Synopsis
The petitioner has contended that the amended GNCTD Act is contrary to various fundamental rights and Article 239AA of the Constitution as well as the Supreme Court decision holding that LG would have powers with regard to public order, police and land and for everything else, he shall be bound by the advise of the Council of Ministers.

New Delhi: The Delhi High Court on Monday (May 24) sought response of the Centre and Delhi government on a plea to declare as unconstitutional the Government of National Capital Territory of Delhi (GNCTD) Amendment Act which increases powers of the Lieutenant Governor.
This is the third plea challenging the Act after it came into force on April 27.
A bench of Chief Justice D N Patel and Justice Jyoti Singh said it has already issued notice on the earlier two pleas one by a lawyer and another by a law student and will pass the same order in the latest petition by a man claiming to be an Aam Aadmi Party (AAP) member.
‘Two more pleas have raised same issue’
The Delhi High Court on Monday asked the Centre to respond to a petition filed by an AAP member challenging the Government of National Capital Territory of Delhi (GNCTD) Amendment Act, which increases the powers of the Lieutenant- Governor.
A Bench of Chief Justice D.N. Patel and Justice Jyoti Singh said it has already issued notices to the government on two previous pleas on the same issue.
The previous pleas were filed by a lawyer and another by a law student.
In the fresh petition filed by Neeraj Sharma, who claims to be an AAP member, the court asked the Law Ministry and the Delhi government to also give their respective stand.

New Delhi [India], May 22 (ANI): With the national capital battling the third wave of the COVID-19 pandemic, Lieutenant Governor Anil Baijal on Saturday instructed the Delhi government authorities to ensure that drugs related to COVID treatment are made available to people to check hoarding, overcharging or black marketing of such medicines, dealers should display required stocks of such drugs. Hoarding, overcharging or black marketing of such medicines does not take place, by prominently displaying stocks and rates of such drugs by dealers/retailers or sellers for information of people at large, he said.
