Termed “wagonways,” the earliest were begun in the 1720s. In addition to the British and colonists using wagonways in North America, the French used a wagonway to haul construction materials to their fortress at Louisburg, Nova Scotia, in New France (now Canada) in 1720.

Alaska cruise season hinges on law dating back 135 years

Alaska’s 2021 cruise ship season, or lack thereof, has ignited new debates about a very old law.  As of now, the season is in limbo. Only five cruise ships plan on coming to Kodiak, compared to nearly 30 in 2019. And that’s nothing compared to places in southeast Alaska like Skagway, Ketchikan or Juneau that see hundreds of boats in a normal summer, but now might not see any.  There are two reasons for this. One, Canada has banned foreign ships with more than 100 passengers from entering its ports due to concerns about COVID-19.  And two, the United States has a law called the Passenger Vessel Services Act (PVSA), which prevents ships that are either built or based in other countries from starting and ending voyages in U.S. ports.
