With the gulf of tonkin resolution in 1964, the president made his case that there was aggression coming from North Vietnam pointed at the south, and pointed at the United States as well in the attack on u. S. Ships in International Waters on that gulf of tonkin. And remember it is really important to understand when this resolution was brought before congress, every Single Member of the house of representatives, republican
