Police and prosecutors had at least three opportunities following the April 3, 1985, rape of Joyce Yost to prevent the man who had sexually assaulted her from making good on his threat to return and take her life.
Breakdowns in communication between multiple individuals, agencies and Utah’s courts allowed the suspect, Douglas Anderson Lovell, to repeatedly leave custody before he at last returned to Yost’s apartment and killed her.
Lovell has spent the last 35 years in prison and faces the death penalty for killing Yost days before she was to testify against him in court. Yost’s body has never been located.

SALT LAKE CITY â The National Weather Service's Salt Lake City office has issued a new wind advisory for parts of Davis and Weber counties Wednesday morning.
According to NWS Salt Lake City, gusts of 55 mph are possible through noon, "especially in the normally prone areas of Farmington, Centerville, Bountiful."
Gusts of up to 40 mph are also possible near canyons in eastern Box Elder, northeastern Salt Lake County and near Logan Canyon in the Cache Valley.

UDOT will be working on 185 projects across the state this year, with a value of $3.45 billion, many of which span multiple years. Planned improvements range from repaving rural highways; building freeway-style interchanges; widening and repaving interstates; and demolishing and rebuilding bridges.

Vaccine Appointments Filling Up
The New York Times ranked Utah as one of the most efficient states in the country in using up its COVID-19 vaccines, but there have also been lots of appointments going unfilled. Last week in Utah County, the health department couldn’t fill several hundred vaccine appointment openings. They’ve since started to pick back up now that Utahns 50 and older are eligible.
