Official Secrets Act is no threat to journalists : Boris Johnson insists

Boris Johnson has claimed a review into the Official Secrets Act will not affect journalists – but refused to abandon a Home Office consultation on the issue. Under sweeping changes being proposed by ministers, there are concerns that reporters could be hit with lengthy prison sentences if their stories upset the Government. The consultation, which is seeking to reform the 1989 Act, aims to tackle modern threats in the digital age. In an interview with LBC, Mr Johnson said he did not think ‘for one minute’ that the proposed changes could prevent journalists from carrying out investigations But critics say it risks criminalising public interest journalism and could lead to reporters who are given leaked documents being treated similarly to spies or those who leak classified information.

Time for parliamentary reform

THE much-awaited reconvening of the Dewan Rakyat materialised on Monday after a seven-month break since its last meeting on Dec 17, 2020. However, not much should be expected from this session as it is a special meeting under Standing Order 11(3) of the Dewan Rakyat, which permits the Prime Minister to choose the business to be transacted. But, hopefully, with the emergency ending on Aug 1, the Dewan will return to the functions allocated to it by the supreme Constitution. We can enumerate 10 such functions. 1. Legislative function. This includes the enactment, amendment and repeal of ordinary laws, emergency laws and amendments to the Constitution. Ideally, the legislative role should also include the scrutiny of subsidiary legislation and some participation in law reform.
