Metro Manila (CNN Philippines, December 29) President Rodrigo Duterte rejected some items under the 2021 national budget over questions on legality.
Presidential Spokesperson Harry Roque bared on Tuesday a list of budget provisions which were vetoed by the President a day after the ₱4.5-trillion spending plan was signed into law as Republic Act No. 11518. In his veto message, Duterte said the provisions either go against the Constitution or do not relate to particular appropriations.
Among these is the power of some government agencies to retain and spend the revenues they collect. The Department of Social Welfare and Development (DSWD) assured the immediate distribution of social pension of indigent elderly beneficiaries across the country.
As of Dec. 18, DSWD reported that it has provided the social pension of more than three million senior citizens out of the 3.7 million target beneficiaries for 2020.
The payouts in different regions are done manually through DSWD’s special disbursing officers.
DSWD has also transferred the funds to local government units to expedite the distribution of assistance to senior citizens.
The agency assured the beneficiaries and their families of its efforts to conduct a speedy distribution of assistance.The DSWD, in coordination with local government units, implements the Social Pension for Indigent Senior Citizens provided for under Republic Act 9994. The program provides monthly stipend amounting to P500 to indigent senior citizens to augment their resources for their daily subsi

CEBU CITY The Department of Social Welfare and Development (DSWD) in Central Visayas has disbursed P60,792,000 in emergency cash subsidy of P6,000 each to a total of 10,132 low-income families in Central Visayas as of December 9 this year.
DSWD-7 Regional Director Rebecca Geamala said that the Bayanihan 2 is not to be interpreted as SAP 3 or coming after SAP 1 and SAP 2 under the already-lapsed Bayanihan to Heal As One Act, Republic Act No. 11469.
Geamala said the DSWD started implementing the Emergency Subsidy Program (ESP) under the Bayanihan to Recover as One Act, Republic Act No. 11494 as the agency’s response and recovery intervention to the COVID-19 pandemic.
