Rainsy charged for inciting obstruction to lockdown order

The Phnom Penh Municipal Court has charged former opposition leader Sam Rainsy with obstructing lockdown measures and inciting social chaos and issued a warrant for his arrest, according to Ministry of Justice spokesman Kim Santepheap.
The charges were levied against him after he called on people in Phnom Penh and adjacent Takmao town in Kandal province to ignore all government lockdown orders and leave their homes and go about their daily business as normal.
Rainsy, the self-exiled former president of the Supreme Court-dissolved Cambodia National Rescue Party, made the appeal via a video clip posted to his Facebook page on April 24. He dared the government to put an immediate end to the lockdown.

At least five people have been charged, detained, or convicted for allegedly violating the new COVID-19 law during a two-week lockdown enforced in Phnom Penh and Takhmau.
The authorities have arrested at least five men in separate incidents for violating lockdown measures. Three men, including Ung Chanthouk, who is a two-star National Police official, were arrested for social and drinks gathering, which is against current restrictions.
The trio has been charged under Article 4 and 11 of the COVID-19 law, which carries a maximum of three years in prison, said Kuch Kimlong, spokesperson of the Phnom Penh Municipal Court.

Man gets one year in prison for violating lockdown measure

The Phnom Penh Municipal Court on April 18 sentenced a man to one year in prison for cutting off a barricade tape in a lockdown area in Phsar Depot II commune of Phnom Penh s Toul Kork district last week. This marks the first case that a Covid-19 measure violator has been tried.
