Grid taxed by demand; BPUB chief details outage challenges

146 views Source:  Brownsville Herald Rolling blackouts are one thing. Sitting in an unheated house or apartment for days in a row while the temperature outside hovers at or below freezing is another. Hundreds of Brownsville residents found themselves in that predicament during last week s winter assault on Texas and the Rio Grande Valley. Several of the state s power plants began going offline around 1 a.m. on Feb. 15 as the Arctic invasion caused equipment and instrumentation to freeze up and electrical generation to cease at the same time demand for power was soaring statewide. To keep the state s power grid from collapsing entirely, the Electric Reliability Council of Texas ordered mandatory rolling blackouts in cities across Texas, including Brownsville. These rotating outages were supposed to last an hour or two at most before power was restored and then another segment of town made to sit in the dark.

Looking for Fixes to What Broke the Texas Power Grid Winterizing power plants and pipelines will be key, whether through regulation or market incentives. Adding more interregional transmission could also help if Texas is willing. 9 February 22, 2021 After a week of the country’s worst power grid collapse in decades  an event that s taken a dreadful toll in dozens of lives lost and billions of dollars in economic damage   the lights are back on in Texas. But even as the freezing temperatures that caused the crisis have waned, the political stances over who should be blamed have been hardening.   Texas Republicans including Gov. Greg Abbott have attacked the state’s growing share of clean energy, pointing to the loss of generation capacity from frozen wind turbine blades. But these attacks have run up against the cold fact that the state’s natural-gas infrastructure played a central role in its broader grid failure.

Meanwhile, politicians continue to shift blame. Our 13 Investigates looked at how Texas was left so vulnerable, starting with Gov. Greg Abbott who appoints the Public Utility Commission. The Public Utility Commission oversees ERCOT and allowed it to make power plant winterization rules voluntary. After a storm in 2011, the North American Electric Reliability Council, a federal regulatory group, suggested in this report that power plants should winterize not just to the average Texas winter, but to be able to withstand unusually severe events.
