working throughout the south. fortunately, there are also a few better documented instances of the work of african americans. one is an arm chair made in the joinery of thomas jennifer's chair. the chair is clearly based on seating furniture that jefferson himself saw and recorded during his travels to france, but it was made in virginia and likely by african hands. and we have a high degree of confidence that this stone wear storage jar was made by david jurbor, a former lay enslaved potter working for hew smith and alexandria virginia in the 1820s. he saved up enough money to buyer his own freedom and eventually that of his wife. it can be useful to consider images like this one by john rose in south carolina. here, he depicts enslaved men and women on his plantation enjoying a period of free time. they're performing a west african stick dance to music provided by several african musical instruments, including a ban jar and a percussion instrument called atia gra which is a gourd filled where seeds and if cased in a long net. both were likely produced by the people using them. few of the objects made by native americans in the early south have been identified, but the story of their interactions with european settlers is depicted in contemporary likenesses by british artists. one year after ogle thorp established the georgia colony, he returned to london with a delegation of yom craw indeans. this scene represents his delegation to them to 25 trusties in london. ogle thorp's transported native american delegation was one of several attempts by english colonists to strengthen the bonds between the two cultures, mainly by introducing the indeans to the splendors of england. english newspaper reports of the day recorded the yom caw's activities on a daily basis, often noting that they were naked except at the waste. a chief is pictured here at the left with his hand extended, a single indian woman is portrayed in english dress to provide a more modest covering. she is the chief's wife. the pink gown reportedly came back with her to georgia and was worn on special occasions for years after. 28 years later, a cherokee delegation was escorted by henry timberlake to the english capital. one of the three natives was this chief. in this ingraving the sgrekts combination of european and native art attire was meant to suggest harmony between the cultures. those round metals around his neck date to 1761 and commemorate the marriage of king george the third and charlotte of necklinburg. and the crescent shaped georget at his chest is engraved with gr three for king george the third. and the most striking aspect of the important is the grip on a scalping knife, a visual reminder between the cherokee and the colonists living in the south. later, in the early 19th century, efrs to fold southern indeans into the main stream society produced objects like this distinctly nonindian sampler. it is inscribed, quote, wrought by christine baker, choctaw mission school, may hew, june 9th, 1830. the society of foreign missions established schools in the rural south for the education and civilization of native american children in the early 19th century. one was set up with the choctaw in 1821 at may hew mississippi. parents were to leave their children at the boarding school where they were to be taught to read, write, and practice a trade. young christine baker was 13 years old when she made her american style sampler at the choctaw mission school and had been there for two years. like in the pupils, she had been required to relinquish her indian name upon taking up residency in the school. she was apparently named for a donor from boston. now, the passage of time and the dispersal of ethnic groups in the south brought many changes to the rooen, some visible in images of the land. the early 18th century english compulsion to control the landscape by rigorously serving the terrain is perhaps best illustrated here in a view of savannah as it stood on the 29th of march, 1734. therein, the town is laid out by ogle thorp reflects his military background and the galitarian approach. the extreme contrast between the limitless bounds of the frontier stretching to the horizon and the regimented lay out of the town itself illustrates england's desire to impose order on nature. george beck's 1805 depiction of boon's knoll on the kentucky river stands in sharp contrast to this approach, almost a century later. had southerners and other americans strove to differentiate themselves from the mother country in the early 19th century, they embraced the ruggedness of the frontier. this is a view of the kentucky river that remoteicized the view of america's wide open spaces. in similar fashion, earlier generationsof artsons in the south, generally -- that pattern receded as the population moved west and southwest in the late 18th and early 19th centuries. back country products gradually took on a look that was more american and less european. aspeblths of the american fancy movement appeared in visually compelling objects like this painted chest from green county georgia. as vibant it is now, when it was new, the red was salmon pink. and this pally chromed mantle from pennsylvania county virginia also speaks to the new penchant for ged goods in the so-called fancy style. and surn craftsmen began to develop forms and motifs to new american cultural trends. tennessee potter fashioned wares that exploited his region's unusual orange clay and featured abstract manganese products that differed wildly from products made along the coast. 