Daniel Andrews is receiving daily briefings amid Victoria's lockdown – with “no decisions” of “suitable import” escaping him as he recovers from his fall.
Victoria’s Health Minister Martin Foley said Acting Premier James Merlino was in “close consultation” with Mr Andrews.
“There are very few decisions – in fact I’m pretty confident there are no decisions of suitable import – from the budget, the direction of strategic actions of the government, that are taken without the premier being thoroughly aware,” Mr Foley said.
“There are millions of daily decisions made across government, and the premier is not making those daily decisions, the acting premier is in charge, and is in close consultation with the premier.”
The last time Victorians heard from Mr Andrews was weeks ago on Twitter when he said he was “making slow and steady progress” on the road to recovery.

A second week of lockdown looms for 6.5million Victorians amid growing concern from authorities that the latest coronavirus outbreak is spreading rapidly between complete strangers.
The highly infectious outbreak grew to 54 cases on Tuesday, including nine new locally-acquired cases and two in hotel quarantine.
Six of those local infections had been confirmed a day earlier.
Concerned health officials have revealed some of the cases emerged from brushing past strangers who unwittingly transmitted the virus.
Authorities also refused to rule out extending the state s seven day circuit breaker lockdown as the list of exposure sites swelled to 329 venues.
At least four of the 54 locally transmitted cases have come from fleeting contact.
