they're underfunded and understaffed and these systems are outdated. it all comes during a time when the faa is going into its reauthorization process to fund the agency. we'll see how that pans out. we'll also see if this lands in hearings on capitol hill sometime soon. a lot of pressure from congress as well. >> probably would not be surprising to see that. pete, appreciate the update. thank you. an important update on a story we've been following all week. more than 7,000 nurses here in new york city back at work this morning. this ends a three-day strike. the nurses union struck a tentative agreement with mt. sinai and montefiore hospitals after workers demanded, not just higher pay, but really what was key was more staffing. >> the union says the new deal will provide enforcement safe staffing ratios and at montefiore, the hospital agreed to financial penalties for failing to comply with agreed-upon staffing units. the hospitals are calling the
>> reporter: good morning, jim and erica. negotiations are stalled. both here at mt. sinai and at monty hospital miin the bronx. the main sticking point is safe staffing. that is the ratio of patients to nurses. nurses on the picket lines right now growing frustrated that there have been no movement on these negotiations. and this is just not a new york city issue. this is an issue that is happening across the country. with these unequal ratios of patients to nurses. that in turn creates a situation where it is really hard to hire nurses and that creates labor shortage and then perpetuates this issue of ratios. it is a vicious cycle, jim and eric erica. >> so we know that hospitals had some warning of the strike and tried to make efforts to replace the nurses during this time.
this comes after talks over pay and staffing with mt. sinai hospital in manhattan failed overnight. the hospitals have been diverted ambulances to other hospitals, putting elective surgeries on hold, transferring infants out of the neonatal intensive care network. that's what got me, vanessa, when i heard babies were being moved out of the nicu. what's the crux of the impasse here? >> reporter: poppy, the number of nurses in front of mt. sinai have been growing by the hour. we expect there are hundreds out here right now. they span two city blocks from 101st street all the way around the corner, down the street coming up to 99th street. the real issue here with these two hospitals, mt. sinai and
again, but until then, we will be striking. >> reporter: are you concerned for patients inside the hospital right now? >> you know, we have been concerned for patients for many years now due to the understaffing of the hospital and that's reqwhy we're out her right now. >> reporter: thank you so much, matt. mt. sinai is still waiting, but two hospitals offered the union the same deal of a 19.1% pay increase to the union. other hospitals accepted it. contingency plans under way here, and they are rerouting ambulances and moving nicu babies to other areas and canceling any scheduled surgeries that are not emergency-related, but the folks out here today, they are saying they would actually rather be inside, victor and alisyn, but they're outside here striking today because they believe that fighting for what they deserve will actually help them to take
this morning. from two major hospitals. this is after failing to reach a deal with their bosses over a new contract. vanessa yurkevich is joining us now. i've been watching all morning out on the streets as you see the nurses have been out there all morning. what is happening with this? >> reporter: that is right, kate. there have been hundreds of nurses lining madison avenue between 99th street all the way up to 101st street outside of mt. sinai hospital. they are at four locations around the city striking this morning. and mt. sinai were unable to reach deals with the union over one key issue and that is staffing. nurses tell us that here at this hospital, staffing is about one nurse for 20 patients and it should be one nurse to four patients. and that is creating difficult working conditions and that is ultimately leading to labor shortages, hard to attract nurses to the profession.
it is a vicious cycle. i want to introduce you to rachel she's a oncology nurse and you worked through the pandemic. why are you hear today. >> we're out here fighting for our patient's safety and their lives. we have close to 4,000 nurses out here today specifically for that alone. it is not about wages, it is never about been wages. it is truly about safety of our patients. and you know, to be completely honest, we have no medical benefits right now. we're not getting paid. that is how important this is to us. and we really care about our patients and we want the community to know that this fight is for them really. >> thank you so much. mt. sinai said that they offered the nurses association the same exact deal that other hospitals and the union agreed to but that it was rejected. now because of this strike the hospital has made other plans rerouting ambulances and patients to other hospitals. moving nicu babies to other locations and canceling any elected surgeries but the nurses

ahead of us. how have you been thinking about both the highs of what you have accomplished as a democrat and the lows of what is happening, as someone who is presumably interested in governance? >> i think, alex, there is a heavy dose of sadness and disappointment, but not just in terms of how democrats perceive today's proceedings. the american public, when you think about, again, this institution and the congress as an institution, the sort of democracy writ large and the notion that the republican dysfunction and chaos and crisis is hasn't golf this institution in the way that it has over the course of the last 24 hours, clearly is a worrying sign, a dispiriting, sinai, think for our republic -- and so i certainly -- as i said, democrats are united in trying to get things done for the american people. we want to govern. we are prepared to govern. as we have done in the past -- and i am just hopeful that the republicans will ultimately learn to do the same. but unfortunately, it doesn't
