IDEM Commissioner Comments on “Pretty Tough” 2021 Legislative Session IDEM Commissioner Bruno Pigott addressed Environmental Rules Board about several bills passed by the Indiana Legislature affecting the agency directly. Enrique Saenz May 13, 2021
The head of the state’s environmental agency said the 2021 Indiana Legislative session was “pretty tough” for the agency.
In the first meeting of the Environmental Rules Board since the end of the regular annual legislative session, Indiana Department of Environmental Management Commissioner Bruno Pigott said the agency was “not pleased” with some of the legislation that was approved by lawmakers.
“We’ve just emerged from what I think our agency would call a pretty tough legislative session,” Pigott told the board.
âIâll see you in heaven.â
It was the last thing Al Braccolino, 90, of Crown Point, told one of his daughters as paramedics loaded him into an ambulance Nov. 16. COVID-19 forced him into the final fight of his life.
Ten days later, the chair Al usually occupied at the Thanksgiving table would sit empty. The husband to his wife of 70 years, father of three and grandfather of six died on the holiday.
Alâs daughter, Sandra Noe, was herself suffering from COVID-19, which she contracted while caring for her sick parents, when the virus forced Alâs hospitalization.
Noe, 66, is no stranger to helping elderly shut-ins weather isolation.

Itâs been almost a week and I still donât get it. Indianaâs Governor, Eric Holcomb celebrated May Day by adding his signature to a bill, SEA 389, that figures to imperil the majority of the stateâs wetlands. This wasnât your usual Business versus the Environment cage match; even the stateâs Chamber of Commerce beat this legislative dog.Â
Holcomb signed it anyway. What gives?
The bill, which is retroactive to January 1, strips state protection from the majority of wetlands found in Indiana. The Indiana Department of Environmental Management estimates that weâve already lost about 85 percent of our wetlands. Theyâve gone the way of the forests that grew here until settlers first arrived. Â
