Monroe County Legislator Ernest Flagler-Mitchell. The recently reactivated Rochester branch of the NAACP has replaced beleaguered Monroe County Legislator Ernest Flagler-Mitchell as its new president, according to the organization. Flagler-Mitchell was installed as the chapter president in a ceremony on Jan. 16, about two hours before news broke that he had been accused of sexual harassment by sending a sexually explicit photo, and other suggestive text messages, to a 19-year-old woman. The Democratic legislator, who is 42 and married with eight children, has since acknowledged sending a sexually explicit photo to the woman, Lakaya Sinclair, who is now 20, and has explained that the photo was meant for his wife.

Monroe County Legislature President Dr. Joe Carbone says he supports an independent investigation by the legislature into the conduct of Legislator Ernest Flagler-Mitchell. Carbone says that s as long as this third investigation would not interfere with investigations by the County Ethics Committee and the Monroe County District Attorney.
Carbone said those entities need space to do their job and conduct thorough and impartial investigations. He says their investigations should be completed first.
Flagler-Mitchell is accused by 19-year-old Lakaya Sinclair of sending a sexually-explicit picture to her phone. He says he intended it for his wife and sent it to the wrong number.

Hundreds of people scattered chaotically in the early-morning darkness. Trying to escape a volley of gunfire, the young people gathered for a backyard party dispersed in countless different directions.
Ultimately, two 19-year-old Rochester residents were killed, 14 more were struck by gunfire, and police were left to sift through a massive and confusing scene. As they tried to get people to safety, they also had to gather others for interviews. What happened just after 1 a.m. on Sept. 19 in the 200 block of Pennsylvania Avenue is still under investigation. Police haven t made any arrests in the largest shooting in recent memory.

ROCHESTER, N.Y. (WHEC) The Democratic Caucus of the Monroe County Legislature has called for an independent investigation into Legislator Ernest Flagler-Mitchell.
Flagler-Mitchell, a member of the Black and Asian caucus, has been accused of misconduct by Lakaya Sinclair, who says that he sent an explicit picture to her.
Flagler-Mitchell did not deny the allegations but said it was a mistake that he s taken responsibility for.
The Democratic Caucus sent the letter below to Monroe County Legislature President Joe Carbone Tuesday, claiming his ability to look at the matter is compromised:
