Cauayan City Mayor Bernard Faustino Dy of Isabela has been slapped with criminal and administrative raps before the Office of the Ombudsman on Tuesday due to the reportedly illegal raid of a small town lottery (STL) facility in the city back in November.
The Philippine Charity Sweepstakes Office (PCSO), represented by its General Manager Royina Garma and Sahara Games and Amusement Philippines Corporation (SAHARA) President Eduardo Davalan led the filing of the 16-page complaint.
Dy has been slapped with graft raps alongside Cauayan City Legal Officer Eman Marquez, Business and Permit Licensing Officer Atty. Sherwin Luna, Public Order and Safety Division (POSD) chief Pilarito Malilin, and several other unnamed POSD personnel.

Another complaint against Quezon 2nd District Rep. David Suarez has reached the Office of the Ombudsman on Monday.
This time, the raps alleged his involvement in series of “anomalous” cash advances amounting to P56.14 million made from 2013 to 2018 during his incumbency as governor of Quezon province.
Suarez is facing the complaint together with Provincial Accountant Evangelina Ong, Provincial Treasurer Rosario Marilou Uy, and Provincial Budget Officer Diego Salas.
Complainants Leonito Batugon, Antonio Almoneda, Marife Benusa, and Mauro Forneste want them administratively charged for Grave Misconduct, Dishonesty, and Conduct Prejudicial to the Best Interest of Service.
As for the criminal charges, complainants want them held liable for violation of Article 217 and 218 of the Revised Penal Code, otherwise known as Malversation of Public Funds and Failure of Accountable Officer to Render Accounts, respectively, as well as Section 3(e) of
