Beyond that, the consultants who project increment and jobs when a TIF deal is struck no longer could be hired by the developer. Instead, the municipality that created the TIF district would select the consultant, presumably providing a more objective forecast on whether a city should subsidize a project.
Mendoza, in a statement, said her intent is to “help taxpayers better understand” what’s happening with TIFs, which in Chicago alone had revenue of more than $926 million in 2019, the most recent year for which complete data is available.

Their first week back after spring break, members of the Illinois House passed scores of bills, ranging from creating an elected school board for Chicago Public Schools to regulating puppy breeders and more.
House Majority Leader Greg Harris, D-Chicago, said lawmakers are hard at work.
“On the Democrats side of the aisle, we’ve been focused on passing priority legislation and focusing on a balanced budget,” Harris said.
State Rep. Amy Elik, R-Fosterburg, said most of the bills passed have yet to address the state’s major issues.

House Majority Leader Greg Harris, D-Chicago, said lawmakers are hard at work.
“On the Democrats side of the aisle, we’ve been focused on passing priority legislation and focusing on a balanced budget,” Harris said.
Two former Illinois state senators have a “clear right” to receive portions of their legislative salaries that were withheld by Illinois Comptroller Susana Mendoza and her predecessors, a Cook County judge decided last week.
But Mendoza said she intends to appeal the ruling, meaning this latest development is likely not the last word in the case brought by former Democratic Sens. Michael Noland, from Elgin, and James Clayborne Jr., from Belleville.
Judge Allen Walker’s decision found that Noland and Clayborne are entitled to the salaries that were withheld when the legislature passed laws to freeze cost-of-living increases and implement furlough days.