20 years later, wares were fabricated with equally abstract ornaments. and a desk made in green county, tennessee, offers an excellent example of the emerging american aesthetic. the object's exterior is genetic and suggests little to us about its origin. but the interior is intricately inlaid with ornaments around it engaging and somewhat naive interpretation of the american spread eagle. so what do we take away from this review? i think we need a new focus. since the 1950s, students of southern material culture have spent a great deal of time and published a great many books and articles trying to persuade the rest of the decorative arts world the remarkable furniture, silver, firearms, ceramics and other goods were made in the south, something that most folks outside the region were frankly unwilling to believe. we don't need to do that anymore. a host of scholars from the pioneering bros in the 1930s to frank horton with the creation of mez duin 1965 to the newest interns in the field have made the case on a thousand fronts. the research is solid and the question is settled. this culture produced extraordinary things. no, our goods don't look like those from boston and philadelphia and new york, but that's as it should be. manmade objects are always a reflection of the time and the place in which they were produced. now that we no longer feel the need to prove the existence of southern material culture, it's time to begin asking what these objects tell us about the people, the places, and the cultures that produce them. to our partners that charleston museum, mez daw, and two other public and private collections, colonial williamsburg recently brought together some 450 examples of standing objects made and used in the early south. they have come together in a 5 -year exhibition at the art mumz of colonial williamsburg and our goal is to see that as a group for further research for examination. now, this evening we talked about ethnic influences that shaped these objects. there are so many other topics waiting to be explored. i hope you'll have a chance to visit and see these compelling pieces of the southern past first hand and occasional showers during the day today, but the heavy stuff will wait until this evening. that's a live view from center city. clouds are moving in. limited sunshine today, but another warm one. harrisburg had some of those scattered, lighter showers. the heavier wet weather is farther to the west. it's moving through west virginia and into western pennsylvania. that will be here late today. 71 degrees right now in philadelphia, 70s for trenton, wilmington is in the 70s. we should be in the 40s at this hour this time of year. so, a very warm start and another day up around 80 degrees this afternoon. but we'll see mostly cloudy skies, and the temperatures, well, they'll be climbing, in spite of those clouds and the threat of showers. as the day goes on, the shower threat will be increasing along with the temperature. by lunchtime 77 degrees. we'll go through it hour by hour with the future weather when i come back. but first, jillian mele is tracking your wednesday morning traffic. good morning, jillian. >> good morning, bill. still following construction from the overnight hours. we have some in chester county. a live look at route 202 right near route 29. you can see that active construction. it's not causing any slowdowns in the area. in fact, average speeds on 202 are in the mid-50s right now. we still have this ramp closure, 422 eastbound. the armand hammer boulevard ramps are closed right now as the result of a long-term construction project. that is expected to be out there for another few weeks. and i mentioned speeds looking pretty good across the area. 55 is what we're seeing on 422, same situation on the blue route this morning. and if your travels take you on 95, no delays. 55 is the average speed there. chris. all right, jillian. new from overnight, philadelphia police are looking for a man who they say tried to run over two officers this morning. this happened. really within the past hour. the officers were running the plates on a car on albert street in frankford and found outside the man inside the car was wanted for murder. when they approached the car, they say the suspect tried to run over them. no one was hurt, but police are still looking for the suspect at this hour. also new overnight, a man is in critical condition after being thrown from his car in a crash in philadelphia just after 2:00 this morning on the inner drive of roosevelt boulevard in ron hurst. police say the driver lost control of his car, smashed into that tree and that's when the car overturned. new from overnight, a 5-year-old girl reported missing in trenton was found safe and sound. an amber alert was issued late last night. police were investigating this case as a possible carjacking. it turns out, though, the family's car was stolen, but the child, the girl was not in the car. new developments overnight in the ebola outbreak. the nurses who treated that patient that died last week at a dallas hospital say they worked for days in dangerous working conditions. national nurses united claims that those nurses worked without proper protective gear and dealt with changing protocols. they also say the entire lab specimen delivery system could have been contaminated. 76 hospital workers are now being monitored. one nurse has ebola. she's doing well. federal health officials are also admitting that the government wasn't aggressive enough in containing the virus and they say they could have been more hands on with that hospital staff in dallas once ebola was diagnosed in the original patient. and an ebola task force has been formed in delaware county. members of that team are meeting this morning to discuss how prepared schools are in this area. nbc 10's katy zachry is live outside upper darby high school with more on that for us. katy? >> reporter: hi, chris. well, every year, the district attorney here in delaware county holds a safe school summit, a way for school leaders and police to meet and talk about the different threats against students. and this morning at the summit, ebola will be one of the first items discussed. the goal is to make sure that all schools here in delaware county are prepared in case ebola becomes a threat locally. yesterday county leaders, as you said, created the ebola and infectious disease task force. they've been invited to this morning's summit, where they'll talk about that virus as well as enterovirus and the flu. now, coming up at 4:30, you'll hear from the county's medical adviser detailing the local ebola threat and the possibilities here. reporting live in delaware county, katy zachry, nbc 10 news. five minutes after 4:00 now. meantime, hospitals in new jersey are being told to test their ability to handle ebola. they're being asked to send in patients to see if the staff can identify them as ebola patients and put on the protective gear correctly. no cases of ebola have been diagnosed or confirmed in new jersey. a new castle company is the one supplying the gear worn by health care workers across the world. the dupont company based in wilkins wilkinson. since outbreak began in west africa, dupont has more than tripled production of those products. the world health organization estimates a monthly need for 300,000 personal protection suits and 3 million of those could be needed over the next nine months. count on nbc 10 to follow new developments in the ebola outbreak and how it impacts this area. and now to a developing story this morning. the coast guard will resume its search this morning for a man who was jet-skiing in stone harbor, cape may county. 68-year-old thomas graham is still missing. officials say he never came home after going jet-skiing in the bay. he was last seen yesterday afternoon in the area of the 1100 block of stone harbor boulevard. sentenced to death. that is the punishment a montgomery county jury handed down yesterday evening for the man who murdered a 10-month-old girl and her grandmother. raghunandan yandamuri showed little emotion as that sentence was read in norristown last night. the jury convicted him of killing little sanvi vienna and her good morning in 2012. lawyers on both sides say they were not surprised by the jury's decision. >> both of us felt that if he had expressed remorse, that we would have had a better chance to save his life, but that wasn't his strategy, and accordingly, here we are. >> defense lawyers say they will likely appeal the death sentence. happening today in delaware county, a former collingdale councilman will be charged for stealing millions from his place of work. james brian pleaded guilty to theft charges. authorities say over 11 years, he stole nearly $3 million to support a gambling problem. he resigned from the collingdale borough council after his arrest last year. today in philadelphia, brandon ruffin is scheduled for a preliminary hearing, accused of murdering a 3-year-old girl. authorities say ruffin kuld panira borum last august. police say he was shooting at a man nearby when a bullet hit the little girl on the porch of a nearby home. a woman braiding tanera's hair was also wounded. happening today in camden, they're celebrating the opening of the first new supermarket in that city in 40 years. it's all part of a rebirth for camden. nbc 10's jesse gary is live in camden this morning. jesse, why did it take 40 years for someone to come along and open a new grocery store? >> reporter: chris, owners of this pricerite say finding the right location took them more than a decade. we're a stone's throw from collingswood. preps were put in place for opening this 41,000-square-foot grocery store. the pathmart closed last year, leaving residents with the nearest alternative in audubon, but the years of searching culminated with this site in the strip mall which has led to today's opening. >> we've got unbelievable support from our partners. and you know, we're in it for the long hall. we've signed a long-term lease, and it's a commitment to the city of camden. >> reporter: this store means food. it also means the ability to put food on the table. coming up in the next hour, the jobs that are going to be generated by the opening of this store. live in camden, jesse gary, nbc 10 news. chris? another part of camden's revitalization is the effort to tear down vacant homes that have become havens for crime. about 60 vacant houses are slated for demolition in whitman park and kramer hill. the city is soliciting bids for the jobs before razing other abandoned properties across the city. neighbors say they're tired of the crime and rodents the rundown homes attract. >> just eyesore. we've got raccoons as big as, i don't know, a tire on