Mr Burgess also told Federal MPs there were two terrorist attacks that led to two deaths in the past year.
He said the threat level of an attack in Australia remains at probable.
Mr Burgess was speaking before an inquiry into extremist groups and radicalism in Australia that is being run by the Joint Committee on Intelligence and Security.

Australian Security Intelligence Organisation (ASIO) director-general Mike Burgess said while the main security threat remained from Sunni Islamic extremist groups, the growth in right-wing extremism was also a major concern. Obviously, terrorism threat level remains probable, he said. Given the growth we ve seen in nationalist and racist violent extremism we anticipate there will be a terrorist attack in this country in the next 12 months. Police have shot dead a young knife-wielding man on the Logan Motorway just hours after he cut off from his body a GPS tracking device he had been ordered to wear as a bail condition.
The man has been identified as 22-year-old Calamvale man Raghe Abdi, known to counter-terrorism police, and had been under strict bail conditions.

Police say they have uncovered a link between the man shot dead on the Logan Motorway and the slaying of a couple in their home on Brisbaneâs southern outskirts, their killings now labelled a terrorism event.
The 22-year-old man shot dead by police on the motorway was Calamvale resident Raghe Abdi, who was known to counter-terrorism police, had been under strict bail conditions and was suspected of being âinfluenced by Islamic Stateâ, according to police.
