Emergency Telecommunications Sector Coordinator(ETS)

30 Apr 2021 The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. In its capacity of global lead agency of the Emergency Telecommunications Cluster (ETC), WFP Libya Country Office was requested to lead the Emergency Telecommunications Sector (ETS) in Libya in 2018 to provide vital communications and technology services, coordinate the ICT response in collaboration with local actors and support sector initiatives to increase accountability towards affected communities. Since then, the ETS provided shared Internet and security communications services in common operational hubs and in 2020, launched a common feedback mechanism platform in the form of an inter-agency call centre, also used as the national COVID-19 information channel.

In parallel, global protests against the mistreatment of black people and other communities of colour forced the humanitarian sector (and beyond) to reflect on its own operations, including re-evaluating neo-colonial approaches to humanitarian assistance, as well as to refocus on placing end-users at the centre of programme and including people receiving aid in making decisions which affect their lives, as stipulated in work-stream six of the Grand Bargain commitments. As humanitarian assistance continues its shift to digital, there are growing calls to move beyond anecdotal accounts about mobile penetration and its use in humanitarian contexts, towards a more evidence-based understanding of how people in humanitarian contexts are currently accessing and using mobile technology, the barriers they encounter and most importantly their own preferences for digital tools.
