May 27, 2021 11:05 am Key details have emerged on the proposed Common Agricultural Policy (CAP) National Strategic Plan, which will outline how CAP will work in Ireland after 2023 (depending on developments in the EU this week). In recent days, the Department of Agriculture, Food and the Marine has shared these details with farm organisations. Some aspects of this were already made public, including the Basic Income Support for Sustainability (BISS), which will be the successor to the current Basic Payment Scheme (BPS). One of the main areas of the plan will be the flagship environment scheme that was promised in the Programme for Government – referred to in these latest proposals as an ‘Agri-Environment Climate Measure’ (AECM).

The announcement came as the minister responded to a parliamentary question from Matt Carthy, TD for Cavan-Monaghan, on Thursday. “It is my intention to build on the interest shown to date and to drive further growth in organic farming. I will be actively examining a further reopening of the scheme for next year, subject to funding,” Minister Hackett announced.

Payments under the scheme will issue to over 1,300 organic farmers from Monday, with further payments to issue in the coming weeks. “This was due to be the final payment to farmers under the scheme, but I am pleased not only that my Department was able to offer an extension of the contract to all the farmers who had a contract expiring, but also the exceptionally high uptake of the extension by those farmers,” Minister Hackett said.
