On February 24, the Randolph County Sheriff s Office Sex Offender Registry Detective was unable to locate James Daniel Payne at an address he had given.
Payne, 23, is approximately 5-foot-9, 135 pounds, with hazel eyes and brown and blonde hair. Attempts to locate Payne have been unsuccessful, leading the office to ask for assistance in his arrest.
