The Russian Cyber Pearl Harbor That Wasn t — Strategic Culture

December 18, 2020 © Photo: Flickr/Christiaan Colen The recent SolarWinds hack is no excuse for doomsday rhetoric, especially from those who have been leveling it for decades. by Sean LAWSON, Brandon VALERIANO For almost three decades, we have awaited a mythical “cyber Pearl Harbor,” the harbinger of digital doom that the U.S. cybersecurity community assumes to be inevitable. Strangely enough, some believe this cyber Pearl Harbor already happened twice within the last two months. Though warnings of cyber Pearl Harbor emerged as early as 1991, former defense secretary Leon Panetta is perhaps best known for promoting the idea, warning in 2012 of an impending “cyber-Pearl Harbor that would cause physical destruction and the loss of life, an attack that would paralyze and shock the nation.” Such a grand event would be tough to miss.

Proposed OPM rule would elevate the role of performance in layoff decisions -- FCW

By Natalie Alms   A proposed rule change would implement part of a 2018 workforce executive order by prioritizing performance over service length in determining who is kept and who is let go in the event of a large reduction in force among federal workers. The Office of Personnel Management s proposed rule is scheduled to be published in the Federal Register on Thursday, and it comes with a 30-day comment period. The rule change is based on part of a 2018 executive order that made it easier to fire federal employees. One section of that executive order called on agencies to prioritize employees performance over their length of federal employment in the event of layoffs.

“What country could put 1 million religious dissidents in a gulag archipelago, destroy the semi-independence of Hong Kong, threaten any of its dissident neighbors with commercial destruction, embark on the largest imperialist and colonialist project in two centuries throughout Africa, Asia, and Europe, obliterate the culture of Tibet, militarize, with man-made atolls, the South China Sea, systematize internal surveillance known heretofore only in the pages of Nineteen Eighty-Four, nonchalantly practice institutional racism, and infect the planet with a novel virus — and receive almost no official criticism from the United Nations and the governments of the European Union and the United States?” —Victor Davis Hanson
