Austin R. Cooper is a predoctoral researcher at Stanford University’s Center for International Security and Cooperation and a PhD Candidate in History and Sociology of Science at the University of Pennsylvania. His dissertation explores the international controversy sparked by 17 nuclear explosions that France conducted in the Algerian Sahara between 1960 and 1966. His writing has appeared in
