As reported to RIA Novosti in the Prosecutor General s Office of the Russian Federation, the owner of the Rhosus vessel Igor Grechushkin and Captain Boris Prokoshev, whose arrest warrant was issued by Interpol in the case of the explosion in the port of Beirut, are not subject to detention in Russia and extradition to the competent authorities of foreign states.
