Stansted: the Case against Irresponsible Growth, and in a referendum organised by Uttlesford District Council, 89 percent had voted against a second runway.
But It was all to no avail. In its White Paper of 2003 the Government declared its support for an extra runway at Stansted, to be open by 2012 at the latest.

BAA, the then owners of Stansted airport, set about preparing for the construction of the second runway.
This included the purchase of some 270 local homes, and in 2008 BAA submitted its planning application for the new runway.

Uttlesford District Council and Manchester Airports Group have until Friday (May 7) to tell the government what they think about Stansted s expansion plans.
MAG wants to increase the airport s capacity, a move rejected by Uttlesford District Council.
They then took the application to the Planning Inspectorate on appeal last summer.
A change in climate laws last month now takes into account emissions from international flights for the first time, leading the Planning Inspectorate to open up a new window for comments.

A group which has fought Stansted Airport s plans to expand for 19 years is changing its name to refocus and rejuvenate its campaign for the longer term.
Stop Stansted Expansion (SSE) formed in 2002 and as well as opposing plans for growth at the Essex hub, the group has campaigned on night flights and changes to flight paths over the years.
But campaigners now feel the time is right to rebrand and a change to Stansted Airport Watch (SAW) has been recommended for approval at an AGM next month.
