South Africans debate the death penalty amid rise in gender-based violence By Edwin Naidu Share Johannesburg - South African lawmakers have no appetite to restore the death penalty, despite growing calls globally for the reinstatement of capital punishment, as a crime deterrent. According to joint Constitutional Review Committee Chairperson, Enock Mthethwa, this was not a straightforward matter, since no research had been conducted to prove that the death penalty was an effective deterrent that may curb crime rates. Mthethwa made the comment during a virtual meeting of the Review Committee comprised in the National Assembly and National Council of Provinces, which annually reviews the Constitution.

CHR welcomes UN moratorium on death penalty

Commission on Human Rights (MANILA BULLETIN) The Philippine is one of the 123 UNGA member states that voted in favor of the resolution on December 16, while 38 member states were against it and 24 abstained. CHR Commissioner Karen Gomez-Dumpit said the country’s vote is a good indication that the government can indeed change its course on its current stance about the death penalty and deliver on its commitment to human rights treaties, such as the Second Optional Protocol on Civil and Political Rights. “The Commission recognizes this positive development particularly with the Philippine vote, which signals the government veering away from the reintroduction of the death penalty,” said Gomez-Dumpit
