ATLANTA (Feb. 23, 2021) The Carter Center today released “Finding Firmer Ground: The Role of Civil Society and NGOs in U.S.-China Relations,” a report that addresses how expanded civil society engagement between the U.S. and China can help stabilize the bilateral relationship.
In the report’s foreword, former U.S. President Jimmy Carter addresses the historical benefits of engagement between the U.S. and China: “Four decades ago, when Vice Premier Deng Xiaoping and I announced our decision to establish full diplomatic relations, we knew that we were opening an era of opportunity for both nations. I am proud to have witnessed the benefits that followed, including peace in East Asia, expanded bilateral trade and investment, and a prosperous friendship between the American and Chinese people.”

China Review News: The British government announced that the new policy on British National Overseas (BNO) passport and visa will take effect on January 31. Do you have any comment?
Zhao Lijian: In disregard of China s solemn position and the fact that it has been 24 years since Hong Kong returned to the motherland, the British side blatantly violated its commitment, formulated the so-called bespoke policy of abode and citizenship in the UK for BNOs, and continued to expand its scope of application. By trying to turn many Hong Kong residents into second-class citizens in the UK, the British side has discarded the mutual understanding on the BNO between China and the UK. The BNO today is nothing like what it was. The UK s move grossly violates China s sovereignty, interferes in Hong Kong affairs and China s internal affairs, and runs counter to international law and basic norms
When Deng Xiaoping arrived at Andrews Air Force Base outside Washington in January 1979, his country was just emerging from a long revolutionary deep freeze. No one knew much about this 5-foot-tall Chinese leader. He had suddenly reappeared on the scene after twice being cashiered by Mao, who famously described him as “a needle inside a ball of cotton.” But in 1979 he knew exactly what he wanted: better relations with the U.S. He and President Jimmy Carter appeared to be serious about resolving differences. While reporting on these meetings, I had the impression that they were aware they were appearing in a kind of buddy film, and were using the opportunity to suggest clearly that they were ready to cooperate.
