SPRINGFIELD – A coalition representing Illinois law enforcement leadership and rank-and-file officers has issued a statement in opposition to House Bill 163 as amended that was unveiled on Tuesday:
“The so-called ‘reforms’ that are part of House Bill 163 as amended would destroy law enforcement s ability to keep communities safe. The authors of this legislation are not law enforcement professionals with hundreds of years of combined experience and this bill was drafted without law enforcement input, and because of that the long-term unintended consequences of this legislation would be dire. The Illinois Law Enforcement Coalition recently enumerated its Safe Communities plan, a sensible approach to modernizing Illinois law enforcement, but House Bill 163 as amended would lead to unsafe communities in Illinois. Black Caucus introduces sweeping police legislation

SPRINGFIELD – The Illinois Legislative Black Caucus has introduced a sweeping criminal justice omnibus bill that aims to heavily alter the state of policing in Illinois. Sen. Elgie Sims, D-Chicago, introduced a 611-page amendment to House Bill 163 Tuesday in the state Senate, a move that would allow the bill to move during the General Assembly’s upcoming lame duck session scheduled from Jan. 8 to Jan. 13.
While the bill has been introduced on short notice, it is the result of over 100 hours of hearings held by the Black Caucus over fall and winter months as part of their legislative agenda “to end systemic racism in Illinois.” Criminal justice reform and police accountability made up the first of four pillars in that agenda.

A coalition of Illinois’ law enforcement groups has issued a 15-point plan that they say is designed to “build trust” and “stronger relationships” with the communities they serve. The list includes priorities, goals, and in some cases defenses of policies. Particularly in the aftermath of the George Floyd killing by police in Minneapolis, there were calls for “defunding the police”, which many activists described as reallocating police funds to things like mental health services and other community improvement efforts. The coalition’s strategy says having access to a social worker or mental health professional would be “very helpful” in some cases. But they add there are difficulties in finding these kinds of workers, particularly in communities with already strained budgets. The Illinois Fraternal Order of Police (FOP) State Lodge, FOP Labor Council, FOP Chicago Lodge 7, Illinois Sheriffs’ Association and the Illinois Association of Chiefs of Police have formed the Illinois Law Enforcement Coalition and have been working on these strategies since summer to improve community safety and enhance the trust.
