DA 戴維森分析師 Tom Forte 根據拜登上週在一項行政命令中製定的標準做出評估。拜登指示聯邦貿易委員會 (FTC) 仔細審查「主導性網路平台」的興起，尤其是那些針對成長中競爭對手提供免費產品，或蒐集用戶數據的平台。該授權適用所有交易，即使是多年前結束的交易。
在 Forte 的估計中，亞馬遜 (AMZN-US)、蘋果 (AAPL-US) 和臉書 (FB-US) 都將在 FTC 的關注名單上，但他認為臉書最該提心吊膽，因為拜登每一項基準檢查都說中了臉書。
首先，臉書記錄用戶活動，例如用戶的瀏覽器歷史記錄、用戶追蹤的對象、用戶發表評論的時間或用戶點擊了哪一則廣告。多年來，隱私權倡導者一直反對追踪。
其次，臉書提供大量免費的產品，例如 Messenger、Instagram 和 WhatsApp 等 app，都是免費贈與企業和個人用戶。
