House leaders vow to act fast on amnesty resolutions for former rebels
LEADERS of the House of Representatives have filed a resolution calling for swift congressional action on granting amnesty to former rebels. In a statement Sunday, House Majority Leader Ferdinand Martin G. Romualdez said he, along with House Minority Leader Joseph Stephen S. Paduano, and House Speaker Lord Allan Jay Q. The two legislative measures grants LGUs the authority to purchase vaccines for their constituents without observing the stringent procurement regulations provided by Republic Act 9184 or the “Government Procurement Reform Act.”
House Bill 8648 or the “Emergency Vaccine Procurement Act of 2021” is authored by Speaker Lord Allan Velasco, Minority Leader Joseph Stephen “Caraps” S. Paduano and Ferdinand Martin G. Romualdez.
On the other hand, HB 8649 with the same title as HB 8648 was filed by Quirino Rep. Junie E. Cua.
The two proposals seek to expedite the purchase and administration of vaccines by giving LGU’s exemption from compliance with the strict public bidding requirement under RA 9184.

DAVAO CITY – The interim Bangsamoro Parliament on Friday, January 29, passed a resolution, declaring its full support to the pending House bills seeking to extend the term of the Bangsamoro Transition Authority (BTA) until 2025.
At present, four bills are pending in the House of Representatives to move the elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) from 2022 to either 2025 or 2028.
In a statement on Saturday, January 30, the Bangsamoro Parliament said the first two measures were House Bills 8116 and 8117, filed on December 1, 2020, respectively, by Antique’s lone district Rep. Loren Legarda and Maguindanao second district Rep. Esmael G. Mangudadatu.
