Project Background
Kenya is now the second biggest refugee-hosting country in Africa after Ethiopia. The majority of the nearly half a million refugees in Kenya reside in either Dadaab (44%) or Kakuma (40%) camps in the Arid and Semi-Arid Lands (ASALs), with the remaining 16% living in Nairobi and other urban areas of Nairobi. Dadaab refugee complex in Garissa county consists of three camps namely Dagahaley, Ifo and Hagadera, while Kakuma refugee camp in Turkana county consists of Kakuma camp 1, 2, 3, 4, and Kalobeyei integrated settlement village 1, 2, and 3.
Given the protracted situation of both Dadaab and Kakuma refugee camps; many actors have been providing services since their establishment in 1991 and 1992 respectively. REQUEST FOR PROPOSAL FOR GENDER ASSESMENT CONSULTANCY
Millennium Water Alliance with support of Swiss Development Corporation (SDC) seeks to contract a consultant to conduct a gender assessment to understand and generate information on the existing gender gaps, needs, constraints and opportunities of women and men (and girls and boys) in the program target areas of Garissa, Wajir, Isiolo, Turkana and Marsabit.
The goal is to have a deeper and enhanced understanding of how gender dynamics influence access, control and ownership to water and rangeland resources, and services. It will also identify inequalities in terms of power, resources and opportunities existing between men and women, with implications of any intervention to promote gender equality and related gender outcomes. The Assessment findings will then be used to inform the design and planning of a more gender sensitive and transformative program.

Background and context
While Kenya has continually seen improvement in nutrition indicators including improvements in dietary diversity, one notable counter trend was the prevalence of wasted children. Acute malnutrition rates in northern Kenya remain poor, but too frequently remain at or above emergency levels. Rates frequently fail to improve even when households’ access to food and quality healthcare improves. USAID is funding investment to tackle persistent acute malnutrition in Kenya, recognising that this problem requires an approach that goes beyond short-term humanitarian response and must tackle the immediate and underlying causes of acute malnutrition through integrated, multi-sectoral activities that leverage ongoing emergency and development activities.
