Democrat Illinois Representative Bobby Rush has sponsored a bill already referred to the House Judiciary Committee that would criminalize many previously acceptable practices.
H.R. 30, which has 18 cosponsors [unlike the bills introduced by Rep. Sheila Jackson-Lee (D-Texas)] is entitled “The Gun Trafficking Prohibition Act,” and would amend Chapter 44 of title 18, United States Code by adding a section, which would include such items as defining a straw purchase as “the receipt of any firearm by a person who does not own the firearm “(A) by way of pledge or pawn as security for the payment or repayment of money; or “(B) on consignment.”

President Joseph Biden’s recent announcement that the United States would cut off arms transfers that support the Saudi-led intervention in Yemen is one of his administration’s first major foreign policy decisions. Security cooperation and particularly foreign military sales (FMS) has long been a central and sometimes controversial tool of U.S. foreign policy that serves multiple, potentially conflicting, ends. During the Trump administration, the economic rationale of such sales was highly emphasized, and arms sales increased as the administration released some restrictions on sales. Countries that do not have formal alliance arrangements with the United States, like Saudi Arabia and the United Arab Emirates (UAE), were the recipients of a significant portion of those sales.
Executive Summary
Espionage poses a threat to national security and the private property rights of Americans. The government should address the threat of espionage in a manner whereby the benefits of government actions taken to reduce it outweigh the costs of those actions. To aid in that goal, this policy analysis presents the first combined database of all identified spies who targeted both the U.S. government and private organizations on U.S. soil. This analysis identifies 1,485 spies on American soil who, from 1990 through the end of 2019, conducted state or commercial espionage. Of those, 890 were foreign‐born, 583 were native‐born Americans, and 12 had unknown origins.
New Cato Research on Immigration and Espionage SHARE
Cato released my new policy analysis about espionage and immigration. It is the culmination of many months worth of original research to meticulously document and quantify every espionage and espionage‐related criminal conviction in the United States from 1990–2019 – including those convicted of economic espionage, theft of trade secrets, and other related commercial crimes. Although my goal was to find each one, I undoubtedly missed a few, but the sample provided here is still large enough for analysis. Espionage is a serious issue that impacts American national security and that frequently infringes upon the property rights of Americans. Countering this threat in an efficient manner is an important job of the government. The information in my analysis will help the government formulate more efficient counter espionage policies, should it wish to do so.
