Gov. Gretchen Whitmer’s administration released the full details of her $5.6 billion supplemental spending plan Wednesday afternoon, the bulk of which would direct federal COVID-19 response funds to vaccination efforts, getting students and staff back into physical classrooms and boosting the state’s economy.
All but $575 million of the $5.6 billion plan comes from federal COVID-19 recovery funding that was directed to the state by Congress. Pennsylvania has allocated $2.2 billion in federal stimulus funds to K-12 school districts and charter schools affected by the COVID-19 pandemic, officials announced.
The funds will support food programs, technological improvements, and other education services, according to Gov. Tom Wolf.
“All schools have been affected by the COVID-19 pandemic, and I commend school communities for rising to the challenge to combat the toll it has taken,” Wolf said.
“This extra funding is critical to help schools meet the unique needs of educating students at this time while keeping school buildings safe when students return to the classroom.”
The federal relief is provided by the bipartisan Coronavirus Response and Relief Supplemental Appropriations Act’s Elementary and Secondary School Emergency Relief (ESSER II) Fund passed by Congress in December.

LANSING, Mich. – Michigan Gov.
Gretchen Whitmer outlined her plan Tuesday to jumpstart the state’s economy and help end the COVID-19 pandemic.
“To help grow and strengthen our economy, we must provide crucial support for our families, small businesses, and frontline workers,” Whitmer said. “The MI COVID Recovery Plan will help small businesses get through the winter, help us put more shots in arms and ramp up vaccine distribution, and get our kids back on track in school. It’s the right thing to do to protect public health and jumpstart our economy, and I’m ready to work with the legislature to get it done.”