the car. >> we're looking at homicides over the last year, more than half of them have occurred inside some type of structure, which is -- it's a win for us to be able to suppress the flagrant violent criminal activity. >> also, there is new information this morning on a move that would be an economic win for camden. new jersey's economic development authority has delayed its vote on whether to give lockheed martin $100 million in tax breaks to operate in camden. the authority said it needs more information before making a decision. the defense contractor has local headquarters in moorestown and a technology lab in cherry hill. now your nbc 10 first alert weather with meteorologist bill henley. >> a warm start this morning. we are in the 70s right now, and we're tracking some showers. we'll see some scattered showers this morning develop and some heavy downpours with storms coming in tonight, but we could see some pretty good showers during the day as well. those heavy downpours could lead to some localized street flooding, but no widespread flooding expected at this time. look at the 70s right now for allentown, northeast philadelphia, millville with clouds overhead. it's dry right now in cape may. cape may will be avoiding the showers for most of the day, but tonight that will change. the wind, that's another story. that is still with us after a breezy day today helping to boost our temperatures into the upper 70s and low 80s yesterday. look at the winds gusting to more than 20 miles an hour in the pocono mountains, reading and lancaster and parts of south jersey as well. we're watching the radar screen, which is showing a line of showers, just some light showers to the west, but this is the heavier rain that's going to move in during the evening hours. future weather showing clouds with us for most of the day. an occasional light shower. this is 8:00 this morning. you see scattered showers moving through the lehigh valley. by later in the morning, we could be looking at heavier downpours for the western suburbs. and then moving into the philadelphia area at 3:00, scattered showers continue into the early evening hours. by later in the evening, we could see heavy downpours enter the picture once again. so, stand by with your umbrella today and plan on dressing lightly. temperatures right back in the upper 70s to near 80 degrees this afternoon with winds tell you about this morning. as you were sleeping, toyota announced that it is recalling 1.7 million cars because of a potential brake problem. now, this affects the crown, noah and auris cars as well as a dozen lexus models. toyota says there has not been any accidents or reported problems associated with this recall. the president and first lady are hitting the campaign trail in this region today. michelle obama will be in pennsylvania to support democrat tom wolf, running for governor, of course. she's headlining a campaign event in the cedarbrook section of philadelphia. meantime, president obama is traveling to new jersey. he will be in union for an event to support the democratic senatorial campaign committee in new jersey. in harrisburg, governor tom corbett and first lady susan attended a ceremony last night to honor pennsylvanians killed in domestic violence this year. each victim's name was read and puzzle pieces were put in place on a map of the commonwealth to show where they died. the ceremony was in honor of october being domestic violence month. now there are just 20 days left until pennsylvania voters will go to the polls and elect their next governor. as election day approaches, you can count on nbc 10 to cover both candidates as they make a final push for votes. medicare's open enrollment period begins today, which will allow you to sign up or make changes to your benefits for 2015. experts say medicare customers will have fewer plans to choose from this year, but they will still have plenty of options. people who are eligible for medicare can transfer out of the affordable care act. open enrollment runs until december 7th and coverage starts in the new year. and today is the last day to file your income taxes if you requested an extension. according to the irs, less than half of the nearly 13 million taxpayers who requested an extension this year have filed that return. 4:17 now. from our delaware bureau, a follow-up on a story we brought you yesterday morning. wilmington police will launch their new homicide unit on monday. it will be made up of four veteran officers and a supervisor. they'll also be getting help from the federal government. 21 people have been murdered in wilmington this year, and there's been an arrest in only one of those cases. new this morning, the ronald mcdonald house is celebrating its 40th anniversary today, and it all started in philadelphia. the co-founders are former eagles general manager jimmy murray and former c.h.o.p. doctor audrey evans. murray went to evans because a player's daughter had cancer. she had a vision for a house where patients' families could stay during a long treatment process at the hospital. well, murray then went to mcdonald's and it snowballed from there. what started as an idea for one house in philadelphia has grown to 336 across the world. >> it's filled with loving people who are there because they want to do something to help. so, the whole surround is helping these families going through whatever it is that they're here for. >> and how great to hear