Baltimore has recognized that congregate settings are inherently unsafe by limiting indoor gatherings to no more than 10 people. And because of the particular vulnerability of the participants, the city has closed senior centers.
Certainly, people experiencing homelessness are similarly vulnerable and congregate facilities ought to be – and remain – closed.
Since last spring, the Mayor’s Office of Homeless Services has placed 500 homeless folks in motels and hotels, using CARES Act and FEMA funds. Currently, it appears the city has sufficient funds to put people up safely through at least the end of March.
Philadelphia Parking Authority is once again enforcing all regulations starting at 6:30 a.m.
The snow emergency ended at noon Tuesday.

Crews will continue snow operations until all conditions are safe for travel.
All primary and secondary streets have been made passable. Crews plowed the roads overnight and will be focusing efforts on servicing residential streets that have not been plowed. Crews will continue to work throughout the remainder of the week to service all roads.
Residents can submit requests for salting and plowing to 311 beginning Wednesday, February 3 at noon. Crews will remain on duty to monitor road conditions and respond to service requests of impassable streets or icy conditions.

The Philadelphia Streets Department has deployed 450 pieces of equipment to keep roads passable after Monday s winter storm.
The storm rolled in Sunday, but crews started brining roads on Friday in preparation. By Monday morning, ruddy snow had accumulated on residential roads, despite crews best efforts. Our goal is to make the roads as possible and return the city back to its normal operations as quickly as possible, said Philadelphia Streets Commissioner Carlton Williams.
