Election Experts Recommend What Pa Counties Have Been Asking For All Along: More Ballot Pre-Canvassing Time

AP Panels of voting advocates and researchers have offered state lawmakers a broad range of ideas for improving Pennsylvania’s election code in the last few months. But no change was more widely-proffered than the idea to let counties have more time to sort, open and prepare mail-in ballots ahead of Election Day. Smaller counties would be required to create their own as well, but would have the option of forming regional departments, likely in conjunction with health systems, Sturla said. The bill would require counties to fund public health departments on their own. The six counties that already have health departments pay approximately 50% of the total cost each year, with the other half subsidized by state funds.
