Yes, says Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media, Catherine Martin.
Apple, she says, has to meet the new minimum of 30pc European works or the service will be blocked.
Apple, like most of the big video on-demand platforms, isn t anywhere close to this quota. So it looks like we re heading for a showdown.
This isn t Martin s idea - it s the transposition of an EU directive (the Audiovisual Media Services Directive), a wide-ranging, semi-protectionist law passed by European legislators in 2018.

Taipei, Dec. 11 (CNA) Chung Tien Television (CTiTV) will have to close down its cable news channel from midnight Friday upon the expiration of its six-year broadcast license, following a decision by the Supreme Administrative Court to overrule an appeal by the company.
Earlier in the day, the court turned down CTiTV s appeal against a lower court s rejection of its request for an injunction to prevent CTi News shutdown when its broadcast license expires on Dec. 11. The ruling is final.
CTiTV filed the injunction request after its application for the renewal of CTi News broadcast license was rejected on Nov. 18 by the National Communications Commission (NCC), Taiwan s top telecommunications and broadcasting regulator.
France, AVMS Directive: implementing heavier obligations for on-demand AV media service providers
France
December 9 2020
On 29 October 2020, the French Ministry for Culture released a draft Ordinance and a draft Decree implementing the Audiovisual Media Services Directive. This forthcoming implementation, among the first of its kind in the EU, comes at a time when the COVID pandemic increasingly harms businesses in the audiovisual and entertainment field.
On 5 December 2019, the French Ministry for Culture launched what was qualified as a major reform with respect to the media and entertainment sector, filing a Government Bill at the French National Assembly. This Government Bill aimed in particular at implementing into French law the provisions set under the DSM Directive, Directive 2019/789, known as the Cable and Satellite Directive, and Directive 2018/1808, known as the AVMS Directive .