from dr. evans, a true pioneer in this area. they're selling these clown socks today at be going up at times during the day. right now it is dry, cloudy and breezy, too. this is the view from the loews hotel. this camera was shaking in the wind yesterday and the wind is still going, now out of the southeast at 7, but we're getting gusts of more than 20 miles an hour. 71 degrees. five degrees warmer than yesterday. we should be in the 40s this time of year. a much warmer start. clouds building over the entire area. it's going to take some time for the showers to work through south jersey, but we will see them to start with in northern and western suburbs. that's where temperatures right now are in the 60s and low 70s. 69 degrees in chas worth, brandywine at the airport is 70 degrees, 70 in west chester. chester springs and phoenixville both at 71 degrees. very warm start, and it's all because of the storm system that's just to our west. it's those winds coming up out of the south, pushing the warm air into the area, warm, moist air. it's these bright clouds that are to our west that are going to produce heavy downpours later today. and the first could arrive this afternoon. future rainfall showing this morning at 10:00, well, we may not have much rain on the ground by then. there will be some scattered showers, so minimal rainfall during the first morning hours. but as we go into the afternoon hours, by 3:00, we could see a line of heavy showers and possibly some thunderstorms developing. that would drop half an inch in wilmington, closer to an inch in dover. and look at the rainfall amounts for pottstown and into the reading area. the showers will be on and off this afternoon. another line of heavy downpours potentially later this evening. and the totals will be climbing. 1 to 2 inches possible for much of the area, but we could see isolated amounts go even higher than that. once the storms leave, then we've got some changes ahead for the weekend. i've got the seven-day forecast coming up in the next half hour. >> all right, bill. 20 minutes after that's right, chris, construction on 76 eastbound near 30th street in the process of wrapping. and i also just got word of an accident for delaware, new castle, churchmans road, which is 58, right at continental drive. a cleanup is under way from this accident, but it is still blocking all lanes in the area. fire and police are out there directing traffic around that scene, so leave yourself a few extra minutes to get around it. elsewhere, this is 95 right at 495, the northern split between the two highways. all is quiet out there on both of those majors right now. heading to the blue route for drivers in pennsylvania, this is 476 right at the mid-county toll plaza. no accidents to report, no delays on the blue route. in fact, your drive times looking pretty good, about 18 minutes both ways p.m. right here on nbc 10. 4:24 now. ready, set, reduce! philadelphia mayor michael nutter announced the start of an energy reduction race yesterday, a citywide competition to save energy in some of the largest buildings. we're talking about greenhouse gas emissions and the amount of electricity being used. several buildings have signed up for the competition. the three top-performing buildings will be rewarded $5,000 each. more and more teenagers are choosing other ways to get around instead of getting behind the wheel of a car. that's according to a new report from the u.s. public interest research group. those in the millennial generation, as it's called, are waiting longer to get their driver's licenses. instead, the study says they prefer the convenience of public transportation and walkable neighborhoods. so, we checked around into some local public transportation and biking in philadelphia. here's what we found. septa ridership in philadelphia is up 4% compared to last year. in fact, so many people are riding sometimes that there aren't enough seats to go around and folks have to stand. septa crews are working overtime to make more cars available. and philadelphia's one of the best big cities in america for bicycling. according to the bicycling commission, commuting across the schuylkill river bridges increased 260% in the past decade. and two philadelphia neighborhoods rank in the top 25 nationally for biking. that's center city and south philadelphia. three, two, one! >> here we go! >> happy new year! >> and speaking of biking, construction is under way on a new riverfront trail in northeast philadelphia. mayor michael nutter and other people taking part in that groundbreaking yesterday for the new baxter trail, part of the delaware riverfront greenway. the trail is 1.8 miles long and will provide an important link between penny pack park on the delaware river and pleasant hill park. also, a 12-foot-wide asphalt path will connect to the pennypack trail. the mayor hopes it will encourage all residents to get out and explore the city. from our delaware bureau now, a state landmark is lowering its flags for good this week. and they have a lot of them to lower. pearson's flags in new stanton county has been around for 50 years. the 82-year-old owner says with corporate contracts and online sales, business has never been better, in fact, but she's just ready to retire. i can imagine after 58 years of this. she says some of her most cherished memories are the days after the september 11th attack. >> well, everybody wanted a flag. i mean, everybody
